Development of the subdivision will likely occur in five phases and would include 341 lots (approximately 675 dwelling units) at full build-out. The first three phases would occur through the central portion of the proposed subdivision, developing from north to south. Subsequent phases would develop the southwest and southeast portions of the subdivision, respectively. The purpose of this report is to provide a detailed summary of the design analysis recommendations for the proposed improvements to South 19th Avenue and its intersections with Stucky Road, Graf Street, and Blackwood Road. The methodology and analysis procedures used in this study employ the latest technology and nationally accepted standards in the area of roadway and intersection design. Recommendations made in this report are based on professional judgment and these principals. SITE LOCATION AND DESCRIPTION The proposed site is located within Section 23, T. 2 S., R. 5 E., P.M.M. The site is bordered by the Genesis Business Park Subdivision to the north, Minor Subdivision No. 235 to the northeast, South 19th Avenue to the east, Blackwood Road to the south, and agricultural land to the west. The site location is illustrated in Figure 1. The proposed development would include 341 lots (approximately 675 dwelling units) at full-build out. Primary access to the subdivision would be provided from South 19th Avenue to the east at its intersections with Stucky Road, Graf Street, and Blackwood Road. These roadways are listed below along with their roadway classification from the Greater Bozeman Area Transportation Plan Year 2001 Update (Robert Peccia&Associates, June 2001): • South 19th Avenue (Principal Arterial) • Stucky Road (Local) • Graf Street(Collector) • Blackwood Road(Minor Arterial) Nineteenth Avenue is a principal arterial roadway in Bozeman from Interstate 90 (I-90) south to Johnson Road. North of I-90 and south of Johnson Road, 19th Avenue is classified as a minor arterial roadway. From its intersection with Cottonwood Road, South 19th Avenue proceeds easterly for approximately two miles and then turns to the north. It continues to the north, changing to North 19th Avenue where it crosses West Main Street in Bozeman, eventually crossing over 1-90 and terminating at Springhill Road. Between Stucky Road and the proposed Blackwood Road, South 19th Avenue currently has a paved surface width of approximately 30-feet with 1-foot gravel shoulders and 5:1 inslopes. The pavement width provides for two 15-foot wide thru travel lanes. As reported in the Traffic Impact Study for JCD Residential Development Meadow Creek Subdivision prepared by Robert Peccia & Associates in August 2005, automatic traffic counts gathered from 1994 to 2003 by the Montana Department of Transportation(MDT) found the traffic volume on South 19th Avenue to range from approximately 4,900 to 7,250 average annual daily traffic (AADT) north of Stucky Road during that period with an average annual growth rate of 4.40%. Automatic traffic counts gathered from January 24-26, 2006 found traffic volumes on South 19th Avenue of approximately 9,600 and 7,100 AADT north and south of Stucky Road, respectively. An MDT seasonal adjustment factor of 1.10 for the month of January was applied to the road tube counts. Engineering, Inc. 4 South 19th Avenue Design Study Report Stucky Road is a local roadway east of Cottonwood Road. From Cottonwood Road west to Gooch Hill Road, it is classified as a principal arterial. The Greater Bozeman Area Transportation Plan Year 2001 Update (GBATP) indicates a suggested northerly realignment of Stucky Road in the future from Cottonwood Road to provide a principal arterial with a direct connection to Kagy Boulevard. Currently, Stucky Road provides a continuous route from Gooch Hill Road to South 19th Avenue. It is currently paved from South 19th Avenue west to just beyond Enterprise Boulevard. At its intersection with South 19th Avenue, Stucky Road has a paved surface width of approximately 24-feet with 1-foot gravel shoulders allowing for two 12-foot thru travel lanes. Automatic traffic counts gathered from January 24-26, 2006 found an approximate traffic volume on Stucky Road of 3,400 AADT west of South 19th Avenue. An MDT seasonal adjustment factor of 1.13 for the month of January was applied to the road tube counts. Graf Street does not currently exist west of South 19th Avenue. The GBATP indicates Graf Street as a proposed collector roadway providing a continuous route from Cottonwood Road east to South 3rd Avenue. The development of Meadow Creek Subdivision will construct approximately a one-half mile segment of the proposed collector roadway west of South 19th Avenue. When completed, that segment of roadway will have a paved surface width of 44-feet with standard curb and gutter on both sides. Blackwood Road is a minor arterial roadway that currently begins at Gallatin Road (US 191) and proceeds easterly to Fowler Lane, where it currently terminates. The GBATP shows a suggested southerly realignment of Blackwood Road between Cottonwood Road and South 19th Avenue to provide a direct minor arterial connection with Goldenstein Road and a proposed collector roadway on the existing alignment between Cottonwood Road and South 19th Avenue. However, with the development of Meadow Creek Subdivision a three-quarter mile half-section of Blackwood Road would be