EXECUTIVE SUMMARY The expansion of the Community Food Coop in Bozeman will increase the store's total commercial area by 20,000 SF or 80 percent. When competed it is estimated that the expansion will increase peak-hour traffic volumes to the store by 100 to 200 VPH. The current approach configuration to the site is operating efficiently with little delay for most drivers. The customers of the Coop currently take advantage of the strong grid network that exists through this portion of Bozeman to avoid congested areas. The proposed expansion of the Food Coop will not create any new transportation related issues in area and no road improvement projects are needed to support the development. B. PROJECT DESCRIPTION This document studies the possible effects on the surrounding road system from the proposed expansion of the Community Food Coop located at 908 West Main Street in Bozeman Montana. The document provides information regarding possible traffic impacts in the area and identifies mitigation efforts that the expansion may require. C. EXISTING CONDITIONS The Bozeman Community Food Coop is a 22,000 S.F. grocery store located south of Main Street between 9th Avenue and 1 Oth Avenue. The grocery store has a 58 space parking area behind the building along Babcock Street. The new expansion of the grocery store will occur to the west of the existing building in a lot which is currently empty. The surrounding area is comprised of a mix of commercial offices, shops,and hotels along Main Street and switches to an urban residential area south of Babcock Street. See Figure 1 for a location map of the proposed development. Adjacent Roadways Main Street (US-191) is an east/west principal arterial roadway that passes through the City of Bozeman. The road has a paved width of 60 feet and a posted speed limit of 25 MPH.Based on data available from MDT, the road currently carries 20,000 VPD west of 11 th Avenue. In the vicinity of the Community Food Co-op,the intersections with 11 th Avenue and 8th Avenue are currently signalized. The road has a paved width of 34 feet with on-street parking on both sides. The intersection with Main Street is controlled by a STOP sign. The approach to the Food Coop is located 160 feet south of Main Street. Babcock Street is urban collector route that parallels Main Street on block to the south. The road has a paved width of 32 feet and on-street parking on both sides. All cross streets are controlled with STOP signs. The posted speed limit on Babcock Street is 25 MPH. According to traffic data collected by MDT in 2016, the road currently carries 2,600 VPD east of 11 to Avenue. Traffic Data In November of 2017,Abelin Traffic Services(ATS)collected traffic data at area intersections to evaluate current operations characteristics. These counts included peak-hour turning movement counts along Main Street and at the Food Coops existing parking lot entrances Abelin Traffic Services 2 December 2017 Bozeman Community Food Coop Expansion Bozeman,Montana during the morning, noon, and evening peak periods. The raw traffic data is included in Appendix A of this report. Area Parking The area around the Community Food Coop has a variety of off-street and on-street parking spaces. Within the Food Coop there are 58 off-street parking spaces. On-street parking adjacent to the Food Coop is restricted to one-hour along 91hAvenue, 1 Oth Avenue,and Babcock Street. Parking on the opposite sides of the streets is restricted to residential permit parking only. Main Street has no on-street parking. Historic Traffic Data Abelin Traffic Services obtained historic traffic data for Babcock Street and Main Street. This data is presented in Table 1. The traffic data history for this area indicates that traffic volumes on these roadways have remained relatively flat over the last ten years with an average growth rate of less than 0.5%. The long range traffic records for this site suggest that traffic volumes have changed little in this area since the early 1980s. Traffic volumes on this section of Main Street ranged between 17,000 VPD and 23,000 VPD between 1980 and 1990. This evaluation was conducted in accordance with the procedures outlined in the Transportation Research Board's Highway Capacity Manual (HCM) - Special Report 209 and the Highway Capacity Software (HCS) version 7.2. Intersections are graded from A to F representing the average delay that a vehicle entering an intersection can expect.Typically, a LOS of C or better is considered acceptable for peak-hour conditions. Table 2 shows the existing LOS for the AM, Noon, and PM peak hours without the traffic from the proposed Co-op expansion. The LOS calculations are included in Appendix B. The table shows that all of the existing intersections in this area are currently operating within acceptable limits at LOS B during the standard AM,Noon, and PM peak traffic periods. Main Abelin Traffic Services 3 December 2017 Bozeman Community Food Coop Expansion Bozeman, Montana Street carries a high level of vehicle traffic which makes turning left onto Main Street difficult during peak traffic conditions. The existing traffic signals along Main Street provide a high level of vehicle cueing along Main Street and opens gaps for vehicles to enter into the traffic stream from side streets. However, it can take a long periods of time for these gaps to open during each signal cycle. The existing customers of the Food Coop have learned this fact and very few attempt to turn left onto Main Street from 9t" or 10`" Avenue. Of all of the traffic observed exiting the Food