Study Location In order to focus this study on the areas most impacted by recent development within the Mendenhall Street Corridor this study reviewed the intersections o£ 1. Mendenhall Street and Tracy Avenue 2. Mendenhall Street and Black Avenue These intersections are adjacent to both the proposed Mendenhall Mixed-use Building and the Element, which is currently under construction. B. Development Description The Mendenhall Mixed-use Building proposes a five story mixed use commercial and residential building. The project proposes using approximately 59,491 square feet as commercial, 39,844 square feet as residential (29 residential units) and 19,589 square feet for underground parking. The Element is a 5 Story 104 room hotel being constructed on the northwest corner of Mendenhall and Black. The primary access will be off Mendenhall with 8 parking spaces along the alley. With these land uses and utilizing the 9th Edition of the ITE Trip Generation Manual peak PM trip generation values are predicted to be: TRIP GENERATION PM Peak Hour of Adjacent Street Traffic Use Enter Exit Total Mendenhall Mixed-Use 39 94 133 Element 32 30 62 TOTAL 195 See Appendix for detailed values. Note no trip reduction factors where used for this analysis. C. Principal Findings On Thursday, September 18th, 2014 manual turning movement counts were collected at the intersections of Black and Mendenhall and Tracy and Mendenhall. Using Montana Department of Transportation counts for Mendenhall a growth rate of 3.1% was determined. Given the status of the construction on the Element and the recent success of similar projects downtown a one year project development period was selected. All entering and exiting trips we first distributed to the intersection immediately adjacent to the trip generator, i.e. all Mendenhall Mixed-use Buildings trips were distributed to the Tracy and Mendenhall intersection. 2. Generally turning movements were distributed based on the relevant movement's percentage of all impacted turning movements at the intersection. With the background volumes factored for growth and the trips distributed a Synchro model was built using the existing road geometry and configuration. Model runs indicated no appreciable drop in level of service. D. Conclusion and Recommendation The table below summarizes the delay and LOS results using the calculations provided in the 2010 addition of the Highway Capacity Manual (2010 HCM). We expect this higher level of service is due to: • The fact that Mendenhall is one-way, therefore no conflicting left turns • Lower volumes on minor legs • The fact that not all the selected uses have peak traffic production coinciding with each other. At this time CTA is: 1. Not recommending any improvements to lane geometry or configuration to improve LOS or limit delay due to the Mendenhall Mixed-Use Building and the Element. 2. Recommending that the City look specifically at this corridor during the upcoming update to the City's transportation plan. 3. Recommending the City consider pedestrian use and non- vehicular traffic in future Mendenhall improvements, such as the existing complete streets policy.
