HomeMy WebLinkAbout07 Narrative 8-12-2020| TOWN PUMP 6 LOUNGE | 2003 Kimberwicke Street Bozeman, Montana Project Narrative Page | 1 SITE PLAN NARRATIVE Narrative: The Site Plan submittal is for Town Pump Lounge which is a restaurant with accessory gaming and packaged liquor sales. The plans include a 6700 SF building with parking and site amenities as required per the UDC. This is the first building to be built on this lot and is part of a previous Master Site Plan. A Master Site Plan MOD is also being submitted concurrent with this application. In addition to the responses below, there have been additional changes to the Site Plan. They are as follows: added smoking shelter, added monument sign, added grease interceptor. Please have Northwestern Energy review the proposed gas meter location on the North end of the building. CITY COMMENTS AND RESPONSES : 1. BMC 38.220.080. - Site plan submittal requirements. Please include elevation dimensions to the top of the roof. The roof pitch labeling is very small, please enlarge. See building elevation sheets 2. BMC 38.520.040.C – Non-motorized circulation – Designate pedestrian routes through the property that minimize walking distances and provide adequate circulation. Show the north-south pathway on the west side of the internal roadway, connecting to the properties to the north. Show the east-west pathways through the parking lot, connecting to the Class I trail adjacent to N. 19 th . Show where the sidewalk in the shared access easement off of Max Ave will connect internally to the site. Staff suggests an east-west pathway with landscape buffer for the parking lot to the south, along the northern property line to allow connection to Max Ave, N. 19 th, the pathway adjacent to the future build site, and the adjacent properties. This, along with the recreational pathway on the west of the property and the other pathways through the parking lot will be adequate for internal circulation. Connection to adjacent properties. Provide a connection with the property to the north. This can be accomplished through the described pathway in the previous comment. See added circulation on architectural site sheet 3. BMC 38.520.040.D. – Pathway design. All internal pathways must have a minimum five-foot unobstructed surface. Five-foot sidewalks are in the site design 4. BMC 38.530.070. – Blank wall treatments. There are two areas on the west elevation that appear to be close to meeting the threshold for blank wall treatments, please provide horizontal dimensions so we are able to determine if blank wall treatments will be necessary. Mural details must be provided for review prior to approval. The north elevation above the gas meter appears to meet the blank wall threshold, please provide a design treatment. Blank wall areas have been designed with wall treatments, see building elevations, see Appendices: 17 Mural Image. Also see landscaping Detail 12/L500. 5. BMC 38.540.010.A.1. – Parking. The parking calculations submitted indicate the Site Plan Application 20161 is requesting to use the election to net out certain areas for the floor area calculations. This election must be requested in writing and signed by the property owner for review by the Director of Community Development. See Appendices: 15 Town Pump #6 Lounge Parking Letter 6. BMC 38.540.020.D. – Parking. Backing requirements. The northernmost row of parking does not appear to have adequate backing space due to the 8’ parking side setback. Please revise. This has been updated in the site design 7. BMC 38.550.050.C.2.d. – Parking. Unbroken parking rows. The easternmost parking row must be broken up with a landscaping island. The maximum allowable length of a parking row is 100’. Need detailed plan for refuse enclosure (site plan said to see details in architectural plan, but that plan was not included in packet I received.) See Architectural sheets 2. The narrative says “the Site Plan submittal is for a Town Pump which is a restaurant with accessory gaming and packaged liquor sales.” Please update the narrative if no restaurant is being included. Provide any menus or list of foods available for purchase onsite. Note that even dishwashing of reheated foods, or drinks with dairy products requires a grease trap. Added example menu to submittal and added a grease interceptor. Easements 2. Move the transformer out of the 10 foot utility easement and adjust the easement to include the relocated transformer. Allow at least 7 feet of unencumbered utility easement space to be available for future utilities. This comment comes from Cammy Dooley at Northwestern Energy. This has been updated in the site design Transportation 3. BMC 38.400.010. Improvements to Max Avenue and Cattail Street must be constructed as a condition of Site Plan Approval. The applicant must request concurrent construction; the same condition as project 18525 will apply to this project. The intersection must be constructed as a condition of Site Plan approval. See Appendices: 19 Concurrent Construction Memos Water 4. Payment of CILWR will be required prior to Building Permit approval.