Coop during the observation period, only 9% ultimately turned left onto Main Street. Most customers at the Coop approach the site from Main Street(59% from Main vs. 39% from Babcock), but most customers exit the site using Babcock (36% to Main vs. 64%to Babcock). Most of traffic exiting the Food Coop either turns right onto Main Street during the gaps in traffic or turn south from the Coop and then use Babcock Street to distribute to other intersections in the area (91% of exiting vehicles). This use pattern expresses the benefits of a strong grid network as exists through this portion of Bozeman. PROPOSED DEVELOPMENT The current plans for the Community Food Co-op include the construction of 20,000 S.F. of additional floor space adjacent to the existing building. The area will include both additional office space (6,400 S.F.) and additional retail space (13,200 S.F.). The addition will include the construction of 16 new parking stalls in the northwest corner of the existing parking lot. E. TRIP GENERATION AND ASSIGNMENT A review of both the theoretical and observed trip generation was made for the Food Coop to help determine the future traffic generation with the expansion. ATS performed a trip generation analysis to determine the theoretical existing and future traffic volumes from the proposed expansion using the trip generation rates contained in Trip Generation(Institute of Transportation Engineers,Ninth Edition). These rates are the national standard and are based on the most current information available to planners. A vehicle "trip"is defined as any trip that either begins or ends at the development site. According to the ITE trip generation rates the Coop should currently be producing 64 AM peak hour trips, 160 PM peak hour trips, and 1,771 daily trips. With the proposed expansion the Coop should produce 119 AM peak hour trips, 286 PM peak hour trips, Abelin Traffic Services 4 December 2017 Bozeman Community Food Coop Expansion Bozeman, Montana and 3,189 daily trips, an increase of 80% from existing volumes. See Table 3 for detailed trip generation information. The field observations for the existing building suggested that the Co-op currently produces 60 AM hour vehicle trips, 262 noon vehicle trip and 221 PM hour vehicle trips. These volumes are higher than those suggested by the ITE manual for this type and size of building. In general vehicle trip generation rates in Montana tend to be near or slightly below those suggested by the ITE manual. This may suggest that the Co-op does not currently have sufficient retail floor area to meet the current customer demands and speaks to the need for the store expansion. Rather than try to justify which of these trip generation numbers should be applied to the Co-op expiation, ATS chose to simply increase the entering and existing traffic volumes at the Main Street intersection in proportion to the increase in floor area with the Co-op expansion (+80%). This will likely provide an overly conservative result, but is probably the most justifiable in this case. G. TRAFFIC IMPACTS OUTSIDE OF THE DEVELOPMENT Using the trip generation and trip distribution numbers, ATS determined the future Level of Service for the area intersections. The anticipated intersection LOS with the expansion of the Community Food Coop is shown in Table 4. These calculations are included in Appendix B of this report. The table indicates that the expansion of the Food Coop will have little impact on the LOS of the surrounding intersections. Most of the minor street approach delays onto the Main Street will remain at LOS B with only the 91"Avenue intersection falling slightly to LOS C during the noon peak hour. Traffic volumes along 9t"Avenue, 1 Otn Avenue, and Babcock are low enough that the intersection and approach delays are minimal and will not be significantly affected by the Coop expansion. No road improvements would be needed to support the development. One traffic circulation issue that was observed during the study which could be corrected by the developers is an intermittent congestion issue along 9th caused by customers performing parallel parking maneuvers in front of the Food Coop near Main Street. On occasion vehicles parking in front of the Coop stop traffic that is approaching on Main Street causing congestion on both roads. This issue could be largely corrected if one on-street parking spaces were removed from the west side of 9th Avenue near closest to Main Street leaving more room for vehicles entering from Main Street. Removing this one parking space would create a lasting safety improvement for the area. Long Range Traffic Projections The City of Bozeman requires a long-range 20-year traffic projection at effected intersections to help evaluate future traffic system needs. Existing traffic data for this section of Main Street in Bozeman indicate that traffic volumes have not increased significantly in the last 35 years. The 2017 Bozeman Transportation Master Plan projects traffic conditions on roadways throughout Bozeman through 2040 and takes into account all anticipated land development projects which are expected to occur in Bozeman over the next 25 years. The 2017 Bozeman Transportation Master Plan suggests that traffic volumes on Main Street in Downtown Bozeman will increase by 22% over the next 20 years. Even with the projected 22%increase in traffic volumes along Main Street, the intersection of 9th Avenue and loth Avenue will function at LOS B & C during the peak hours and no additional roadway modification will be needed for the Coop through 2037.
