Employee-Owned Company 01 MaRR1saN ' � MAIERLE.L�c Traffic Impact Study—Bron.Zeleaf Condominiums M INTRODUCTION AND SUMMARY This traffic impact study summarizes the potential impacts from the Bronzeleaf Condominiums located in Bozeman, Montana. The information presented in this report is intended to evaluate the safety and operational aspects of the transportation system in the area of the proposed development under existing conditions as well as with estimated impacts. Study recommendations and conclusions are intended to provide guidance with respect to the function of the proposed site accesses and the area transportation system. PROPOSED DEVELOPMENT Site Development Location The proposed development is located in the City of Bozeman, Gallatin County,Montana on Tract 1 of Certificate of Survey No. 985 in the northwest quarter of Section 10,Township 2 South,Range 5 East, Principal Meridian of Montana. Generally, the property is bordered by Cottonwood Road to the west, Durston Road to the north, and Valley West Subdivision to the south and east. The site location is depicted in Figure 1 on the following page. Zoning The Bronzeleaf Condominiums property is currently zoned R-4 under the City of Bozeman's zoning designation. The Unified Development Ordinance (City of Bozeman, March 24, 2007) states: "The intent of the R-4, Residential High Density district is to provide for high-density residential development through a variety of housing types within the City with associated service functions. This will provide for a variety of compatible housing types to serve the varying needs of the community's residents. The net density, as defined in Chapter 18.80, BMC [Bozeman Municipal Code], for new developments shall be 8 dwellings per acre or greater. Although some office use is permitted,it shall remain as a secondary use to residential development." 1 ORRISON Traffic Impact Study—Bron.Zeleaf Condominium Mfg DURSTON r - , PROPOSED SITE - - 's • Figure 1 Site Location Land Use and Intensity The proposed development at full build-out would include up to 92 residential condominiums. The resulting net development density would be 16.4 units per acre based on the platted size of 5.62 acres for Tract 1 of Certificate of Survey No. 985.Townhouses are similar to condominiums and are identified as a principal use within the R-4 zoning district, which allows for more than five attached units. Site Plan The proposed site would consist of eight buildings for the condominium units, containing between 8 and 12 units each, as well as separate parking structures that would be available to each unit. All site access would be provided from Bembrick Street located along the southern property boundary of the development. It is proposed to have two full accesses to the site from Bembrick Street: 2 MTraffic Impact Study—Bron7,eleaf Condominiums Bembrick Street would provide a connection to Cottonwood Road or to Durston Road via Eneboe 1 Avenue. The proposed site layout and access locations are shown in Figure 2. -� - I C� } l5' 1 I Figure 2 Proposed Site Layout Staging and Timing The Bronzeleaf Condominiums development is proposed to be developed in three stages. The first stage would include 36 complete condominium units located in the western portion of the property. Thirty-two (32) units would be added in the second stage to the eastern portion of the property. Lastly, 24 units would complete the balance of the development. All three stages are estimated to be completed by the fall of 2008. Background Development The proposed development is located in a developing area of Bozeman. In addition to the proposed development, the immediate area includes the additional developments of Valley West Subdivision, Flanders Creek Subdivision, and the Norton East Ranch property. It is anticipated that the Bronzeleaf Condominiums would be completed prior to full build-out of the other area 3 hORMON AfERLG,t4c. Traffic Impact Study—Bron.Zeleaf Condominiums developments. Therefore, this study will focus only on the traffic generated by the proposed development and its associated impacts combined with limited growth in background traffic volumes. EExiSTING AREA CONDITIONS Study Area This study focuses on the potential impacts from the proposed development at the site accesses as well as the adjacent roadways and intersections. Primarily, this study will evaluate the roadways of Durston Road and Cottonwood Road as well as the intersections of Durston Road and Cottonwood Road,Durston Road and Eneboe Avenue,and the proposed site accesses onto Bembrick Street. Site Accessibility Area Roadway System Durston Road is classified as a minor arterial roadway by the Greater Bozeman Area Transportation Plan Year 2001 Update (Robert Peccia & Associates,June 2001). Currently, Durston Road is continuous from Love Lane, which is located approximately two miles west of Cottonwood Road in Gallatin County, east to North 7`h Avenue in Bozeman. East of North 7t1'Avenue,Durston Road changes to Peach Street. Adjacent to the site, Durston Road transitions from a two lane roadway west of its intersection with Cottonwood Road to a three lane road with a center two-way left turn lane. A bike lane is provided along the.southern edge of the roadway. The widening of the southern half of Durston Road was recently completed with the improvements for Valley West Subdivision and the Bronzeleaf Condominium development. Additional widening is anticipated to occur in the future with the development of the property across from the site on the north side of Durston Road. Cottonwood Road is classified as a principal arterial roadway by the Greater Bozeman Area Transportation Plan Year 2001 Update (GBATP). It currently provides a continuous route from Gallatin Road (US 191) in Gallatin Gateway to approximately one-half mile north of Durston Road. Adjacent to the site, Cottonwood Road is two lanes wide providing a single travel lane in each direction. Future widening of Cottonwood Road adjacent to the site would accommodate two travel lanes in each direction as well as a center median as depicted in the GBATP. 