HomeMy WebLinkAbout17- 2016 Annual Report - Police Department2016 ANNUAL REPORT Our staffing is a mix of sworn officers and civilians, each serving vital roles in providing public safety services in Bozeman. We have a total of 10 civilian positions and 65 sworn officer positions authorized. CIVILIAN STAFFING We had 10 civilian positions in 2016, with two new positions authorized. Our civilians include: 3 Police Information Specialists 1 Evidence Technician 2 Animal Control Officers 1 Fleet Maintenance Specialist 1 Code Compliance Officer 1 Crash Investigator (new) 1 Digital Forensic Analyst (new, to be hired in 2017) SWORN POLICE OFFICER STAFFING At the end of 2016, we had 64 of our 65 authorized sworn officers hired. During 2016, we had five officers leave, while hiring eight others. An overall in- crease of 7.7% occurred with the same number of officers responding to these calls. A call for service can mean a five-minute interaction with a citizen with one officer, or hundreds of hours of time spent with multiple officers. With the growth that Bozeman continues to experience, we saw a corresponding increase in incidents with overall calls for service increasing over 7% and also increases in some specific offense types. We were also able to increase proactive patrol contacts by over 12% with increased traffic stops and officer-initiated activities. Recruiting and hiring were a big focus, as was working with Gallatin County to replace our radio communications system and records management system which will carry over into 2017. We continued to stay engaged with our com- munity with day to day positive contacts as well as a number of community programs including our annual Citizen’s Police Academy, Coffee with a Cop, Community Resource Officer, and a new program, our Law Enforcement Explorer program for youth ages 14-20. Moving forward, we commit to delivering best practice police services and proactively addressing public safety issues, working to keep Bozeman The Most Livable Place. Sincerely, Chief Steve Crawford During 2016, the Bozeman Police Department continued to strengthen and enhance our interaction with the community. Existing social media pages on Facebook, Twitter, and YouTube were utilized to provide information and a new Instagram page was started. Twenty-four residents participated in our 10 week Citizen’s Police Academy. A National Night Out Against Crime event was held in August. The department hosted numerous “Coffee with a Cop” events, a “Shop With a Cop” event, and participated in the Polar Plunge, Tip-a- Cop, and Law Enforcement Torch Run. An Explorer post for youth interested in law enforcement was started and an existing volunteer program was expanded. The department also maintained a booth with giveaways, information, and games at Music on Main, the Farmer’s Market, the Christmas Stroll, Kidabaloo, Bobcat Fest, and many other area events. The department gave numerous talks and presentations, conducted home security and business security checks, provided “Run, Lock, Fight” training, participated in parades and drug take-back efforts, began a coalition of Bozeman loss prevention employees, and gave patrol “ride-alongs” and department tours The Detective Division investigates complex felony and misdemeanor cases that are reported. Additionally, the division supports four School Resource Officers whose primary role is to foster positive relationships in our local schools and promote a safe learning atmosphere. Detectives opened 280 new cases in 2016 with over 83 combined arrests and requests for prosecution. Detectives receive specialized training in crimes against children and sexual assault investigations. The continued community team approach to these crimes offers a safe place for victims to make reports to law enforcement, helping them find healing and justice from these traumatic events. The division assigns two investigators to the Missouri River Drug Task Force (MRDTF) whose focus is primarily drug trafficking and manufacturing crimes. MRDTF opened 184 new cases in 2016 and made 138 arrests. Detectives maintain a full time Montana Internet Crimes Against Children (ICAC) investigator. This program helps state and local law enforcement work together to educate the public, investigate cases and arrest those who use computers to exploit children. Detectives added an investigator in 2016 whose role is to work with prosecutors and advocates to identify and address domestic violence incidents that may pose an increased safety concern for victims. Our mission is to keep the most livable place through public safety and community partnerships. COMMUNITYOUTREACHDETECTIVES PARTNERSHIPSPATROL SUPPORT SERVICES DIVISION PROACTIVE POLICING We realize the success of a department includes strong partnerships with others. Within law enforcement, we worked closely with other agencies in our area, to include regional responses with our Special Response Team, drug interdiction efforts as part of the Missouri River Drug Task Force and working closely with other local, state and federal agencies. In addition to our law enforcement partners, we have strong involvement with our Sexual Assault Response Team (SART), Domestic Violence Response Team (DVRT) and work closely with victim services, mental health services, Bozeman Deaconess Hospital and DUI Task Force, and Bozeman School District 7 just to name a few, to deal with a myriad of community issues that need all of us working together to address. The Support Services Division, located in the Substation at 30 North Rouse in downtown, is staffed by both sworn officers and civilian personnel. The division performs numerous functions, including equipment and vehicle purchasing and maintenance, officer hiring, departmental training, managing public relations events and activities, maintaining the website and social media sites, animal control education and enforcement, code compliance efforts, and a wide variety of other tasks. The goals of the division are to support the patrol and detective divisions, to increase the quality of life of the citizens of Bozeman, and to encourage and promote positive interaction between the department and the community. The division includes a police captain, a police sergeant, a police officer, a full-time and a part-time animal control officer, a full-time and a seasonal code compliance officer, a fleet maintenance coordinator, a police information specialist, and several volunteers. The Bozeman Police Department provides the Leadership to address public safety concerns and quality of life issues. Our officers proactively patrol their assigned Beats looking for violations and criminal activity and respond to calls for service with a strong emphasis on Teamwork within the department as well as with the community. Service is at the core of what we do as all of our staff works tirelessly to proactively deter crime, solve criminal investigations with Integrity, improve public safety, and educate citizens, businesses and community groups on ways to be safer and avoid being victimized. Patrol is staffed with three shifts that provide 24 hour police services everyday of the year. Officers are deployed in three different Beats to provide proactive and responsive service to keep Bozeman “the Most Livable Place.” The Patrol Division responds to a wide range of calls for service from the public. When not handling these calls, officers conduct proactive patrols to identify and prevent criminal activity, change driving behavior, conduct property checks as well as daily community engagement and education opportunities. The 41 Officers assigned to the Patrol Division are highly trained and provide many specialized services including Motorcycle Patrol (Traffic Unit), Mountain Bike Patrol, K9 Unit, Crisis Intervention Team and Drug Recognition Experts. Seven members of the Patrol Division were awarded the Life Saving Award recognizing their actions in 2016. In April of 2016 we hired a civilian Crash Investigator. This single position has been able to handle 35% of the total crashes and hit and runs that occur in the city. The crash investigator’s shift is scheduled to cover the city’s busiest crash times. The crash investigator has been instrumental in freeing up officers to respond to emergencies and proactively patrol.
