HomeMy WebLinkAboutIcon Minor Subdivision Waivers Requested for Plat Supplements 062419 Section 38.220.060 - Additional Subdivision Preliminary Plat Supplements The following supplemental information is requested to be waived as a requirement of the preliminary plat submittal. A Master Site Plan and Site Plan for Phase A within this proposed subdivision was approved May 24, 2018. The approval is for 336 apartments within 18 buildings, one common building, site amenities, a park with public access easement, and 2 public streets. Many of the supplemental elements required for preliminary plat was submitted as part of the Site Plan review. Below are the requests for waivers for the supplemental information. 1. Surface water Requested Waiver: As documented by the site survey, there are no surface water elements within the plat boundaries. 2. Floodplains Requested Waiver: The area is not within any documented floodplain area. 3. Groundwater Requested Waiver: A geotechnical report was completed in the summer of 2017 and submitted as part of the Site Plan Review for this site. Groundwater information was provided as part of the geotech report. 4. Geology, soils and slope Requested Waiver: A geotechnical report was completed in the summer of 2017 and submitted as part of the Site Plan Review for this site. 5. Vegetation Requested Waiver: Not applicable as a Master Site Plan has already been approved for the site. 6. Wildlife Requested Waiver: Not applicable as a Master Site Plan has already been approved for the site. 7. Historical features Requested Waiver: Not applicable as a Master Site Plan has already been approved for the site. 8. Agriculture Requested Waiver: Not applicable as a Master Site Plan has already been approved for the site. 9. Agriculture water user facilities Requested Waiver: There are no agricultural water facilities located on the site. 10. Water and sewer Requested Waiver: Water and sewer public main extensions and services are provided as part of the Site Plan review. City Engineering approved the Icon Apartments Public Improvements Project Plans four public water, sewer and street improvements associated with Phase A of the Master Site Plan (Lot 3A-1). 11. Stormwater management Requested Waiver: A complete set of stormwater management plans, including design for on-site improvements, streets, roads and alley design was provided as part of the Site Plan review. In addition, a full stormwater management report was provided as part of the master site plan application. It should be noted that stormwater runoff facilities for the site were designed so each of the two proposed lots retain their own stormwater. Additional Subdivision Supplements Waiver Request Page 2 12. Streets, roads and alleys Requested Waiver: A TIS was submitted with the Master Site Plan. Street improvements are currently underway as part of the approved Master Site Plan and Infrastructure Plan approval. 13. Utilities Requested Waiver: Utility design was provided as part of the Site Plan review. Utility installation is currently in progress at the site. 14. Educational facilities As part of the subdivision, we will request comment from the Bozeman Public School District regarding impacts. It is anticipated students from this site will be eligible to attend Bozeman Public Schools. 15. Land use Requested Waiver: A master site plan has been approved for this site. 336 apartments are approved in a total of 18 buildings and one common clubhouse. Amenities include recreation facilities within the clubhouse, an outdoor pool, open space and a public park. 16. Parks and recreation facilities Requested Waiver: A park will be developed as part of the site development. Park plans were reviewed and approved during that site plan review. A dedicated public easement for the park area was filed as part of the master site plan requirements. 17. Neighborhood center plan Requested Waiver: A neighborhood center in the form of a public park is within the proposed subdivision. The park plans were approved as part of the Master Site Plan approval. 18. Lighting plan Requested Waiver: A site lighting plan was provided as part of the Master Site Plan and Phase A Site Plan approval. 19. Miscellaneous Requested Waiver: there are no known interfaces with public lands, hazards and wildlands-urban interface on this property 20. Affordable Housing Requested Waiver: The development for this site is entirely rental housing, and therefore exempted from the affordable housing requirements, as specified in Sec. 38.380.030.E. Exemptions.