completed, leaving a quarter-mile section remaining between Fowler Lane and South 19th Avenue. The completed section would include a 22-foot wide paved surface with standard curb and gutter on the north side. Engineering, Inc. 5 South 19th Avenue Design Study Report Intersection Characteristics & Volumes In addition to area roadways, the development of the proposed Meadowlark Ranch Subdivision will construct improvements at the following intersections: • South 19th Avenue and Stucky Road • South 19th Avenue and Graf Street • South 19th Avenue and Blackwood Road The intersection of South 19th Avenue and Stucky Road is currently a T-intersection with stop control on the eastbound (Stucky Road) approach. As stated previously, two thru travel lanes are provided on South 19th Avenue, one northbound and one southbound. Two lanes are also available on Stucky Road, one serving left and right-turning vehicles from Stucky Road and one receiving lane for turns from South 19th Avenue. Traffic counts conducted on December 22, 2005 during the AM and PM peak hours determined total entering volumes of 541 and 793 vehicles during the AM and PM peak hours, respectively. MDT seasonal adjustment factors for the month of December were applied to the turning movement counts. A summary of the traffic count data can be found in Appendix A. Figure 3 summarizes the adjusted existing AM and PM peak hour turning volumes and previously discussed ADTs for the street system. The intersections of South 19th Avenue with Graf Street and Blackwood Road do not currently exist; however, Meadow Creek Subdivision will create two new T-intersections when constructed. Proposed traffic control and estimated design volumes for the two intersections will be discussed later in this report. Speeds Speed data was collected by Marvin & Associates on South 19th Avenue in 2002 for an MDT speed zone investigation. Between Stucky Road and the proposed Blackwood Road the existing speed limit is 60 mph. The 85th % speeds in the area range from 52.75 to 64.32 mph. Therefore, it can be assumed that the design speed should also be 60 mph. Copies of the speed data are included in Appendix B. The HCM2000 defines level-of- service (LOS) as "a quality measure describing operational conditions within a traffic stream, generally in terms of such service measures as speed and travel time, freedom to maneuver, traffic interruptions and comfort and convenience." LOS is described using letter designations from A to F, with A being the most favorable operating conditions and F being the worst. At the intersection of South 19th Avenue and Stucky Road, the northbound approach currently operates at LOS A during both peak hours, with an average delay of 7.9 seconds per vehicle in the AM and 8.5 seconds per vehicle in the PM. The eastbound approach operates at LOS B (14.8 seconds of delay) and C (24.4 seconds of delay) during the AM and PM peak hours, respectively. Detailed capacity calculation results for existing conditions are included in Appendix C. DESIGN TRAFFIC VOLUMES Trip Generation South 19th Avenue is the primary route for trips to and from Meadow Creek Subdivision. Therefore, an accurate estimate of site-generated traffic must be made in order to establish the parameters to be used in the design of the required improvements. An estimate of the site trip generation was included in the Traffic Impact Study for JCD Residential Development Meadow Creek Subdivision; however, revisions have been made to more accurately reflect the estimated number of dwelling units following preliminary plat approval for the subdivision. This report utilized Trip Generation, 7th Edition, published by the Institute of Transportation Engineers (ITE), the most widely accepted source for determining trip generation rates. Engineering, Inc. 8 South 19th Avenue Design Study Report One-way vehicular trips generated by the Meadow Creek Subdivision were estimated using ITE Land Use No. 210 (Single Family Detached Housing), Land Use No. 220 (Apartment), and Land Use No. 230 (Residential Condominium / Townhouse). The number of dwelling units was used as the independent variable. Table 1 summarizes the trip generation rates for the proposed development. These trips, therefore, would not involve vehicles accessing the site. However, since the proposed subdivision is located on the outskirts of Bozeman, and to add a measure of conservatism to the analysis, it was assumed that all trips to and from the proposed Meadow Creek Subdivision would be vehicular trips. Vehicular trips should also be further broken down into four classifications: primary purpose, diverted link, internal, and pass-by trips. Primary purpose trips are those for which the development is a primary destination from any origin. Diverted link trips are those made to the development as a secondary destination and are diverted from a path between an origin and a primary destination. Internal trips are trips that begin and end within the site. They do not affect the abutting roadways. Pass-by trips are those made to a development as a secondary destination, but the primary trip path is on the adjacent street system. All trips to and from a residential subdivision can be considered primary purpose trips, and therefore all trips associated with this subdivision would be new trips on the surrounding street system. Trip Distribution Trip distribution is an estimate