Existing (2014)+ Project Traffic Volumes 13 SANDERSON STEWART ii Bozeman Deaconess MOB5 TIS INTRODUCTION w This traffic impact study summarizes the potential impacts of the proposed medical office building referred to as MOB5 on the campus of Bozeman Deaconess Health Services in Bozeman,Montana. The proposed building is located on the south side of the existing MOB2 with direct access to Highland Boulevard and Old Highland Boulevard. The purpose of this Traffic Impact Study (TIS) is to assess the impacts that this development may have on the surrounding transportation system and to provide recommendations to mitigate any impacts identified. The methodology and analysis procedures used in this study employ the latest technology and nationally accepted standards in the areas of site development and transportation impact assessment. Recommendations made in this report are based on these principals and professional judgment. SITE LOCATION AND DESCRIPTION The proposed building would be located between Old Highland Boulevard and Highland Boulevard on Section 17,T2S, R6E in Gallatin County,Montana. The site is bordered by the existing MOB2 to the north, parking lot C to the east, parking lots D and H to the south, and parl6ng lot E to the west. Figure 1 shows the vicinity of the proposed development. MOB5 is a proposed five-floor medical office building with a total floor area of 87,002 square feet made up of a 2,254 square-foot basement, a 16,672 square-foot first floor, and 17,019 square feet on the second through fifth floors. The occupancy is estimated at 171 occupants per floor. The building construction would reduce the available parking area within parking lot D and some of the parlung directly to the west of MOB2, which leads to an extension of lot E that is expected to service all of MOB5's parking demands. The following paragraphs describe the existing area roadways that are most likely to be affected by the traffic volumes generated by this development. Highland Boulevard Highland Boulevard is classified as a minor arterial (U-1215) in the MDT highway system and in the City of Bozeman functional classification system. Near the project vicinity, Highland Boulevard has a single lane in each direction, left-torn and right-turn lanes at various intersections, and a posted speed limit of 35 mph. Old Highland Boulevard Old Highland Boulevard is classified as a local. street that serves the west side of the Bozeman Deaconess campus. Near the project vicinity, it has a single lane in each direction and a speed limit of 25 mph. Ellis Street Ellis Street is designated as a local street. It serves the north side of the Bozeman Deaconess campus and continues east past Highland Boulevard. Near the project vicinity, Ellis Street has a single lane in each direction and a speed limit of 25 mph. Aspen Pointe Drive Aspen Pointe Drive is classified as a local street and serves as an access to private residences. Near the project vicinity, Aspen Pointe Drive has a single lane in each direction and a speed limit of 25 mph. Intersections The following paragraphs describe the existing area intersections that are most likely to be impacted by the development of the proposed MOB5. SANDERSON STEWART 4 Bozeman Deaconess MOB5 TIS Highland Boulevard and Ellis Street The intersection of Highland Boulevard and Ellis Street is a 4-leg intersection and is stop-controlled on the eastbound and westbound legs. The northbound and southbound approaches consist of a dedicated left-turn lane and a shared through/right-turn lane. The eastbound and westbound approaches have a single lane for all movements. The eastbound approach has a raised median at the intersection. Highland Boulevard and Parking Lot A/B Access The intersection of Highland Boulevard and the access road to parking lot A/B is a 3-leg intersection and is stop-controlled on the eastbound leg. The northbound approach consists of a dedicated left-turn lane and a through lane. The southbound approach consists of both a right-turn lane and a through movement lane. The eastbound approach has a single lane for all movements. Highland Boulevard and Parking Lot B/C Access The intersection of Highland Boulevard and the access road to parl6ng lot B/C is a 3-leg intersection and is stop-controlled on the eastbound leg. The northbound approach consists of a dedicated left-turn lane and a through lane. The southbound approach consists of both a right-turn lane and a through movement lane. The eastbound approach has a single lane for all movements. Hif,yhland Boulevard and Parl6ng Lot C/D Access The intersection of Highland Boulevard and the access road to parking lot C/D is a 3-leg intersection and is stop-controlled on the eastbound leg. The northbound, southbound, and eastbound approaches all consist of a single lane for all movements. Highland Boulevard and Old Highland Boulevard The intersection of Highland Boulevard and Old Highland Boulevard is a 3-leg intersection and is stop-controlled on the eastbound leg. The northbound approach consists of a dedicated left-turn lane and a through lane. The southbound approach has a single lane for all movements. The eastbound approach consists of a left-turn lane and a right-turn lane. SANDERSON STEWART 5 Bozeman Deaconess MOB5 TIS Old Highland Boulevard and Aspen Pointe Drive r The intersection of Old Highland Boulevard