GENERAL PROJECT DESCRIPTION The purpose of this study is to document the possible traffic impacts that could result from a proposed 202-acre residential subdivision along the southwestern edge of Bozeman,Montana. This study identifies the traffic impacts from the proposed development and any traffic mitigation efforts that the development may require. The development site is located west of South 19th Avenue and south of Stucky Road. The developers propose to construct a residential development on the property with a variety of home types. II. EXISTING CONDITIONS The site of the proposed development currently consists of undeveloped farm and ranch land located to the south and west of the Genesis Business Park and the Grace Bible Church. The Genesis Business Park has a variety of professional business and offices. The only existing developed access to the site is through the Genesis Business Park along Enterprise Boulevard. See Figure 1 for a location map of the proposed development. Traffic Counts RPA collected turning movement count data and 24-hour hose count data in September 2004 and April 2005 at critical intersections around the proposed development. These intersections included Stucky Road/Enterprise Boulevard, South 19th Avenue/Stucky Road, and South 19th Avenue/Kagy Boulevard. Twenty-four hour hose count data was collected along Stucky Road. Turning movement information for the intersection of South 19th Avenue/College Street was obtained from a previous study conducted by RPA in 2003. Historical Average Daily Traffic(ADT) volume data was obtained from the Montana Department of Transportation(MDT) for South 19th Avenue and Kagy Boulevard for traffic volumes through 2003 and is included in Table 1. This data indicated an annual average traffic growth rate in this area of 4.5%. The roadway is a principal arterial route and has varying widths of three-to-five lanes from the I-90 interchange (north of Bozeman) to Kagy Boulevard. The road carries large traffic volumes along most of its length. South of Kagy Boulevard the road narrows to two lanes and continues out into more rural portions of the Bozeman area. Traffic data collected by the MDT in 2003 indicates that the roadway currently carries 7,300 VPD between Stucky Road and Kagy Boulevard and 15,000 VPD between Kagy Boulevard and College Avenue. The City of Bozeman currently has plans to reconstruct this roadway to a five-lane section from Main Street south to Kagy Boulevard. The Montana Department of Transportation has indicated that the construction of this roadway will likely begin in 2006 and be completed by 2007. The intersection with Kagy Boulevard will be constructed to include two through lanes in both the northbound and southbound directions. Kagy Boulevard is a major east/west route just north of Stucky Road. The roadway is the southernmost principal arterial route within the City of Bozeman. The roadway has a three-lane cross section and passes along the southern edge of Montana State University. Traffic data collected by the MDT in 2003 indicates that the roadway currently carries 8,700 VPD east of South 19th Avenue. Stucky Road is a rural roadway that proceeds westward from an intersection with South 19th Avenue just south of Kagy Boulevard. The first 1000 feet of this roadway has been paved to just past Enterprise Boulevard. Past Enterprise Boulevard the roadway has a narrow gravel surface and passes into an area of mainly farm and ranch land. Intersection levels of service are expressed by using letter designations from A to F, whereby LOS A represents the best operating conditions and LOS F the worst (saturated flow or over-capacity conditions). This analysis is intended to determine how well the intersections are functioning, with respect to variables such as traffic flow and delay. The LOS evaluation was conducted according to the procedures outlined in the Transportation Research Boards' Highway Capacity Manual(HCM) -Special Report 209 and the Highway Capacity Software(HCS)version 4.1c for intersection analysis. For these intersections, LOS A, B, or C are considered acceptable levels of service. LOS D,E or F is considered unacceptable. However,if an intersection is presently functioning at LOS D, E or F,the additional project traffic must be offset by mitigation that would bring it back to the existing level of service. Intersections presently functioning at LOS A,B or C must remain at least at LOS C. Table 2 shows the existing 2004 LOS for the AM and PM peak hours. The anticipated 2014 LOS without the traffic from the JCD Development is shown in Table 2. The LOS calculations are included in Appendix C of this report. However,without 4 Traffic Impact Study—JCD Development Robert Peccia&Associates Bozeman Montana August, 2005 improvements to 19'11 Avenue/Stucky Road,the intersection will begin to fail by 2006.The only way to improve the LOS at this intersection would be with the installation of a traffic signal. RPA reviewed the Peak Hour traffic signal warrants in the MUTCD to determine if the intersection currently meets minimum volume warrants for signalization. The calculations showed that with the high traffic speeds along 19'h Avenue in this area and the existing traffic volumes,the intersection meets minimum peak-hour volume warrants. The warrant information is included in Appendix D of this report. III. PROPOSED DEVELOPMENT The proposed residential development includes a total of 708 residential units on 202 acres of land. Most of these units(444)would be single-family residential units or multi-plex units. The remaining would be high-density apartments. Figure 2 shows the proposed layout of the development. Development Timeframe The developers would begin construction as soon as approval is received from all permitting agencies. The development would be constructed in two phases over