A site plan of the project is shown on Plat 1 bound in the appendix of this report. The utility site plan for the project is shown in Figure 2, also bound in this report, complete with a layout for all of the intended infrastructure improvements. The scope of the infrastructure and landscaping improvements is outlined in Table 1 below: TABLE 1 PROJECT OF INFRASTRUCTURE IMPROVEMENT SUMMARY ITEM DESCRIPTION PHASING 1 Sanitary Sewer Sanitary sewer improvements will include all main line collector lines, manholes and service stubs shown on the site plan. Main line sanitary sewer facilities will be 8-inch diameter mains installed to the City of Bozeman requirements. Service stubs to the individual lot will be four-inch and six-inch stubs. 2 Water Main The six-inch diameter main water line, hydrants, operating valves, services, fire line stubs, and associated improvements will be installed initially with the construction of the project. Main installation will also include the 10-inch diameter Ferguson extension to U.S. 191. All individual service lines will be stubbed to the individual lots with 11 inch and 2-inch line as shown on the utility site plan. Water system improvements will include fl- inch diameter fire line stubs to the lot lines. 1 3 Storm Drainage All main trunk storm water lines, manholes, curb inlet catch basins, curb castings, and connecting pipes on Valley Commons Drive will be installed with the initial improvement package. The storm drain improvements to be installed with the pro ject's construction package are shown on the site plan. Individual parking lot inlet grates and drain sumps will be installed as lots are developed and not with this mutual improvement package. The main storm drain detention and retention facilities serving the west portion of the development will similarly be installed with the initial improvement package. These basins will include a detention basin with outlet controlled structures in the Northwest corner of the Business park (Fallon at Ferguson) and several low profile retention ponds or border dikes in the lineal strip along U.S.-191 (Huffine Lane). 4 Street/Curb & Paved asphalt streets and associated integral curb and Gutter/Sidewalk& gutter will be installed on Valley Commons Drive Pedestrian And from the curb stubs at the USDA facility to Ferguson Lighting Avenue. Curb and gutter and sidewalk Improvements improvements will be completed on Ferguson Avenue with the initial improvements package also. Street lights will be installed along Fallon and along Valley Commons Drive with the initial improvement package as shown in the landscaping plan. A concrete (sidewalk) pedestrian PAFL way will be installed along U.S.-191 as well, connecting Valley Commons with the Ferguson Avenue corridor. 5 Landscaping Landscaping improvements will be completed along the U.S.-191 open space corridors. WATER MAINS: PC Development intends to construct all City standard main water system improvements, to include: the looped 6-inch diameter line through Valley Commons Drive, complete with all of the individual services to the lot lines, 4-inch diameter firelines to each lot and associated operating valve fittings, hydrants and pipe fittings, installed to City standard. These improvements will also be included in the looping of the main along Valley Commons Drive with a 10-inch diameter extension along Ferguson Avenue. The Ferguson main will 2 connect to the existing 12-inch diameter ductile iron main on Fallon. From its connection i to the main at Valley Commons Drive it will be extended South to the U.S.-191 right-of- way on the Valley Commons side of the street. Ferguson Road is an existing paved street from U.S.-191 to West Babcock. The Ferguson main will be placed behind the curb in the boulevard to avoid disruption of the existing pavement along Ferguson. The extension of the main on Ferguson Avenue from Valley Commons Drive to U.S.-191 for future extension south of US-191 was a requirement of the City of Bozeman. The cost of the oversizing, beyond the required City standard 6- inch main, will be borne by the applicant. MATERIALS AND INSTALLATIONS: All water system improvements will be installed with City of Bozeman approved materials and components, and to the City of Bozeman and Montana Public works standards. FLOWS AND PRESSURE: The improvements will meet the minimum ISO (Insurance Service Offices) fire flow requirements for commercial businesses or up to 2,500 gpm flow for a minimum 2-hour duration. Operating or working water pressure in the Valley Unit area are all well above ten state standard minimums of 35psi and above 20psi during fire flow conditions. Normal operating pressure is approximately 90psig. SANITARY SEWER: In regard to the sanitary sewer improvements, the developer and applicant, PC Development, will install all normal sanitary sewer main improvements for the project, to 3 include standard 8-inch diameter gravity lines, City standard manholes, and service stubs to the property lines as shown on attached Figure 2, the overall infrastructure site plan. Sanitary sewer improvements will require the installation of a new manhole in Fallon over the existing main in that street. The street standard repairs will be required here to accommodate this new