and Aspen Pointe Drive is a 4-leg intersection and is stop-controlled on the northbound and southbound legs. The eastbound approach is a private residential access road. All the approaches consist of a single lane for all movements. Old Iighland Boulevard and Parking Lot E North Access The intersection of Old Highland Boulevard and the north access to parking lot E is a 4-leg intersection and is stop-controlled on the eastbound and westbound legs. All the approaches consist of a single lane for all movements. Old Highland Boulevard and Parking Lot E South Access The intersection of Old Highland Boulevard and the south access to parking lot E is a 4-leg intersection and is stop-controlled on the eastbound and westbound legs. All the approaches consist of a single lane for all movements. Traffic Volumes Existing weekday AM and PM peak hour turning movement counts were collected for the study area intersections and existing site accesses in April and May of 2014. The AM peak hour was found to be from 7:30 to 8:30 AM and the PM peak hour was found to be from 4:30 to 5:30 PM. MDT seasonal adjustment factors for the months of April and May were applied to the existing traffic volumes. Figure 3 summarizes the peal: hour turning movement volumes, and detailed traffic count data are included in Appendix A. Intersection Capacity Capacity calculations were performed for the study area intersections using Highway Capacity Software (HCS2010). HCS2010 is based on the 2010 Highway Capacity Manual (HCM2010) (Transportation Research Board, 2010) methodologies. The HCM2010 defines level of service (LOS) as "a quality measure describing operational conditions within a traffic stream, generally in terms of such service measures as speed and travel time, freedom to maneuver, traffic interruptions, comfort, and convenience." LOS is a qualitative measure of the performance of an intersection with values ranging from LOS A, indicating good operation and low vehicle delays, to LOS F, which indicates congestion and longer vehicle delays. As shown by the results in Table 1, all of the study w! area intersection approaches, except for Highland Boulevard and Ellis Street, currently operate at LOS C or better during the AM and PM peak hours. During the PM peak, the intersection of Highland Boulevard and Ellis Street currently operates at a LOS F, well below the acceptable minimum. This study utilized Trip Generation, Jth Edition, published by the Institute of Transportation Engineers (ITE), which is the most widely accepted source for determining trip generation projections. The proposed project consists of a new 87,002 square-foot medical office building. Trip generation estimates were calculated using the ITE land use for Medical-Dental Office Building (ITE Land Use 270). The resulting trip generation estimates are summarized in Table 2. Table 2. Internal capture trips are vehicle trips that are made within a site using .internal roadways. Internal capture trips are generally only attributed to mixed-use developments. Therefore, for the purposes of this analysis,it was assumed that the site would not generate any internal capture trips. Pass-by trips are trips made to and from a development as a secondary destination, whereby the primary trip path is on the adjacent street system. Medical facilities do not generate a significant amount of pass-by trips as they usually serve as a primary origin or destination. Therefore, it was assumed that this development would not generate any pass-by trips. Typically, it is also important to estimate the number of new trips that would be made by alternate modes of travel (pedestrian, bicycle, and transit). These trips would not involve new external SANDERSON STEWART 9 Bozeman Deaconess MOB5 TIS personal vehicles accessing the site. M0135 will likely generate a small amount of pedestrian and y bicycle traffic to and from nearby residential neighborhoods, but it is not anticipated that it would have a significant effect on the results of this analysis. In order to add a measure of conservatism to the study, no reductions were made for alternate mode trips. The results of the trip generation analysis for this study show that MOB5 would generate approximately 3,143 new external personal vehicle trips during an average weekday. Approximately 208 (164 entering and 44 exiting) of those trips would be generated during the AM peal: hour and 311 (87 entering and 224 exiting) would be generated during the PM peak hour. TRIP DISTRIBUTION Trip distribution is an estimate of site-generated trip origin and destination locations, which can be determined by several methods such as computerized travel demand models or simple inspection of existing traffic patterns within the project area. For this study, the trip distribution was primarily based on the distribution of existing traffic volumes at the study area intersections and access locations. The projected trip distribution for the entire Bozeman Deaconess campus is illustrated in Figure 4. TRAFFIC ASSIGNMENT Traffic assignment is the procedure whereby site-generated vehicle trips are assigned to study area streets, intersections, and the site access driveways. The assignment of site-generated traffic is based on the calculated trip distribution, the physical attributes of the development site, the surrounding street system, and the end