HomeMy WebLinkAbout09 Project Narrative 8-21-20PROJECT NARRATIVE 2131 Graf Lot 2, Minor Subdivision #235 Site Plan Application August 21, 2020 GENERAL PROJECT INFORMATION Introduction 2131 Graf is a Class A apartment community consisting of a total of 457 units over multiple phases. As part of this submittal, two separate applications are being submitted: (1) A Phase 1 site plan application consisting of 195 units and (2) a master site plan application consisting of 457 units. The project will consist of a combination of one, two, and three bedroom units. In addition, the project will include two leasing centers; a smaller, secondary leasing center that will be constructed with Phase 1, and a two-story clubhouse, including a cyber café, library, game rooms, package concierge center, and an outside recreation areas including a pool, fire pits, grilling areas, and a pavilion with future phases. In addition a maintenance building would be constructed with Phase 1. The project includes a 2.09-acre park (Lantern Park) with improvements, including pavilions, a dog park, playground, and exercise equipment. This development will construct the south half of the total park area as part of this development. The north half of the park will be constructed by the developer of the Nexus Point property, which is located directly north of this development. In addition, 0.62 acres of park space is being provided within the trail corridor on the west side of the project. The Applicant has worked extensively with the City of Bozeman Parks Department on the layout and development of the park plan and received approval from the Parks Subdivision Review Board in April. Project Type and Intent Three building types will be developed as part of the project: (1) a three story, 32-unit building with 10 attached garages; (2) a three story, 32-unit building with 8 attached garages; and (3) a two story, 3 unit building with 7 attached garages. The units within the three story buildings would be accessed via external breezeways and the two story units would be accessed directly from outside. Project Size and Calculation The site is located within the R-4 zoning district. The site area is 25.99 acres. At full development, the property will have exhibit a density of 17.58 units per gross acre. Parkland Dedication The project includes a 2.09-acre park (Lantern Park) with improvements, including pavilions, a dog park, playground, and exercise equipment. This development will construct the south half of the total park area as part of this development. The north half of the park will be constructed by the developer of the Nexus Point property, which is located directly north of this development. In addition, 0.62 acres of park space is being provided within the trail corridor on the west side of the project. Site Improvements As part of this development, the developer intends to construct or provide a payback the following improvements with Phase I. Some of these improvements are currently under construction in conjunction with the developer of the property to the north of this site:  The south half of Lantern Street (this street is will be constructed this summer and fall in cooperation with the developer of the Nexus Point development). The developer proposes to ultimately dedicate the improvements to the City via a public easement. The developer intends to payback the developer of Nexus Point for its proportionate share of the improvements on Lantern Street as the improvements are already construction with the adjacent developer.  South 21st Avenue from Lantern Street to Graf Street. These improvements would be constructed during the construction of other on-site improvements. The developer proposes to ultimately dedicate the improvements to the City via a public easement.  Widening of South 19th Street from approximately Arnold Street to Graf Street (this widening is under construction and will be finished this summer in cooperation with the developer of the Nexus Point development).  Construction of pedestrian walkways in two locations across the mitigated wetlands between the site and South 19th Street. The walkway connecting the park sidewalk to 19th Street would be constructed this summer and the walkway from the open space easement through the center of this property would be constructed with other site improvements. The developer proposes to construct the 21st Street improvements and the south walkway concurrently with other site improvements and building improvements with Phase I. As such, a concurrent construction application has been included with this application. Furthermore, the developer proposes to receive certificate of occupancies on a phased basis for each of the buildings. Stormwater Management In order to efficiently address stormwater for the site and adjacent streets, the site will be graded to use a combination of surface drainage, pervious pavers, and sub-surface stormwater chambers. A full stormwater report has been included with this application. Project Schedule The Lantern Street and South 19th Street Improvements are currently under construction. The 19th Street Improvements are anticipated to be completed later this summer (Summer 2020) and the Lantern Improvements will be completed in the Spring of 2021. Other site improvements and building improvements are tentatively scheduled to commence in Spring or Summer of 2021.