of site-generated trip origin and destination locations, which can be determined by several methods from computerized travel demand models to simple inspection of existing traffic volumes. An estimate of the site trip distribution was included in the Traffic Impact Study for JCD Residential Development Meadow Creek Subdivision; however, revisions have been made based on estimated travel patterns within the subdivision and characteristics of the surrounding transportation system. For this study, the trip distribution was based on the distribution of existing traffic volumes along with the locations of existing and anticipated destinations. The trip distribution for the proposed subdivision is shown in Figure 4. In the case of a new roadway or intersection, it is necessary to establish an accurate estimate of those demands. In the case of Meadow Creek Subdivision it is possible to determine estimated traffic demands from the development by assigning site traffic to the roadways and intersections. Assignment of site traffic to the street system and site access points is dependent upon a number of factors. In this case, directional distribution of primary purpose trips and the operating characteristics of the surrounding street system were considered to arrive at the total site traffic assignment. Figure 5 shows the AM and PM peak hour traffic assignment for Meadow Creek Subdivision at full build-out. Graf Street is estimated to carry a significant portion of site related traffic. This assumption is based on the fact that Graf Street is more centrally located within the subdivision and a majority of site related trips are expected to be directed to the north. With the phased development of Meadow Creek Subdivision, it is assumed that full build-out of the subdivision will occur over the course of the next 7-8 years. As stated previously, there are a total of five phases planned for the development. For design purposes it is assumed that the first two phases will be developed within a short time- frame around the initial design year (2006). Subsequent phases will be completed within the design life of proposed improvements on South 19th Avenue at its intersections with Stucky Road, Graf Street, and Blackwood Road. Table 2 summarizes the estimated trip generation for each phase of the proposed development. In addition, Table 3 summarizes the traffic contributions from each phase to each of the three intersections. Design hour turning movement projections were based on turning movement counts adjusted to reflect the 30th highest hourly volume of the year. In most cases, the 30th highest hourly volume can be reasonably represented by the PM peak hour. In addition, traffic from Phases 1 and 2 of Meadow Creek Subdivision has been combined with existing traffic volumes for the initial design year for proposed improvements at the above intersections. Figure 6 shows design hour traffic volumes from Phases 1 and 2 of Meadow Creek Subdivision combined with existing area traffic. On South 19th Avenue at its intersections with Stucky Road, Graf Street, and Blackwood Road a design life of 10 to 15 years can reasonably be expected. Traffic projections for the years 2016 and 2021 were determined for existing traffic volumes. A growth rate of 4.50%per year was used for the projections, in keeping with the Traffic Impact Study for JCD Residential Development Meadow Creek Subdivision. Figure 7 shows the design hour traffic volumes for 2016 and 2021. It is expected that Meadow Creek Subdivision will be fully developed by 2016; therefore, both the 2016 and 2021 traffic volumes reflect contributions of site traffic at full build- out. TRAFFIC OPERATIONS Capacity calculations were performed for each of the study area intersections using HSC2000 for each of the scenarios discussed previously. Results of the calculations for existing traffic combined with that from Phases 1-2 is shown in Figure 8. Results for 2016 and 2021 projected traffic volumes are shown in Figure 9. Results of all the capacity calculations are also summarized in Table 4. Detailed results of the capacity calculations are included in Appendix D. All study intersections would require some form of mitigation within a design timeframe of fifteen years. The Greater Bozeman Area Transportation Plan, 2001 Update (Robert Peccia & Associates, June 2001) defines LOS C as the minimum acceptable LOS for design. TRAFFIC SIGNAL WARRANT ANALYSES Preliminary traffic signal warrant analyses for South 19th Avenue and its intersections with Stucky Road, Graf Street, and Blackwood Road were performed for design hour traffic volumes. The Manual on Uniform Traffic Control Devices, 2003 Edition (MUTCD) defines eight warrants establishing the minimum criteria for the installation of a traffic control signal. All analyses included a thirty percent (30%) reduction in southbound traffic volumes to account for right-turn movements. It was determined that two of the eight warrants (Warrant #1: Eight-Hour Vehicular Volume and Warrant #2: Four-Hour Vehicular Volume) are currently met at the intersection of South 19th Avenue and Stucky Road due to the traffic volumes and speeds (± 60 mph) on South 19th Avenue. However, it should be noted that the intersection is currently operating at LOS C and the warrants are only marginally met. With the addition of Phases 1-2 of Meadow Creek Subdivision, one additional