4 A10RR1SON Traffic Impact Study—Bron.Zeleaf Condominiums VLG,14 C. fww�c-.-V Both Bembrick Street and Eneboe Avenue are local streets that were also recently constructed with the improvements for Valley West Subdivision and the Bronzeleaf Condominium development. Each street provides a single travel lane in each direction and limited space for parking on both sides of the street. As stated previously,Bembrick Street would provide all access to the site. The intersection of Durston Road and Cottonwood Road is currently a four way intersection with stop control on the Cottonwood Road (northbound and southbound) approaches. A single lane is available for all movements on each approach. Each of the remaining study intersections are T- intersections with stop control on the local street approaches. The site accesses are City of Bozeman standard boulevard style drive approaches as shown in Figure 2. The existing intersection geometries, traffic control, and striping are shown in Figure 3. The striping is a representation of what has recently been installed in the field. It has-been the policy of the City of Bozeman to require full street improvements adjacent to a proposed development in accordance with city standards. In this case, that would mean additional widening on Cottonwood Road along the site frontage to a principal arterial standard. All other roadways adjacent to the site have been constructed to city standards. Currently, adequate capacity exists along Cottonwood Road to accommodate traffic growth attributable to the development of the Bronzeleaf Condominiums. Widening of Cottonwood Road would include the construction of a left turn lane at its intersection with Durston Road and the addition of a center median. However, Cottonwood Road north of Durston Road would remain in its present state. This would create a severe jog at the intersection, potentially leading to driver confusion, operational issues, and quite possibly traffic safety issues. Alternatively, the roadway could be barricaded off similarly to North 27" Avenue near its intersection with Baxter Lane in Bozeman. The improvements would be installed, but the roadway would be left unusable for vehicular traffic. Additionally, maintenance and any necessary repairs to the roadway would become the responsibility of the City of Bozeman following expiration of the warranty period. In this case, Valley West Subdivision is a subsequent potential development that also has ties to Cottonwood Road. As such, another means of completing the principal arterial improvements exists. It is proposed that Cottonwood Road not be widened with the development of the Bronzeleaf Condominiums site, but that the development participate in the future Cottonwood Road improvements with Valley West Subdivision. This gives an opportunity for additional , development to occur on the northeast corner of the Durston Road and Cottonwood Road intersection, offsets the total cost of the improvements to the developer of Valley West Subdivision, and limits the potential for driver confusion and operational issues at the intersection. 6 Al do MaRR1SaN an Traffic Impact Study—Bron�eleaf Condominiums MAIERLE,��c. Traffic Volumes Road tube traffic volume counts were conducted by Engineering, Inc. from March 6-8, 2007. An analysis of the traffic count data yielded the following average daily traffic (ADT) volumes: Table 1 Existing Roadway Volume Summary Recorded ADT Roadwa Location 35680 Durston Road East of Cottonwood Road 35210 Durston Road West of Cottonwood Road 180 Cottonwood Road North of Durston Road 25975 Cottonwood Road South of Durston Road Turning movement counts were conducted at the intersection of Durston Road and Cottonwood Road on July 17, 2007. Total entering volumes of 540 and 637 vehicles during the AM and PM peak hours were determined from the counts. There were no seasonal adjustments made to either the road tube volume or the turning movement data counts. No counts were taken on either Bembrick Street or Eneboe Avenue as both of these roadways have been recently constructed and have limited development activity contributing to them. It should be noted that turning movement count data was collected when regular classes at Montana State University - Bozeman were not in session. However, the proposed site is not in the immediate influence area of the University, and the roadways adjacent to the site are not major commuter routes for University related traffic. Therefore, any differences in observed traffic volumes when regular classes are in session should be minor. At the time of this study, the first stage of the Bronzeleaf Condominiums project has been constructed and is the only current development adjacent to either Bembrick Street or Eneboe Avenue. The resulting traffic from this stage would be reflected in the estimated traffic volume generated by the development that is included in this study. M Transit Service In 2006, Streamline was initiated in Gallatin County. This bus system currently provides service to Belgrade, Bozeman, Four Corners, and MSU. Additionally, Streamline is currently free for all passengers, which creates an incentive for bus ridership. Streamline does not currently have a route stop immediately adjacent to the proposed site. However, a route stop on the Yellowline University Route that serves the MSU Strand Union, downtown Bozeman, the Gallatin Valley Mall, and The Ridge Athletic Club is currently located near the intersection of Ferguson Avenue and West Babcock Street. Additional routes may be added to Streamline as