Phase 1 of the development encompasses the area west of Kenyon Noble, bounded by Oak Street and Tschache Lane. Future phases will encompass the remaining area north of Patrick Street. A drainage area map with the proposed drainage system is provided in the Appendix of this report (Figure 1). Information on the drainage system to serve Phase 1 is shown in greater detail compared to future phases. The drainage system for future phases has been conceptually laid out as shown on Figure 1. Five or six detention ponds will be needed to serve the site at full development (see Figure 1). One series of ponds (Pond 1 A & 1 B) will be constructed to serve Phase 1 development. Pond 1 A& 1 B are designed to serve the development area south of Tschache Lane, west of N. 10 Avenue at full development. 2 WATERSHED DESCRIPTION The project area drains to the north to two (2) creeks, Walton's Stream/Ditch and Mandeville Creek that enter the NW and NE corners of the site respectively (see Figure 1). The existing land use is a mix of cropped agriculture and meadow. Two existing ponds located within Kenyon Noble's site drain into the development. The drainage from these existing, offsite ponds will be picked up and routed through the site. The site may be developed with a maximum net impervious surface area of 70%, based on the Bozeman's City Code. A large percentage of the open space will be concentrated around the creeks and adjacent wetlands. Consequently, the drainage calculations assume the buildable property will develop at 75% impervious. With development, ponding basins will be constructed (see Figure 1). A summary of the watershed characteristics of each proposed ponding basin in the watershed summary worksheet(see the Appendix). 3 STORM SEWER DESIGN Runoff from the site (and offsite runoff draining into the development) will be collected in the storm drainage system and directed to ponding basins as shown on Figure 1, prior to being allowed to drain into the adjacent creeks. The anticipated storm drainage system will be a combination of pipe and temporary swales. The swales are anticipated to be a largely interim means to convey drainage through individual lots until the lots develop. The exact location of storm sewer improvements for each lot will be identified during the site design and plan review process for each lot. The storm sewer system will be built to city design standards (see the storm sewer design worksheet in the appendix). The storm sewer system to serve Phase 1 is shown in greater detail compared to future phases (see Figure 1). Pipes carrying flow from upstream ponds are designed to convey the 25-year peak flow from the ponds. 2 4 POND DESIGN Runoff leaving the site will be retained in storm water ponds providing rate control protection per the city's design standards. Ponds 1A & 1B will be constructed With the first development phase. The construction and final design of the remaining ponds will occur with future development phases. HydroCAD was used to model the existing and proposed ponds, using Bozeman's IDF curves and the rational method. The supporting pond design calculations are found in the HydroCAD printouts found in the Appendix. The node lDs and descriptions correspond with the pond locations shown on Figure 1. In the table below is a summary of the design characteristics for each pond. All ponds will be designed as landscape amenities per Condition#4 of PT Subdivision Major Subdivision Conditions. A permanent wet pool below the outlet elevation is proposed for most of the ponds for aesthetic and water quality protection benefits. Due to the proximity of the local groundwater table, the ponds should be able to hold a standing pool below the outlet elevation (OE). The increase in runoff volume due to post development land use will help mitigate any water balance issues associated with evaporation. 2. All of the ponds are located within the entire 50-foot buffer adjacent to riparian wetlands (zone 1 and zone 2), but outside of the 50-foot channel (ordinary high water) setback. The placement of ponds within zone 1 is allowed for this site per Condition#4 of PT Subdivision Major Subdivision Conditions. 3. No ponding basin has been proposed for the future Baxter Lane improvements between the western property boundary and 15"' Ave. We request city staff determine whether a ponding basin will be needed due to site constraints and expected low runoff rate. Site constraints include: a. The road slopes to the west and routing more drainage to future Pond 3 isn't feasible due to grade and pipe cover constraints. b. An existing ditch/wetland along the southern edge of the road is at an elevation that prevents the routing of future piped drainage at the western property line to any pond without impacting the wetland and obstructing flow through the ditch. 4 APPENDIX Watershed Summary Note: Runoff Rate(cfs)Calculation by the Rational Method Community: Bozeman,Montana Project: PT Land Proj.No. 3948-004 Design Basis: 10 year event(2-hour).