warrant (Warrant #3: Peak Hour) would be met at the intersection. The development of Phases 1-2 would include the construction of Graf Street within the proposed subdivision. A signal warrant analysis at the intersection of South 19th Avenue and Graf Street revealed that no signal warrants would be met with the initial development of the subdivision. With full development of the subdivision and traffic projections for design year 2016 on South 19th Avenue, it is estimated that two of the eight signal warrants (Warrant #1: Eight-Hour Vehicular Volume and Warrant #2: Four- Hour Vehicular Volume) would be met at this intersection. Again, the warrants would only marginally be met under projected traffic volumes. Engineering, Inc. 19 South 19th Avenue Design Study Report Blackwood Road would be constructed with full development of Meadow Creek Subdivision. At its intersection with South 19th Avenue, two signal warrants (Warrant #1: Eight-Hour Vehicular Volume and Warrant #2: Four-Hour Vehicular Volume) are estimated to be met with full development of the subdivision and traffic projections for design year 2016 on South 19th Avenue. It is not estimated that any additional signal warrants would be met at this intersection within a 15-year design period. Detailed traffic signal warrant calculations are provided in Appendix E. INTERSECTION IMPROVEMENTS As a condition of preliminary plat approval for Meadow Creek Subdivision, the Bozeman City Commission required that the development install traffic signals on South 19th Avenue at its intersections with Stucky Road and Graf Street. However, the Montana Department of Transportation has indicated that only one traffic signal would be required to serve this development, and it would best be constructed at the intersection of South 19th Avenue and Graf Street. In addition to signalization, it is necessary to evaluate specific intersection improvements that will provide acceptable levels of service (LOS C or better) within a 10 and 15-year design timeframe. Alternatives to Signalization Signalization is the most restrictive form of traffic control. Therefore, before any traffic signal is installed the intersection must meet minimum MUTCD signal warrant criteria and consideration should be given to other less restrictive traffic control alternatives. Alternatives to signalization may include auxiliary turn lanes, movement restrictions, stop control, or possibly even a modern roundabout. This report only analyzes the addition of auxiliary turn lanes at the study intersections. The intersection of South 19th Avenue and Stucky Road marginally meets two of the eight MUTCD traffic signal warrants, taking into account a 60 mph speed limit on South 19th Avenue. Although the intersection currently operates at an acceptable level of service under stop control, the PM peak hour delay is borderline between LOS C and D. Because there are no real benefits related to initial signalization, a signal is not justified for initial operations. Engineering, Inc. 20 South 19th Avenue Design Study Report There is a significant southbound right-turn volume on South 19th Avenue, which could benefit from the installation of an auxiliary turn lane. An evaluation of the guidelines found in the MDT Traffic Engineering Manual indicates that a right-turn lane may be justified under existing traffic conditions. However, a left-turn lane would not be justified under existing conditions or with development of Phases 1-2 of Meadow Creek Subdivision. Upon full development of the subdivision and with future traffic growth a left-turn lane may be justified as indicated by the 2016 design hour traffic volumes. The intersection of South 19th Avenue and Graf Street would not meet MUTCD traffic signal warrants until full development of Meadow Creek Subdivision occurs, barring any potential future development to the east or west. An auxiliary right-turn lane would be justified on South 19th Avenue with the development of Phases 1-2 of the subdivision, but a left-turn lane would not be justified until full development of the subdivision as estimated with future traffic growth. As indicated previously, two MUTCD signal warrants are estimated to be met at the intersection of South 19th Avenue and Blackwood Road. However, satisfaction of the warrant criteria is predicated on full development of Meadow Creek Subdivision and an assumed 4.50% traffic growth rate on South 19th Avenue. An auxiliary right-turn lane would be justified with subdivision traffic; however, a left-turn lane is not estimated to be justified until 2021 with anticipated traffic growth. Detailed evaluations of the auxiliary turn lane guidelines are included in Appendix F. Signalization Alternatives At Stucky Road two different lane configurations were tested along with the existing intersection geometry with optimized signal timing and phasing plans. First, a southbound right-turn lane and a northbound left-turn lane were added to accommodate turn movements at the intersection. Next, a second lane was added to balance estimated southbound traffic volumes on South 19th Avenue for the 2021 design year traffic volumes. At Graf Street and Blackwood Road, the intersections were evaluated with basic geometric configurations consisting of single-lane approaches in each direction. Engineering, Inc. 21 South 19th Avenue Design Study Report Traffic Operations of