Transtech Way Billings, MT 59102 Existing Bozeman High School TIS Update Addendum 1 Kyle Scarr, PE TD&H Engineering 234 E Babcock, Suite 3 Bozeman, MT 59715 July 12, 2018 Re: Existing Bozeman High Traffic Impact Study Update Addendum This letter along with the attached figures and appendix constitute an addendum to the Traffic Impact Study (TIS) update submitted in April of 2018. The TIS update addendum is necessitated by a request from the City of Bozeman to address impacts to North 15th Avenue intersections with Durston Road and Main Street. Since the proposed pick-up and drop-off area improvements at the Beall Street school access on N 15th Avenue would draw the majority of traffic from current pick-up and drop-off operations on N 11th Avenue, there are concerns that traffic redistribution would negatively impact the N 15th Avenue intersections. This addendum addresses those concerns. Trip Generation Considerations Trip generation and distribution estimates were derived from existing school data in the original TIS. The existing school currently has a student population of approximately 2,140 students that generates approximately 224 pick-up and drop-off trips (112 entering and 112 exiting) in the am hour and 76 trips in the pm hour on N 11th Street. In the year 2020, when the new school is in operation, the existing high school will only have 1,750 students and the number of pick-up and drop-off trips will drop by 162 in the am hour and 157 in the pm hour. The number of pick-up and drop-off traffic using the N 15th Avenue Beall Street access would be minimalized by the net reduction in overall trips. The 2018 TIS update used the above noted trip generation reduction factors to estimate trip attractions that would be created by additional parking areas and pick-up and drop-off traffic that could be served by the N 15th Avenue access. In the future, when the existing high school stabilizes at its ultimate capacity of 1,500 students, pick-up and drop-off activity would only be 70% of existing operations. Traffic Counts Traffic counts at the N 15th Avenue intersections of Durston Road and Main Street were not made available when the original TIS was completed. Due to time limitations associated with this addendum, counts had to be completed on Tuesday July 3, 2018 (see appendix). Because these counts do not include school traffic, the counts had to be transformed by using counts taken on Main Street and on N 15th Avenue for the original TIS. All school access volumes on N 15th Avenue and Main Street during the am and pm peak school hours were summed by direction of approach and departure and proportionately added to pertinent movements at both intersections. Since, the through traffic movements were higher on Main Street and North 15th Avenue in 2017 than the 2018, thru movement volumes were increased to replicate in-session conditions. The final design hour school peak am and pm hour traffic volumes were balanced and rounded up to the nearest 5 vehicles (see Appendix). MARVIN & ASSOCIATES 1300 N. Transtech Way Billings, MT 59102 Existing Bozeman High School TIS Update Addendum 2 Interim & Future Traffic Projections Traffic projection for the Beal Street access on N 15th Avenue were developed in the April 2018 TIS Update and used to determine relative traffic volumes that would contribute to changes at the N 15th Avenue intersections with Durston Road and Main Street. The Appendix contains a figure that illustrates the existing, Year 2020 Interim, and year 2035 Future traffic projections at the two intersections. It should be noted that through traffic volumes on Durston Road and Main Street remain relatively static for both future conditions, as was stated in the original TIS. Even if traffic increases on those streets were to increase, it would be due to external forces, since the school’s development scenario would have a positive impact on the area street system by reducing overall traffic volumes. Intersection Capacity Impacts Capacity calculations were completed using year 2020 interim and year 2035 future traffic projections (see Appendix). The table below compares the results of that analysis. Transtech Way Billings, MT 59102 Existing Bozeman High School TIS Update Addendum 3 It can be seen that both intersections and all movements at both intersections currently operate at LOS “C” or better and that little if any difference would be introduced by redistribution of existing high traffic operations in the future. Conclusions The TIS Addendum analysis indicates that with the proposed site access improvements currently under design as a part of Existing Bozeman High School development, operations of the school in the years 2020 and 2035 would not measurably impact operations at the intersections of Main Street and Durston Road with of N 15th Avenue in either the peak am or pm hours of operation. Very little in-fill development could occur in the area served by both intersections and future traffic volumes are not expected to see appreciable growth. The majority of peak hour traffic on N 15th Avenue is high school traffic and the expected 30% reduction in high school traffic would provide a positive impact during the am and peak hours of high school operations.
