HomeMy WebLinkAbout19318 - Car Wash Burke Street Site Plan Review - Engineering Comments NEW MEMORANDUM ------------------------------------------------------------------------------------------------------------ TO: SARAH ROSENBERG, PLANNER II FROM: ANNA RUSSELL, ENGINEER II RE: CAR WASH BURKE STREET SITE PLAN REVIEW APPLICATION NO. 19318 DATE: SEPTEMBER 11, 2019 ----------------------------------------------------------------------------------------------------------- ENGINEERING COMMENTS: Note that the applicant’s response to the Concept Review comments was woefully inadequate and didn’t use complete sentences. The response to the Site Plan Review comments must be improved and address the review comment or the application will be rejected. General Comments 1. The City is aware of severe deterioration of traffic conditions during the peak-hours at the intersection of Max Avenue and Catron Street. The intersection must be upgraded prior to a future site plan approval. Currently a developer (Costco) is working to upgrade the intersection future development or redevelopment may need to participate in the shared cost of that improvement. 2. Contact Bill Stetzner at the City Engineering offices for an address. Bill provided an address of 2191 Burke Street for this project. 3. Advisory Comment - The applicant must prepare plans and specifications for any fire service line in accordance with the City’s Fire Service Line Policy. The plans must be prepared by a Professional Engineer and be provided to and approved by the City Engineer prior to initiation of construction of the fire service or fire protection system. The applicant must also provide Professional Engineering services for construction inspection, post-construction certification and preparation of mylar record drawings. Fire service plans, and domestic services 4” or larger, must be a standalone submittal, separate from the site plan submittal. City of Bozeman applications for service must be completed by the applicant. Once the layout of the proposed layout of the fire service is substantially approved by the city, a fire line plan will be prepared. 4. Advisory Comment: Water and sewer plans must also be approved by the Montana Department of Environmental Quality. Once the water and sewer layouts have been substantially approved by the engineering department a set of infrastructure plans for the sewer main extension will be submitted to both the City of Bozeman and DEQ. 5. Advisory Comment: Construction shall not be initiated on the public infrastructure improvements (water or sewer mains) until the plans and specifications have been approved and a preconstruction conference has been conducted. Understood Sheet C1.0 Overall Site and Project Information 6. BMC 38.220.080.A.1.d. The construction route must avoid Max Avenue and Burke Street and instead utilize Catron and Valley Center Drive. Modify the route to meet this code requirement. Due to the median in Valley Center Road construction traffic can only enter the site from valley center when entering from the west and exiting to the east. Therefore, we would prefer to allow construction traffic to enter the site from Burke Street as well as Valley Center Road depending on the direction the traffic is coming from. The construction route map has been updated to avoid Max Ave. Entering the site from Catron Street is not feasible due to the existing creek on the south side of the Street. Sheet C2.0 Overall Site Plan 7. A 10 foot shared use path must be constructed along the East Valley Center frontage outside of the right-of-way consistent with the City of Bozeman Transportation Master Plan and PROST Plan. The proposed path shown measures 8 feet wide. A public access easement must be provided for the shared use path using the City’s standard language. The 8’ path originally shown has been widened to 10’. The proposed path is located within an existing “50’ Public Green Way Corridor” that was granted with the Gallatin Center Subdivision Phase 1 Final Plat, so an easement is not proposed with this project. 8. A City standard sidewalk is required along Catron Street. A city sidewalk has been added to the 80’ wide public open space easement along Catron Street. The sidewalk will be located in the open space south of the creek instead of in the standard boulevard location along Catron Street. As discussed with the City Engineering Department, the sidewalk will be stopped at the property boundary for this project and extended to the west when the adjacent lot is developed in the future. 9. Note that no detail for the proposed entrance gate was found on the architectural plans. Include a detail of the footings to verify there is no conflict with existing utilities. Note that Engineering would not recommend installing a 2” water service line within 10 feet of any structures. The gate location has been updated on the plans to show the footing detail and the footing detail has been added to the architectural plans. The 2” water service has been relocated to provide 10’ of separation from the gate footings. Sheet C2.1 Utility Plan 10. An easement will be required to run power from the existing location to the proposed transformer. Contact Northwestern Energy for more information. The proposed transformer is no longer necessary and has been removed. However, NWE is still requiring an easement over the existing utilities, so a 25’ wide easement is proposed as shown on the plans. 11. Maintain 3 feet of cover over existing utilities. Proposed Finished grade is within 2”-4” of existing grade along all existing utilities. 