INTRODUCTION This traffic impact study addresses the roadway capacity, geo- metric , and control requirements associated with the proposed development of a Wal -Mart Store on North 7th Avenue in Bozeman, Montana. Site Location The site is located in the northeast quadrant of the North 7th Avenue and Oak Street intersection in Bozeman, Montana. The study area to be examined in this traffic impact analysis encompasses the access points to the site and the intersections of North 7th Avenue/Oak Street , and North 7th Avenue/Baxter Lane . The potential impacts to the intersections of Tamarack Street and Durston Road with North 7th Avenue are also addressed in this report . The site location is shown in Figure 1 . Existing and Proposed Site Uses The land for this development is currently vacant . The applicant is seeking site plan approval to allow the construction of a 116 ,000 square-foot retail store, with a potential expansion of 30 ,000 square feet . Access to this site would be provided by a full -movement access point onto North 7th Avenue, directly across from Baxter Lane, and another onto Oak Street . Existing Street System North 7th Avenue is currently constructed to a five-lane cross section along the site frontage . The cross section accommodates two through travel lanes in each direction and a center left turn lane . Shoulders are available for turning vehicles . Oak Street is a paved two-lane street along the frontage of the site. Future Street System The City of Bozeman has several planned street improvements which would impact travel in the vicinitry of the site . The most important of these is a plan to extend Oak Street both east and west of the site . TRIP GENERATION AND DESIGN HOUR VOLUMES Standard traffic generation characteristics compiled by the Institute of Transportation Engineers in their report entitled "Trip Generation' revised 1991 , were applied to the proposed land use in order to estimate daily and peak hour vehicle trips for the development . A vehicle trip is defined as a one-way vehicle movement from a point of origin to a point of destination. Table 1 illustrates the projected daily and PM peak hour traffic volumes generated by the proposed use . The weekday PM peak hour was identified as the critical period of operation for this site, based on existing traffic counts for North 7th Avenue . Saturday will be the peak time for trips entering and leaving the site . However, the weekday PM peak traffic on the adjacent streets will determine the critical time for purposes of analysis . TRIP MAKING REDUCTIONS Although passer-by trips and shared trips are a source of retail customers , no trip reductions were used in the analysis of access points and nearby intersections . This assures a more conserva- tive analysis of traffic impacts in the immediate area. A reduc- tion in trip generation was assumed to analyze the intersections of Tamarack Street and Durston Road with North 7th Avenue. Due to the distance between these intersection and the actual retail site, it can be assumed that most of the site-generated traffic would already be using the roadway system even if this develop- ment were not completed. For the purposes of this report , it is assumed that 50 percent of the site-generated traffic is actually new trips at the intersections of Tamarack Street and Durston Road with North 7th Avenue. This assumption is consistent with passer-by surveys documented in the ITE Trip Generation Manual . 5 4 f IV. TRIP DISTRIBUTION The overall directional distribution of the site-generated traf- fic was determined based on the existing travel patterns in the area and the expected consumer draw of the site:. TRAFFIC VOLUMES AND TRIP ASSIGNMENT Current background traffic volumes for the area were developed using recent traffic counts on North 7th Avenue. Traffic count data is provided in Appendix A of this report . Traffic projec- tions for the Year 2010 were developed from daily projections provided by Robert Peccia & Associates . The Year 2010 traffic projections assume the existing plus committed roadway network. This network includes the extension of Oak Street both east and west , and a new interchange to I 90 at North 19th Avenue. Back- ground traffic volumes are shown in Figures 3 and 4 . Traffic assignment is how the generated and distributed trips are expected to be loaded on the roadway network . The site-generated trips are shown in Figure 5 . The site-generated traffic was combined with the background traffic to determine the total projected traffic for the study area . TRANSPORTATION IMPACTS The Unsignalized and Signalized Intersection Analysis techniques , as published in the "Highway Capacity Manual" by the Transpor- tation Research Board in 1985 , were used to analyze the access points and critical intersections for the site. These