HomeMy WebLinkAbout19318 DRC comments & responses 10-18-19 - CopyPage 1 of 3 FROM: DEVELOPMENT REVIEW COMMITTEE RE: CAR WASH, SITE PLAN APPLICATION # 19318 DATE: AUGUST 28, 2019 Project Location: Gallatin Center Sub, Phase 1, S35, T01 S, R05 E, Lot 5 & 6, City of Bozeman, Montana. Project Description: Site plan application for the construction of a car wash and detail facility. The property is zoned B-2, Community Business District. Recommendation: The DRC review finds that the project does not comply with the requirements of the Bozeman Municipal Code and is deeming the application inadequate for further review. Code corrections must be satisfied prior to continued review. All references are to the Bozeman Municipal Code (BMC). Section 2 – RECOMMENDED CONDITIONS OF APPROVAL Please note that these conditions are in addition to any required code provisions identified in this report. These conditions are specific to the development. 1. The applicant is advised that unmet code provisions, or code provisions that are not specifically listed as conditions of approval, does not, in any way, create a waiver or other relaxation of the lawful requirements of the Bozeman Municipal Code or state law. Section 3 – REQUIRED CODE CORRECTIONS Planning Division, Sarah Rosenberg, srosenberg@bozeman.net, 582-2297 1. Please submit all revisions using Corrections and Revisions cover sheet. Submit a full set of drawings (2 large format and 1 11x17) with revisions clouded. Include a table of contents will all drawings and their date of creation/revision. Ensure that the electronic version includes a fully updated, complete application. 2. A separate subdivision exemption application is required. Completed, 4 plat copies and digital files delivered to Jacob Miller. 3. Ensure that the digital plans are rotated the correct direction when opening up the file. OK. Page 2 of 3 4. BMC 38.410.100.A.2.f. Due to the property being within a watercourse setback, there are separate setback planting requirements. Update the landscape plan to adhere to these standards. See L1 – 4 plants were located within the watercourse setback, they have been moved. 5. There are multiple departures that are required with the application. They need to be referenced and a description must be included how the departure is mitigated for. Reference BMC 38.250.060 for departure overview. The fee for departures is $234 per departure. I have requested 6 departures, they are further defined in the expanded narrative included in this resubmittal. a. BMC 38.510.030.C. Transparency requirements. It is unclear what the extent of the departure request is. b. BMC 38.510.030.C. Building entrances must be visible and directly accessible from the street. The wash building overhead door does not meet this intent. c. BMC 38.520.050.D.3.a. Drive through lanes must be separated from public view. It appears that there is landscape to screen the drive through alley on the north portion of the property. 6. Ensure that the elevations are fully drawn out to display their materials. It also appears that the wash building elevations are mislabeled. Corrected. 7. BMC 38.530.060. Define the gauge of the metal. Specified in cut sheet, included. 8. BMC 38.530.070. Many of the elevations have blank walls. Reference this section for how to mitigate for blank walls or request of a departure. Drawings revised and further defined in expanded narrative. 9. BMC 38.540.540.050-3. Parking numbers need to be provided on the cover of the architectural site plan and civil site plan. For automobile washing establishment, the space required are as follows: a. Automatic drive-through: 3 spaces or 1 for each employee on maximum shift; plus stacking space. 5 max. employees per shift. Total parking provided is 10 stalls. b. Self-service: 2 spaces per stall not including washing or drying spaces. One stall therefore 2 provided. 10. BMC 38.570. The lighting plan meets standards. However, if there is going to be any sort of accent lighting, it needs to be depicted and meet standards. NA Page 3 of 3 11. BMC 38.550.050.E. Due to the well-established vegetation along Catron, extra boulevard trees are not required. See Forestry Division comments below. Plants removed from site. Forestry Division; Alex Nordquest, anordquest@bozeman.net, 406-582-3205  Given the well-established vegetation along the stream corridor, I do not recommend the planting of boulevard trees along Catron Street. Boulevard trees would likely struggle to develop as the existing trees will compete for resources and are likely to shed branches during storm events. If you desire an estimate of the required impact fees according to current rates please contact the Department of Community Development and/or visit. Note: During preparation of the staff report, additional conditions of approval may be recommended based on comments and recommendations provided by other applicable review agencies involved with the review of the project.