the next 7-8 years. Phase 1 of the project should be completed by 2010 and Phase 2 should be completed by 2013. Development will depend heavily on the growth pressure within the area. Proposed Roadway Layout The only existing roadway that would attach to the proposed development site is Enterprise Boulevard(via Stucky Road to the north). All other connections to the nearby road system would be made as part of the development process. These connections would include two new accesses on South 19'h Avenue south of Stucky Road. This would include connections at Graff Road and Blackwood Road. Both of these roads would be fully constructed with Phase 1 of the development. Within the development there would be three major north south roadways and two major east/west roadways. Enterprise Boulevard, South 27'h Avenue, and South 23'd Avenue would be the major north/south collector roadways and Graff Road and Blackwood Road would be the major east/west roadways. IV. TRIP GENERATION AND ASSIGNMENT A trip generation analysis was performed to determine future traffic volumes for the proposed development. RPA used the nationally accepted trip generation rates contained in Trip Generation (Institute of Transportation Engineers,Seventh Edition).The analysis establishes the number of trips generated by the proposed development. It was determined that the critical traffic impacts on the intersections and roadways would occur during the weekday morning and evening peak hours. The trip generation rates for the various forms of land uses proposed for this development were obtained from Trip Generation (Institute of Transportation Engineers, Seventh Edition). At full build-out in 2013 the proposed development would produce 414 AM peak hour trips, 530 PM peak hour trips, and 5,382 daily trips. Table 4 shows the trip generation rates and totals by phase. This trip can generally be characterized as one that runs from a home to a destination and back home. Pass-by Trips-Vehicles making these trips are currently on adjacent roadways that provide primary access to the new land use/project,but have an ultimate destination other than the 7 Traffic Impact Study—JCD Development Robert Peccia&Associates Bozeman Montana August, 2005 proposed development. Generally, residential developments do not have pass-by trips. Internal(Shared) Trips-These trips are generated by associated facilities within or directly adjacent to the proposed development. The trips are combined into one joint trip to the development and do not represent additional trips on the surrounding transportation system. It is anticipated that a small amount of the traffic from the proposed development would have a destination at the nearby church or the Genesis Business Park. However,this percentage will not likely exceed 5% of the total development traffic V. TRIP DISTRIBUTION The traffic distribution and assignment within the general area for the proposed project was based upon the existing ADT's along the adjacent roadways,the peak hours' directional volumes,turning volumes at the intersections, and field observations of drivers during field data collection efforts. The trip distribution at each intersection is adjusted to provide the most logical use of the three intersections and to provide an overall trip distribution for the area that matches the currently observed patterns. Figure 3- Trip Distribution 56% Kagy Blvd. 29% Stucky Road 8% JCD Development 19`h Avenue 7% 8 Traffic Impact Study—JCD Development Robert Peccia&Associates Bozeman Montana August, 2005 Traffic is expected to distribute itself as follows: • 8%to/from the west on Stucky Road, • 29%to/from the east on Kagy Boulevard, • 56%to/from the north on 19th Avenue • 7%to/from the south on 19th Avenue Figure 3 shows the trip distribution by roadway and the overall trip distribution characteristics and site-generated traffic are shown on figures in Appendix B. VI. TRAFFIC IMPACTS OUTSIDE OF THE DEVELOPMENT Using the trip generation and trip distribution numbers it was possible to determine the future Level of Service(LOS) for the intersections around the development. In order to determine the timing of any necessary mitigation requirements,RPA calculated the traffic volume and LOS for each phase of the proposed development. Tables 5 and 6 show the anticipated LOS for the intersections that would be directly affected by the proposed development for each phase. Table 5 shows that Phase 1 of the JCD development will cause the intersection of South 19"'/Stucky Road to fall to LOS F in the AM and PM peak hours. The only way to improve the LOS at this intersection will be through signalization. If the intersection were signalized it would operate at LOS B. It should be noted that the intersection currently meets peak-hour signal warrants. The added traffic from the JCD Development would only increase this need.In order to more closely match the likely build-out scenario of this development, all subsequent LOS calculations for this intersection were made assuming the intersection was signalized. Assuming that the 19th Avenue corridor is reconstructed to a five-lane cross-section by this time(as is planned). The intersection of 19th Avenue and Kagy Boulevard will function adequately. 