the system expands in the future. Pedestrians and Bicyclists Provisions for the safety and accommodation of bicyclists and pedestrians are an important consideration with any development. These alternative modes of travel are becoming more popular as a means of saving money,helping the environment, and improving personal health. Consideration of alternative modes of travel for the proposed site development is provided with sidewalk connections from the adjacent streets onto the site and the on-street bike lanes along Durston Road. PROJECTED TRAFFIC Site Traffic Trip Generation One of the most important elements in assessing the traffic impacts associated with a new development is an accurate estimate of the traffic to be generated. There are a number of options available for estimating trip generation.This study utilized Trip Generation, 7`�'Edition published by the Institute of Transportation Engineers (ITE). Average vehicle trip ends (Trip ends are defined as a single or one-directional travel movement with either the origin or the destination of the trip inside the study site) were estimated using Land Use Code 230 — Residential Condominium/Townhouse. The estimated trip generation for the Bronzeleaf Condominiums site is provided in Table 2. 9 MORRISON Traffic Impact Study—BrmZeleaf Condominiums ■ f �c. Various methods are available for estimating trip distribution, including the analogy, trip distribution model, area of influence, origin-destination (O-D), and surrogate data methods. This study utilizes the analogy method,which bases the trip distribution on existing travel patterns in the area. In most instances, the automobile is the primary means of travel. However, the other means of travel may account for a portion of the trips generated by a site. The Trip Generation Handbook, 2id Edition published by ITE provides vehicle trip reduction percentages attributable to alternative modes of travel such as bicycling or transit. The reduction only applies to commuter trips, which it is assumed would comprise a majority of the AM and PM peak hour trips for the proposed site. Transit oriented trips are not assumed to make up a significant portion of site related trips, but bicycling may be a potential means of travel. For a development located adjacent to bicycle lanes, a two percent (2%) vehicle trip reduction is possible. Table 3 provides the estimated vehicle trip reduction and the net new vehicular trips based on bicycle travel. It involves determining the volume of traffic and its movements along the roadway system and at area intersections. Trip assignment must also consider the various types of vehicular trips, including primary purpose, pass- by, diverted link,and internal. Transportation and Land Development, 2"4 Edition published by ITE defines primary trips as those that are "assumed to return in the same direction from which they came to the site."They represent new trips on the roadway system. For the purposes of this study, all trips to and from the site are assumed to be primary purpose trips. Traffic growth due to development in the area over this time period is estimated to occur at a rate of approximately four percent (4%) annually. The projected background traffic based on this assumed . growth rate has been combined with the estimated site traffic to determine the total estimated 2008 traffic volume,which is shown in Figure 7 on the following page. TRANSPORTATION ANALYSIS Capacity and Level of Service Intersection capacity and level of service analyses were performed for existing conditions as well as with the addition of site related traffic. Level of service (LOS) is the performance measure used to evaluate the cumulative effects of such things as travel speed, traffic volume, roadway and intersection geometry, and traffic interruptions. Operating conditions are designated as "LOS A" through "LOS F",which represents the most favorable to the least favorable operating conditions. Unsignalized intersection capacity analyses were performed using Highway Capacity Software (HCS+), Version 5.21,which is developed and maintained by the McTrans Center at the University of Florida. It is based on- the procedures outlined in Chapter 17 of the Highway Capacity Manual (HCM2000). The calculated levels of service and delays (in seconds per vehicle) for the study area intersections are presented in Table 4. Traffic Impact Study—Bron.Zeleaf Condominiums Safety Considerations At the intersection of Durston Road and Cottonwood Road, sight distance is restricted on the southbound approach due to a group of trees on the northeast corner of the intersection shown in Figure 8. Drivers approaching the intersection must pull-out beyond the "STOP" sign in order to see oncoming traffic from the east. This issue is not specifically related to the development of the Bronzeleaf Condominiums,but it is a safety issue that should be addressed. Figure 8 Sight Distance Obstruction on Cottonwood Road FINDINGS Analysis of trip generation estimates, traffic assignments, and capacity calculations show that the proposed Bronzeleaf Condominiums site would have minimal impacts to the surrounding street system. All study area intersections would function within acceptable levels of service (LOS C is defined as the minimum for design according to the Bozeman Unified Development Ordinance, Section 18.44.060.D) at full build-out of the proposed site based on the analyses included in this study. CONCLUSIONS Having no significant development related traffic impacts, development of the proposed Bronzeleaf Condominiums would not require any specific improvements to mitigate any traffic related impacts. The existing sight distance at the intersection of Durston Road and Cottonwood Road may need to be addressed to improve overall safety with or without the addition of site related traffic.