destination of parking lot E. Based on this approach, the site-generated trips were assigned to the study area roadway network as illustrated in Figure 4. TRIP DISTRIBUTION AND ASSIGNMENT SANDERSON STEWART Bozeman Deaconess MOB5 TIS TRAFFIC IMPACTS Existing + Project Traffic Volumes Existing + Project traffic volumes represent an estimate of the traffic volumes forecasted to be on the street network at the time period when the site is expected to be constructed. In order to arrive at these volume estimates, it was first necessary to adjust the existing traffic volumes to reflect the closure of the lot C/D access road to parking lot E. This adjustment would affect traffic volumes on all eight project intersections and access locations. Then the new site-generated traffic volumes can be added to the street network. The resulting combination of existing traffic volumes and the new site-generated traffic volumes is illustrated in Figure 5. Existing + Project Capacity Analysis Existing + Project intersection operations were evaluated using the same methodologies discussed in the evaluation of existing conditions. The LOS analysis is based on the Existing + Project traffic volumes shown in Figure 5, utilizing existing intersection geometry and traffic control at all intersections. Table 3 summarizes the AM and PM peak hour Existing + Project LOS at the study area intersections. The results for existing conditions are also provided for comparison purposes. As shown in Table 3, the addition of traffic generated by MOB5 would result in increases in approach delay. However, all study-area intersection approaches would continue to operate at LOS C or better, even with the addition of site-generated traffic and the redistribution of existing traffic volumes. The one exception would continue to be the eastbound and westbound approaches to the Highland Boulevard and Ellis Street intersection. The MOB5 site traffic would further degrade the already failing and unfavorable traffic conditions on these approaches. This continued to result in a failing level of service. The Manual on Uniform Traffic Control Devices (N/IUTCD), published by the Federal HighuJay Administration (FHWA), is the guiding document for the selection, design, installation, operation, and maintenance of traffic control devices,including traffic signals, signing, and pavement markings. The MUTCD provides traffic signal warranting criteria that, when evaluated through proper SANDERSON STEWART 14 Bozeman Deaconess MOB5 TIS engineering judgment, establish the minimum conditions under which the installation of traffic control signals may be justified. This methodology was used to evaluate the need for a traffic signal at the intersection of Highland Boulevard and Ellis Street. The MUTCD provides many different signal warrants, but the Peak Hour volume warrant was the only warrant evaluated in this case given that is the warrant most likely to be met first. As shown by the attached warrant calculation worksheet in Appendix D, the Peak Hour volume warrant was met for this traffic volume scenario, by meeting Category A of the warrant. Capacity calculations for the signalized intersection scenario were performed using Synchro v.8.0, which is also based on the HCM2010. The signalized LOS results for the Highland Boulevard and Ellis Street intersection are shown in Table 4 and detailed capacity calculation worksheets are provided in Appendix E. In order to be consistent with the recommendations of the Highland Boulevard Corridor Traffic Report completed by Sanderson Stewart (formerly Engineering, Inc.) in 2008, a single-lane roundabout (135-foot inscribed circle diameter) was evaluated at the Highland Boulevard and Ellis Street intersection. These calculations were completed using Rodel Interactive, a roundabout analysis program. SANDERSON STEWART 15 Bozeman Deaconess MOB5 TIS CONCLUSIONS AND RECOMMENDATIONS g This report provides a summary of existing conditions, as well as trip generation, traffic assignment, and the resultant capacity analysis for the proposed development of MOB5 on the Bozeman Deaconess campus. The new site is expected to generate approximately 3,143 new average weekday trips with 208 and 311 new vehicle trips occurring during the AM and PM peak hours, respectively. Capacity analysis results show that the proposed project will contribute additional traffic delay to the already failing LOS at the intersection of Highland Boulevard and Ellis Street. Capacity calculation and LOS results indicate that either a traffic signal or a single-lane roundabout would mediate the traffic congestion for the Existing + Project traffic volume scenario. However, with anticipated area growth adjacent to the project, it is recommended that a more comprehensive signal warrant analysis be completed involving nearby developments prior to any intersection improvements being implemented. This additional analysis can be used to determine the appropriate lane configurations required for all known area developments, and the appropriate timing and phasing of improvements. If the above improvements are implemented as recommended, traffic on study-area roadways should continue to operate .in a safe and efficient manner. All traffic control improvements shall be made in accordance with the MUTCD, City of Bozeman, and MDT standards,where applicable.
