HomeMy WebLinkAboutProject Narrative Site Plan 01-29-20 Flanders Mill Apartments Site Plan - Project Narrative Page 1 of 1 Flanders Mill Apartments, Phase I Project Narrative - Application 19452 The first phase of the Flanders Mill Apartments is a 4.29 acre multi-household development consisting of five (5) 12-plexs and four (4) 4-plexs, plus two (2) dwelling units in the club house - for a total of 78 residential units. In addition to the residential units, proposed in the first phase is a Club House with a variety of amenities for the development residents including a gym, meeting areas, pool table, and other amenities. The property is zoned R-4 and is in Phase 7 of the Flanders Mill Subdivision on Ryun Sun Way and Windrow Dr. Included in the first phase is the required drive lanes, parking, landscaping, site lighting and hardscape as well as the installation of the private utilities to serve the first phase. In addition, the required public water and sanitary sewer main extensions will be installed with Phase I for the entire multi-phase development as well as the construction of the open space trail running from Windrow Drive to Flanders Mill Road. A pedestrian bridge will be constructed across the stream corridor. A permit for construction of the wetland crossing will be obtained prior to construction. Constructed in the first phase as well will be the underground stormwater facility, to be located under the parking lot in the NE corner of the development to serve the entire development. Stormwater will sheet follow to the north and be collected by a series of inlets and piped to the underground stormwater retention basin. A flow control manhole is proposed to retain the required 0.5” of rain fall on site. A flow control manhole weir is set to provide for an emergency overflow. Snow storage will be provided on-site at strategic locations to serve the development. In the event the City experiences a higher than normal snow fall year, the owner will provide for trucking the excess snow off site as required to maintain the minimum parking spaces. On-site and street parking is proposed as outlined below for Phase I. Open space areas are provided by a combination of balconies, outdoor common open spaces area and the club house. The common open spaces areas are distributed throughout Phase I, with amenities such as picnic tables, charcoal barbeques grills and benches. In addition to the outdoor open space areas the proposed Club House is centrally located in the middle of all the full development and easily accessible to the residents. Calculations for both the parking and open space areas are included in this report.