12. The Engineer is advised that the Uniform Plumbing Code requires that the bottom of water service pipe shall not be less than 12 inches above the top of the sewer line. A note has been added to C2.1 to install the water service at least 1’ above the sanitary sewer main. 13. The sand/oil separator should be located in a year-round accessible location, not under snow storage or in landscaping areas. The sand/oil separator has been relocated to the drive aisle. 14. Note that a sand/oil separator is shown by the reclaim pit on the Architectural Sheet A2-2 which conflicts with the Civil Utility Plan. 15. Existing utility boxes relocated into the median cannot be within a Public Utility Easement (create for the new sewer main stub). The relocated utility boxes have been shifted outside of the proposed easement. 16. DSSP (Design Standards and Specifications Policy) Section V.B.11. Design the sanitary sewer services so they are installed perpendicular to the main. The services have been adjusted to be perpendicular to the main. 17. Verify the existing SSMH-1 is 48”, the City GIS layer shows it as 36”. Label correctly. The existing SSMH-1 has been measured and verified as 48”. 18. DSSP V.B.11. The proposed 6 inch sewer services cannot be combined into one connection to the sewer main. Each building is required to have a separate sewer service line from the building to the sewer main. The sewer services have been rearranged so that no services combine before connecting to the main. 19. DSSP V.A.6. A line intended to service more than one building is designated as a water main. The proposed 4” water service line appears to be intended to serve two buildings with the 2” service line connecting the two proposed buildings. The water services are laid out as the city water department requested so that there is only 1 water meter for the project. 20. DSSP V.A.4 If the proposed 4” water service line does serve two buildings with the connecting 2” line, a water main is required. The minimum diameter for any new main is 8- inch. DSSP.V.D.1 The alignment of all water, sanitary sewer, and storm sewer mains and service lines shall be arranged so that there is a minimum of ten (10) feet of horizontal separation between these lines and above-grade utility structures; see utility boxes in median near proposed new sewer main. The utility boxes will be relocated to provide 10’ of separation from the water, sewer, and storm sewer utilities. 22. DSSP I.E Label the material of water service pipe for the 2” and 4” services (from Burke Street). The water service pipe material has been labeled. 23. Move text for water service connections on Burke Street so water pipe connection to the main is visible. If a new main is being extended off the main in Burke Street, a 20 foot utility easement is required. The text has been moved. 24. Note that it may be difficult to get to cleanouts that are behind covered parking areas. The client is aware of this but would prefer to leave the cleanouts in the location shown. The covered parking areas are not long-term parking areas so the cleanouts will be accessible. 25. The Engineer is advised to consider how the wastewater reclaim pit as well as the cleanouts near it will be maintained. The reclaim pit will be accessed from the parking areas in front of the pit or from the drive aisle to the car wash tunnel behind the pit. Sheet C2.2 Grading and Drainage Plan 26. A stormwater design report describing the entire system design with calculations must be provided with the Site Plan Application. The report must include including basin sizing, stormwater chase (25 year conveyance) and discharge structure calculations. Describe the final stormwater discharge destination in the report. Include an exhibit with basins delineated and infrastructure. Verify the retention basins are located above high groundwater elevations Included 27. A Stormwater maintenance plan must be provided with the Site Plan Application. The approved stormwater maintenance plan must be incorporated into the Owners Association Documents and a copy submitted prior to Site Plan approval. Included 28. If the lot line between lots 5 and 6 is not removed, shared stormwater infrastructure including over land drainage crossing lots line must be located with drainage easements. Easements must be provided to approval of the Site Plan. An application has been filed with the city to aggregate Lots 5 and 6 into 1 lot. 29. The Engineer must provide the estimated average daily sewer flow for the City to determine if additional pretreatment is required for the proposed use. The average daily sewer flow is included 30. The applicant must contact Brian Heaston with the City Engineering Department to obtain a determination of cash-in-lieu (CIL) of water rights. Payment will be required prior to Site Plan Approval. 31. The submitted Waiver of Right to Protest Creation of Special Improvement Districts (SID) draft was missing the notary and City signature page. Information about the site (legal description) and reference to Site Plan Approval must be filled in the blanks. T he applicant must provide and file with the County Clerk and Recorder's office the executed SID waiver prior to Site Plan approval. 32. Civil sheets must be stamped and signed by a professional engineer (PE) registered in the State of Montana. Understood 33. DSSP II.C.4. Basin lengths shall be at least three times the width to prevent short circuiting. As shown, Pond 1 stormwater will likely channelize from the inlet to the outlet pipe. The ponds have been adjusted to meet this requirement
