HomeMy WebLinkAbout5_Concurrent Construction Application_04-16-2020 PHASE B PHASING and CONCURRENT CONSTRUCTION REQUEST Icon Apartment Homes at Ferguson Farm – Phase B Lot 3A, Minor Subdivision 365 Re-submitted – April, 2020 The applicant requests site plan concurrent construction for the above referenced project as described in the Site Plan Checklist. The developer is proposing to construct the on-site infrastructure as depicted on the attached construction phasing plans. It is the intent of the applicant to construct and occupy the residential buildings on the site during the construction of other buildings within the site plan. Furthermore, the applicant proposes to obtain all building permits for the project at one time, similar to Phase A of the master site plan. All water mains, sewer mains and streets installed and constructed as part of this development will meet the following requirements: (1) All on-site extensions of water mains, sewer mains and streets will be dedicated to the public and will be located entirely within publicly held easements; will serve only a single lot; are the subject of an irrevocable offer of dedication to the City upon completion of the project; the development is under the control of a single developer who will retain control of the entire project until final completion; all work will be under the supervision of a single general contractor; and no further subdivision of the land will occur within the Phase B boundaries; (2) The construction sequencing and phasing will provide adequate fire protection during building construction (via hydrant location and multiple points of access); therefore, the developer is proposing simultaneous construction of the infrastructure to be dedicated to the public, other private construction as defined and sequenced on the project phasing plans; (3) The developer understands that approval of the final engineering design, including location and grade, for the infrastructure project must be obtained from the engineering department, and the state department of environmental quality, when applicable, prior to issuance of any building permit for the development; and (4) The developer agrees that off-site sanitary sewer improvements on Babcock Road West between Stafford Road and Cottonwood Road must be completed and accepted by the City prior to the start of construction on Phase B. (5) The developer agrees that off-site street improvements on Babcock Road between Cottonwood Drive and Ferguson Street must be installed and accepted by the City on prior to the start of construction on Phase B. The construction of the development will be phased on a per building basis according to the following phasing plan. Plan sheet C1.0 depicts proposed phasing of the individual buildings within the development including the phasing of the public infrastructure. Subsequent construction management plans are included after each building is given a certificate of occupancy. Phase B Schedule and Construction Management Plan Phase B consists of 7 residential buildings (containing 120 total units). Improvements for this Phase including all buildings north of Palisade Drive between Stafford Road and Resort Drive and includes the west half of Ferguson Park. Phase B is anticipated to commence in the summer of 2020 and to be completed in late 2021. Certificate of Occupancies are anticipated to commence in the summer of 2021. The site will be staged in the open space area to the west of Building 16. It is anticipated this location will be utilized for the construction trailer and site parking during construction. Construction access will be from the northwest access location to the site from Stafford Road, while tenant access will be restricted to the access from Palisade Drive. After Phase 6, both of the accesses to the site will be for tenant access and temporary construction access will be provided from Stafford Road. If any damage occurs to street infrastructure on Stafford Road during this phase, it shall be fixed and accepted by the City of Bozeman before a certificate of occupancy is issued for Building 17. Construction fencing will keep construction activities and tenant access separated at all times. A final phase, Phase 8, will be completed upon the completion of Building 17 to finish the staging area in compliance with the site plan documents. Fire access will be available from both accesses as well as from the perimeter of the site during vertical construction. An access road between Buildings 15 and 16 will also be open for tenant use during construction in order to allow for appropriate circulation for emergency and solid waste vehicles. PHASE B-Phasing Notes Phase 1 Phase 1 will install of all water and sewer mains and surface infrastructure for the entire Phase B. Phase I will also include the construction of Building 12 (including adjacent landscaping improvements) and the west half of Ferguson Park. No certificate of occupancies for Building 12- 18 will be issued until the above referenced improvements are complete. Phases 2 through 8 Phases 2- 8 involve the construction of the individual apartment buildings and adjacent amenities as shown on the phasing plans. The developer understands that no certificate of occupancies may be issued for Phases 2 through 7 until all Phase 1 improvements are installed and accepted or approved as applicable by the City.