manhole and sewer pipeline extension into the eastern portion of the Business Park. The additional manhole is required due to gradient limitations across the subdivision and the inability to route sewage flow from the entire subdivision to the east and into the USDA sewer main. As one can see on the utility site plan, a portion of the Business Park's sewage flow will be routed in that direction (to the east). The City and State plan reviewers of this project should realize that the Valley Commons Business Park involves the rearrangement of Tracts 4a, 5a, and 6a of the original Valley Unit 1 Subdivision to the City of Bozeman. These three large original tracts were provided City water and sewer as shown on the attached plans. With the rearrangement of these tracts through the Valley Commons PUD, two of the water and sewer services from the original Fallon utility improvements will be utilized for several of the business establishments which will front on Fallon. The ones that are not going to be utilized will be left in place as they currently exist. MATERIALS AND INSTALLATION: All water system improvements will be installed with City of Bozeman approved materials and components and to City of Bozeman and Montana Public Works standards. Sanitary sewer materials and installation will be to City of Bozeman and Montana Public works 4 requirements. FLOW AND GRADIENT: Sewage flows and pipeline gradient will maintain pipeline velocity above the minimum required 2 feet per second, preventing the deposition of sewage solids. STORM SEWER: A portion of the development's storm water runoff will be routed through the Yellowstone Avenue storm sewer trunk line with detention provided at the original Valley Unit detention facility located in the Valley Unit Park between Toole and Durston. Release water from the storm water detention basin from the western portion of the project will be routed to the Ferguson Avenue storm sewer/irrigation line following on-site detention and treatment. Detention areas are provided on-site for the western half of the subdivision in the open space corridor in the Northwest corner of the subdivision as shown on the engineering design plans. This engineering design report specifically addresses sizing of the storm water of the detention/retention stormwater improvements. The design computations and calculations to include design hydrology (storm intensity, duration, frequency data) and hydraulic data (flow, slope, travel time, time of concentration, volume) etc. for storm water detention areas, sizing their volumes, release flow rates, etc. are bound in Appendix "A" of this report. The developer will install the main storm sewer extensions as shown on the utility site plans, manhole storm inlets, storm inlet lead pipes and curb inlet catch basins and castings. Drainage improvements to specific parking areas will be completed with the development 5 of each site. A grading plan for the entire project is provided with this submittal to provide future lot developers with approximate location of parking lot grates for proper drainage of runoff areas on each lot. For the most park, these parking lot grates will not be installed with the initial improvement package. STREET PAVING IMPROVEMENTS: Asphalt street improvements will include the construction of Valley Commons Drive complete with curb, gutter, and paved street improvements. Street improvements will also include access construction of the short drive between Valley Commons Drive and Fallon which will be done midway into the project. This street is called Ginella Way. Improvements on this connector access will include street paving and all integral curb, gutter on both sides of the street. Street sidewalk improvements will be installed on the park side of Ginella Way. Improvements will also include integral curb, and gutter, and sidewalk improvements on the Ferguson Avenue side of the street. A city standard sidewalk will also be installed on the Fallon side of the project with the initial improvement package. The common pedestrian improvements for the project will also include the concrete pedestrian sidewalk through the common open space corridor along U.S.-191. SIDEWALKS: Sidewalk improvements along Valley Commons Drive are scheduled for installation by the individual property owners as lots are developed. City standard sidewalks are scheduled along U.S. 191 (Pedestrian Pathway) and Ferguson Avenue and Fallon with this main 6 infrastructure improvement package. LANDSCAPE/STREET LIGHTING: Boulevard landscaping will be installed on all public and private street frontages in conjunction with the development of each lot. Landscaping improvements will be made along the U.S-191 open space corridor only. Street lights (see attached detail) will be added along the Valley Commons and Fallon street right-of-ways. PROJECT TIMETABLE: The project is scheduled for construction this fall. As of this writing engineering plans and specifications have been submitted to the State Department of Health and Environmental Sciences and the City of Bozeman. Following a favorable review of the design package by both entities, work will commence on or before October 1st of this year. If the weather permits, paving improvements will be made this year.
