Olive St. PO Box 1230 Bozeman, MT 59771 RE: BSD7 High School Multi -Use Sports Stadium Modification Ap plication Application No: 18265 (Master Site Plan) and 18192 (Phase 1 Site Plan) Application Type: Modification Application Project Address: 205 N. 11 th Ave., Bozeman, MT 59715 Project Narrative: The new Bozeman School District multi-purpose stadium project is a Master Plan project of a 3,200-seat stadium north of the existing Van Winkle Stadium. The areas included in the project are the relocated two softball fields and dugouts, relocated batting cage, a new 5,576 sq. ft. team building and 2,624 sq. ft. fan (support) facilities including bathrooms and concessions, turf field, corresponding pathways, fencing, Ruth Thibeault Way parent drop off traffic development with roundabout, an expanded east parking lot, lighted pedestrian path to the south parking lot, demolition of existing south Van Winkle Stadium bleachers, and demolition of the existing stadium lights. A master site plan review submittal was issued, reviewed, and approved on Sept. 7 th 2018. Project number is 18265 for reference. The staff report for this review is included with this submittal for reference. Phase I of the project includes the 3,200 person stadium, the relocated two softball fields and dugouts, relocated batting cage, a new 5,576 sq. ft. team building, a 2,624 fan (support) facilities including bathrooms and concessions, turf field, corresponding pathways, fencing, an upgraded connection from the existing northeast parking lot to the newly updated central parking lot, an expansion and modification to the central parking lot and modifications to the parking connection to the existing Ruth Thibeault way. There is also a new pedestrian crossing connecting the stadium to the west sidewalk at 15 th street midblock. Two streamline bus shelters will also be provided at existing Streamline stops. This phase also includes a lighted pedestrian pathway connecting the stadium to the south parking lot. Phase one is currently in construction at the time of this review, approximately 20% complete. A Phase 1 site plan review submittal was issued, reviewed, and approved on Sept. 7 th 2018. Project number is 18192 for reference. The staff report for this review is included with this submittal for reference. Phase II of the project includes a roundabout at N 15 th Ave. and W Beall St/ Ruth Thibeault Way, an improved Ruth Thibeault way creating an internal loop and drop off with two (2) one way drives. There will also be modifications to the existing and phase 1 parking lot configuration of the east parking lot, by adding an entrance to parking from said drop off loop. Demolition of the existing Van Winkle south stadium bleacher and the existing stadium lights will also be part of the Phase II scope. Phase II is currently in Site Plan Review. A modification application is being submitt ed for Phase I . This modification wi ll include a new s coreboa rd design that includes live vi deo playback. The overall dim ensions of the score board are 24 ’-7” high x 25 ’-0” wide with the video display area being 7 ’-7” high x 13 ’-7” wide. Due to scoreboards internal campus lo cation and the display area facing south, sightlines from nearby streets (15 th Ave.) will be limited and should not impact road traffic. The video board will primarily be hidden fr om view o f surrounding areas by existing buildings and new stadium seating. For these reasons, an e xemption of Section 38.560.030 A5 is being pursued to allow for an animated sign with LED and electronic me ssaging . Revisions 07.18.19: Request: 1.0 Please provide a section elevation of the scoreboard as it relates to the surrounding bleachers and stadium to show the relative height (with dimensions). 2.0 The photometic plan must be culmulative for all lighting on the site plan, not the scoreboard alone. Please provide an updated photometric plan. Respon se : 1.0 Sections and elevations of the video board in relation to the adjacent building and stadium seating has been provided in drawing AS3-02. 2.0 An updated photometric plan has been provided on sheet ES1-03, which shows the video board photometrics with the site plan photometrics.