Intersection Alternatives Capacity calculations for unsignalized intersection alternatives were performed for South 19th Avenue and its intersections with Stucky Road, Graf Street, and Blackwood Road using HCS2000. Signalized intersection capacity calculations were performed using SIG/Cinema Version 3.08 developed by KLD Associates, Inc. and Polytechnic University, which is based on the procedures contained in Chapter 16 of the 2000 Highway Capacity Manual (HCM2000). Summaries of the capacity calculations results for each of the alternatives are presented in Tables 5 and 6. Detailed capacity calculation results are included in Appendices G and H. Stucky Road is approximately one-quarter mile from the nearest traffic signal at Kagy Boulevard. At the intersection of South 19th Avenue and Stucky Road, providing a future signalized intersection with two southbound lanes would be the preferred alternative. Considering the signal spacing and potential realignment of Stucky Road west of South 19th Avenue to align with Kagy Boulevard, a signal is not currently recommended for this intersection. It is recommended to construct an unsignalized intersection that includes both northbound and southbound turn lanes. Two southbound lanes may be required within a design life of fifteen years; however, this is largely dependent on future traffic growth on South 19th Avenue. It is recommended that any additional widening be evaluated with future traffic growth and adjacent land development. A single southbound lane would function within acceptable levels of service in excess of ten years; therefore, it is recommended that a single southbound lane be included at this time and any additional widening be based on and adjacent land development. By not including a traffic signal at the intersection of Stucky Road and South 19th Avenue, a majority of development traffic will most likely be directed to the intersection of South 19th Avenue and Graf Street. Figure 8 illustrates the proposed intersection geometry. The following paragraphs provide a description of anticipated design features of the preferred alternative. Some modifications may be considered during the design process to avoid impacts and/or to improve on minimum design standards. Future extensions to the east will be assumed in the design. As stated previously, the design speed of South 19th Avenue shall be 60 mph. A WB-50 vehicle shall be used for design purposes. Travel lane widths shall be a minimum of 12-feet and shoulder widths shall have a paved width of 4-feet. Cross-slopes would be designed at 3% according to City of Bozeman standards as well as 6:1 in-slopes and a"V"ditch section due to right-of-way limitations. Drainage Design As stated previously, South 19th Avenue would include a "V" ditch section that would provide storage and conveyance capabilities for storm water runoff. The ditch and any associated culverts or other structures shall be designed for a 10-year design storm recurrence interval. Utilities The proposed intersection improvements are not anticipated to require any major utility relocation. Some minor adjustments may be necessary to existing utilities. Right-off Way No right-of-way acquisition is anticipated within the scope of this project. Some driveway modifications and other minor work may be required to mitigate impacts related to roadway widening. Future Traffic Signal Operations &Lighting The design will incorporate the underground infrastructure necessary for potential future signalization of the intersection, accommodating full 8-phase operation. Lighting will also be incorporated that includes the necessary luminaires, conduits, wiring, and power supply. The geometric, drainage, utility, right-of-way, future signalization, and lighting design for this intersection would be similar to that for South 19th Avenue and Graf Street; however, it will not include turn lanes for eastbound or northbound traffic. The recommended configuration is shown in Figure 10. Signal Poles New MDT standard signal poles will be used at each intersection for roadway lighting prior to signalization of the intersections. Location of the poles will be based on characteristics at each intersection, including possible future traffic operations. Primary considerations of pole locations will include roadside safety, the location of existing utilities, and future road extensions. Transition lighting, consisting of one additional luminaire on the north, south, and west legs of each intersection, will be included in the design. No lighting currently exists on South 19th Avenue or Stucky Road. Conduit and Wiring All new conduits and pull boxes will be installed for each future signal. Minimum depth of new conduits is 24-inches. Wiring for lighting will be installed in separate conduits from future signal conduits. Pavement Markings and Signing All pavement markings and signing will conform to the MUTCD. All pavement markings will be epoxy paint, except for words, symbols, and stop bars that will be thermoplastic. Signing will be specified as high intensity consistent with current MDT standards. Existing sign removals will be salvaged to the City of Bozeman and MDT as required. If the above improvements are implemented as recommended, any impacts resulting from the development of Meadow Creek Subdivision should be mitigated and traffic should continue operate safely and efficiently.
