C&H Engineering & Surveying 1091 Stoneridge Drive Bozeman, MT 59718 November 16, 2015 Re: Remington Apartments Traffic Impact Study Marvin & Associates was retained to perform a Traffic Impact Study (TIS) to address potential traffic impacts that could be associated with the proposed Remington Apartments development located on Lot 3, Block 2 within the Kagy Crossroads Subdivision. The original TIS for Kagy Crossroads Subdivision was completed by Marvin & Associates in 1997 and numerous changes in the proposed land uses and adjacent street system have occurred since that time. Therefore, this TIS letter report (with attachments) is not considered to be an update to the original subdivision TIS, but concentrates on the impacts associated with this development alone. The Remington Apartments development will include the construction of 48 apartment units similar to existing apartments south of the development property (see attached Figure 1). Direct access to the site will be provided to both S 22nd Avenue and Remington Way. Remington Way intersects with South 19th Avenue to the east and S 22nd Avenue intersects with Kagy Boulevard to the south. Kay Boulevard and S 19th Avenue, are both principal arterial streets and their intersection is located approximately 700' south of the Remington Way — S 19th Avenue intersection. The Kagy—S 19th intersection has multiple approach lanes and is controlled by a traffic signal. The intersection of Remington Way and S 19th Avenue is controlled by stop signs on Remington Way. S 19th Avenue has 2 traffic lanes in each direction and there are opposing left-turn bays within the raised median at the Remington Way intersection. Lincoln Street intersects S 19th Avenue approximately 700' north of Remington Way. That intersection is controlled by stop signs and channelization does not allow left-turn movements from Lincoln Street onto S 19th Avenue. Existing Traffic Volumes Peak pm and am turning movement counts were taken at the intersection of Kagy Boulevard and S 19th Avenue. Turning movements counts were also taken at the intersections of Remington Way and Lincoln Street in the pm peak hour. Time constraints did not afford us an opportunity to count am hour traffic at those two intersections. Figure 2 (attached) illustrates the pm and am hour counts. In comparing the total volume entering the intersection of Kagy Boulevard and S 19th Avenue in the am and pm hours, it can be seen that the pm hour is approximately 10% higher than the am hour. More significant is the fact that eastbound left-turn movements from Remington Way and Kagy Boulevard would have approximately 19% less Mailing Address:P.O.Box 80785 Billings,MT 59108-0785 Phone: 406-655-4550 FAX: 406-655-4991 Page 1 MARVIN & ASSOCIATES 1300 N.Transtech way Billings MT 59102 northbound traffic volumes conflicting with the left-turn movements in the am hour. Thus, any increase in the am left-turn volumes would not be as critical as the same movements in the pm hour. There were a total of 60 vehicles entering the Kagy Crossroads Subdivision and 144 vehicles exiting in the peak pm hour. Average weekday traffic (AWT) volumes were calculated based on an assumption that 10% of the AWT occurs during the peak pm hour. Thus, approximately 2,250 vehicles currently enter and exit the Kagy Crossroads Subdivision on the average weekday. Existing Capacity Capacity calculations were completed for the three potentially impacted intersections (attached). The calculation measures of efficiency are summarized in Table 1. It can be seen that none of the traffic movements at the Kagy Boulevard and S 19th Avenue intersection operate below level of service (LOS) "C" either in the am or pm hour. It can also be seen that overall delay is less in the am hour than in the pm hour due to lesser traffic volumes. The LOS for all movements at both the Lincoln Street and Remington Way intersections is currently "B" or better. Observations of operations at those intersections indicate that the delay at Remington can exceed 30 seconds for some vehicles, depending on coincident phasing cycles at the Kagy and S 19th intersection. Other vehicles have little or minimal delay. Table 1. ITE Code 220 "Apartments" Indicates the rates and resultant number of trips that would be predicted: AWT - 6.65 trips/unit 320 trips 160 in 160 out Peak AM Hour= 0.51 trips/unit 25 trips 5 in 20 out Peak PM Hour = 0.62 trips/unit 30 trips 20 in 10 out Trip Distribution The directional distribution of new trips to and from the site was based solely on the directional distribution of existing traffic to and from the Kagy Crossroads Subdivision. That distribution would involve 45% trips to and from the north on S. 19th Avenue, 25% trips to and from the south on S 19th Avenue, and 30% trips to and from the east on Kagy Boulevard. As property west of Kagy Crossroads develops in the future, that distribution may be influenced by new attractions to the west Traffic Assignment Attached Figure 3 illustrates peak pm hour site traffic and AWT volume assignments on the existing street system. The assigned volumes were calculated based on least travel time calculations accounting for distance traveled, average travel speed, and average intersection delay for various intersection movements. The travel time analysis indicated that all site traffic to and from the north would use the Remington Way routing and all site traffic to and from the south and east would use the Kagy Boulevard routing. Also shown in Figure 3 is the resultant existing plus site traffic volumes at the three potential impacted intersections in the peak pm hour. Peak am hour assignments were not completed since it can easily be concluded from comparison of am and pm hour traffic volume differences that the pm hour traffic would be the worst case condition. Existing Plus Site Traffic Capacity Table 3 presents capacity calculation (attached) results based on the traffic volumes indicated in Figure 3. It can be seen that there would be no change in the LOS for any of the traffic movements at any of the three intersections. Only minor increases in delay were found and there would be slight variations in queue lengths in a few traffic lanes. None of the queues would impede access nor inhibit sight distance. As traffic volumes continue to increase on both Kagy Boulevard and on S 19th Avenue, the LOS on the Remington Way approach to S 19th Avenue will be degraded and delay could become excessive. However, from a practical standpoint, when delay increases on that approach the travel time for access to S 19th will increase and drivers will switch their route to the Kagy Boulevard access, where delay is metered and predictable due to the traffic signal phasing and timing controls at the Kagy Boulevard and S 19th Avenue intersection.