tech- niques allow the determination of the overall intersection level of service based on each traffic movement . As a matter of policy, traffic signals are not installed at an intersection unless warranted according to the Manual for Uniform Traffic Control Devices . The intersection of Oak Street and North 7th Avenue may warrant signalization in the future, but traffic projections for the extension of Oak Street are specula- tive. The traffic generated by the retail site alone will not warrant signalization of the intersection. This report assumes the intersection will be signalized in the future based on the Year 2010 traffic projections . Traffic analyses were completed for background and total traffic for both the Years 1992 and 2010 . Table 2 illustrates the levels of service found at the access points and critical inter- section for the projected PM peak hour traffic . Definitions of levels of service are given in Appendix B . The capacity work sheets are given in Appendix C. Traffic on North 7th Avenue will increase by 57 peak hour trips in the vicinity of Tamarack Street and Dursten Road. This increase in peak hour traffic amounts to a one percent increase in traffic at the Tamarack Street/North 7th Avenue, and less than a one percent increase in peak hour traffic at the intersection of Durston Road and North 7th Avenue . RECOMMENDATIONS This study assessed the impacts of the proposed development of a discount retail store at North 7th Avenue and Oak Street in Bozeman, Montana. As a result of this analysis , all intersec- tions within the study area were found to operate at acceptable levels of service. While some delays can be expected for left turns attempting to enter North 7th Avenue, these delays are not unexpected at stop sign controlled intersections . If traffic increases as projected on Oak Street , the intersection of Oak Street and North 7th Avenue may warrant signalization at sometime in the future . It is a measure of the proportion of signal cycles that are loaded , and has values ranging from zero to one, or 0% to 100%. A loaded cycle is one that has a car ready to cross the intersection in all lanes, at all times during the green phase. Empirical studies have shown a correlation between intersection volume and load factor, and it is therefore necessary to determine only the volumes to find the level of service. The definitions are based on load fac- tors, however. Definitions of level of service are as follows: Level of Service A - There are no loaded cycles (i .e. , the load factor is 0.0) and few are even close to loaded. No approach phase is fully utilized by traffic and no vehicle waits longer than one red indication. Level of Service B - Represents stable operation , with a load factor of not over 0. 1 ; an occasional approach phase is fully utilized and a substantial number are approaching full use. Level of Service C - Stable operation continues. Loading is still intermittent , but more frequent, with the load factor ranging from 0. 1 to 0.3. Occasionally drivers may have to wait through more than one red signal indication. Level of Serv--ice D - Encompasses a zone of increasing restriction approaching instability in the limit when the load factor reaches 0.7. Delays to approaching vehicles may be substantial during short peaks within the peak period, but enough cycles with lower demand occur to permit periodic clear- ance of developing queues, thus preventing excessive back-ups. Level of Service E - Capacity occurs. It represents the most vehicles that any particular intersection approach can accommo- date. Although theoretically a load factor of 1.0 would repre- sent capacity, in practice full utilization of every cycle is seldom attained, no matter how great the demand, unless the street is hichly friction-free. A load factor range of 0.7 to 1.0 is more realistic. At capacity there may be long queues of vehicles waiting up-stream of the intersection and delays may be great (up to several signal cycles) . Levy-el of Service F - Represents jammed conditions. Back-ups from locations down-stream or on the cross street may restrict or prevent movement of vehicles out of the approach under consideration; hence, volumes carried are not predictable. No load factor can be established, because full utilization of the approach is prevented by outside conditions. LEVEL OF SERVICE CRITERIA FOR UNSIGNALIZED INTERSECTIONS ----------- ------- Level-of-service criteria for unsignalized intersec- tions are stated in very general terms, and are related to general delay ranges. Analysis for a stop- or yield-controlled intersection results in solutions for the capacity of each lane on the minor approaches. The level-of-service criteria are then based on the reserve, or unused , capacity of the lane in question , expressed in passenger cars per hour (PCPH) .