9 Traffic Impact Study—JCD Development Robert Peccia&Associates Bozeman Montana August, 2005 The LOS at the intersection South 19th/Graff Road will fall to E by the end of Phase 1 of the development. The only way to improve the LOS at this intersection will be through signalization. The intersection will meet the peak-hour signalization warrant by the end of this Phase.The warrant information is included in Appendix D of this report. The developers also requested that RPA investigate the possibility of not connecting Graff Street to South 19th Avenue with Phase 1 of the project. Not making this connection would redirect most of the traffic through the development to access South 19th via the Stucky Road intersection. The total number of vehicles going through the South 19th Avenue/Stucky Road intersection would not change. A LOS analysis performed using this roadway configuration indicated that the intersection would function at LOS B under peak-hour traffic conditions. This roadway configuration would increase the needs for signalization and the right- and left-turn deceleration lanes, but would not change any of the recommendations made in this report. By the end of this phase,the intersection of Graff Street and 19`h Avenue will fall to LOS F. If this intersection is signalized it would function at LOS C through full build-out. The intersection of South 19thBlackwood Road will experience some minor operational problems,but will not meet signalization warrants. The intersection of South 19th/Kagy Boulevard may also require the installation of a designated right- turn lane for northbound traffic. MDT may reconstruct this intersection with this configuration in 2006 or 2007,however the full intersection design has not been decided at this time. RPA also reviewed the intersection volumes to determine if any of the roadways would require left- or right-turn deceleration lanes for safety. This analysis was done using the MDT standards for two lane highways. The intersection of South 19th Avenue and Stucky Road will meet the minimum 10 Traffic Impact Study—JCD Development Robert Peccia&Associates Bozeman Montana August. 2005 warrants for both left- and right-turn lanes in initial stages of the development. It should be noted that the percent of traffic that would utilize the left-turn lane is 4%-5%of the total through volumes, which is the minimum threshold turning percentage for warranting a left-turn lane. The two new proposed intersections connecting the development to South 19"' Avenue were also analyzed to determine if any additional lanes would be needed. The analysis indicated that the intersection with Graff Road would meet warrants for a right-turn deceleration lane with Phase 1 of the development. Neither of these two intersections will meet the minimum volume warrants for left-turn deceleration lanes by 2013. The turn lane warrant information is included in Appendix D of this report. VII. TRAFFIC IMPACTS WITHIN THE DEVELOPMENT The 2013 traffic volumes within the development were analyzed to determine traffic impacts within the development. Traffic volumes on these roads would range from 1000 to 3000 vehicles per day. A review of the traffic volumes showed that most internal intersections should function adequately as two-way STOP controlled intersections. The intersection of Enterprise Boulevard and Graff Road may require a four-way STOP control. VIII. DOWNSTREAM TRAFFIC IMPACTS RPA calculated the percent of the entering volume that would be directly attributed to the proposed development at intersections downstream of the proposed development. The percent of entering volumes gives a good indication of how much traffic on the surrounding transportation system can be directly attributed to the development. The intersections that would be most directly affected by traffic from the proposed development would be the intersections of South 19`h/Stucky Road,South 19th/Kagy Boulevard and South 19th/College Avenue. Past these three intersections the overall impact from the development would be negligible. The percent entering volumes are shown in Table 7. The construction of the new five-lane section along South 19th will provide sufficient capacity along the roadway and improve the operations at all of the intersections from Main Street to Kagy Boulevard. IMPACT SUMMARY The construction of the JCD residential development will impact the traffic conditions along South 19th Avenue. The intersection of South 19th Avenue and Stucky Road is currently experiencing some operational problems and will continue to have problems until mitigation measures are taken. These mitigation measures will include the installation of a traffic signal and turn lanes. The intersection of South 19th and Graff Street will also need to be signalized prior to full build-out of the development. The intersection of South 19th and Blackwood Road will have some minor operational issues,but will not require signalization. The JCD development will increase traffic volumes at the intersection of South 19th and Kagy Boulevard. This intersection will be reconstructed within the next 1-2 years as part a larger reconstruction project of South 19th Avenue. The installation of a designated right-turn bay for northbound traffic will be required to ensure that this intersection continues to function properly though full build-out and beyond. X. RECOMMENDATIONS The following recommendations are provided to help ensure that the proposed development functions with minimal impacts within, as well as around, the area. • Construct a traffic signal at the South 19th Avenue/Stucky Road intersection with Phase 1 of the development. The intersection should include left- and right-turn deceleration lanes along South 19th Avenue. In order to accommodate future growth in the area, it may be desirable to construct designated left- and right-turn lanes from Stucky Road. This would eliminate the need to reconstruct this leg of the intersection in the future if Stucky Road is extended to the east. Estimated Costs: $175,000 - Traffic Signal $200,000 - Turn Lanes • The developer should work with the City of Bozeman and the Montana Department of Transportation to ensure that the intersection of South 19th and Kagy Boulevard is reconstructed with sufficient capacity. With the proposed development,the intersection will require two through lanes for northbound and southbound traffic and a designated right-turn bay for northbound traffic.
