HomeMy WebLinkAbout11_Driveway deviation request_02-04-2020 Collins Apartments Driveway Approach Deviation Request The Collins Apartments project consists of four (4) buildings each with four(4) 3-bedroom residential units located in 4 buildings. The 1.109 acre property is located on Catalyst St and Warbler Way. BMC 38.400.090.D.2. Table 38.400.090-1 provides the minimum distance between public and/or private accesses and intersections. The Review Comments require that the drive access for the proposed project lot must align with the drive access across the street, be at least 40 feet apart, or receive a relaxation. There are two drive accesses across the street, one a distance of 42 feet to the north of the proposed driveway, and one 31.75 feet to the south. Because this latter driveway is less than 40 feet away from the site's proposed driveway a deviation request is requested. The driveway is proposed where it is because it maximizes the space by providing one shared driveway in the center of the site on the shared property line. Criteria and Response Below is the criteria outlined by the City for consideration of the deviation request, followed by our response to each item. UDC 38.24.090.H Commercial developments (including residential complexes for five or more households) which may not be able to meet the requirements of subsections C through E of this section, and are requesting modifications from the standards, shall submit to the city engineer a report certified by a professional engineer addressing the following site conditions, both present and future: a. Traffic Volumes; Response: The proposed development is 16 multi household residential units. A residential unit in a multi household building will generate approximately 7 trips per day. Based on 7 trips per day the proposed development will generate approximately 112 trips per day. Per the Institute of Transportation Engineers, there would be 8.32 peak hour trips. b. Turning movements; Response: The driveway is designed for full turning movements. C. Traffic controls; Collins Apartments Driveway Approach Separation Deviation Request Page 1 of 2 Response: A stop sign is proposed for the traffic control for the driveway. d. Site design; Response: The location of the proposed driveway is nearly centered along the property line in the middle of the site. e. Sight distances; Response: Site distance is unobstructed in both directions to the intersections. f. Location and alignment of other access points. Response: There are no other practical options available as the proposed driveway is centered in the site and property line, and moving it in one direction will reduce the minimum separation distance on the other side.
