THE INTER-NEIGHBORHOOD COUNCIL (INC) MEETING OF BOZEMAN, MONTANA
DRAFT MEETING MINUTES
Thursday, Apr. 14, 2016
Attending: Jennifer Rockne (SCAN, moderator), Dave Chambers (NENA), Felix Spinelli
(UNA), Kirk Johnson (MarLin), Joe Genovese (NHVN), Ginny Cowan (BCNA),

Introductions
Bozeman Ponds – won’t vote on membership tonight, because bylaws are not finished
yet.
Reviewed Mar. minutes. Question about the survey results in Chris Kukulski’s presenta-
tion – has 58% in favor of Law & Justice Center property tax increase, 52% opposed.
Jessica will send Mr. Kukulski’s presentation. Dave moved to accept. Joe seconded. Mo-
tion passed unanimously.
Public comment: Crew leaders with Montana Conservation Corps. Katelin, Joe, Lena,
Lena, and Andy. Here to observe. The group is currently in training. Working on trail
maintenance and improvement, invasive species and habitat restoration, historic restora-
tion, chainsaw projects.
4:42 Bill Klundt, BPD update
BPD has opened a new office at the library. Will open up a new door onto the main hall
to improve access. Some dept. history, handouts, some hands-on displays for kids. Up-
stairs in NW corner behind reference area, officers will be manning station at different
times. They can submit reports from there, and will help with problems that have been
occurring at the Library.
Discussed issue with assault on elderly woman on W. Cleveland. Bill hasn’t heard of any
other incidents around town.
Through week 4 of 10 on Citizen Police Academy.
Question about enforcement of cell phone ordinance. Courts had not been doing anything
with tickets that were written.
4:55 Jessica Johnson – update on Cooper Park Neighborhood Association
First meeting about 5 weeks ago.
Boundaries were amended to slightly increase size. Runs to SCAN, UNA, and MSU
boundaries. West boundary is in alley between 10th and 11th.
Jessica provided template for Neighborhood Association bylaws.
Has a steering committee, rather than officers.
Kathy requested that Jessica send out a copy of bylaws.
Dave moved to approve Cooper Park as our newest neighborhood association. Joe se-
conded. Motion passed unanimously.
Working with a group from MidTown about forming an association there.
5:10 Capt. Steve Crawford – Update on Law & Justice Center project
Law Enforcement building and Courts building.
The Courts building design is in flux – still some engineering requests being considered
to save money.
Courts building – municipal courts, county courts, 3 district courts. Plus Youth Court.
Bozeman City prosecutors, Gallatin County attorneys will more to Courts building. Also
Clerk of District Courts.
Law Enforcement building is two stories, but most of it is on first floor.
Courts building is four stories.
Law Enforcement building is being designed to accommodate 20 years of growth, but can
probably handle 30.

“The INC exists to:”
- Give a voice to neighbors and neighborhood concerns
- Facilitate communication between City and neighborhoods
- Build more cohesive neighborhoods
- Foster City’s Neighborhood Program by support neighborhood actions and conveying
information
- Provide forum for City – neighborhood interaction
- Share info and concerns
- Learn about City programs and projects
- Make recommendations to City Commission and staff
2016-17 INC Goals:
- Rollout of NextDoor to neighborhoods
- Support of Good Neighbor Committee – student transition to citizen, rental safety
- Support City sustainability efforts
- Provide input to City Commission on issues that affect your NA. Improve City gov-
ernance
- Increase amount of people represented by NAs
- Establish more working groups to perform in-depth analysis of pertinent issues
- Improve media presence
- NAs hosted social events and annual meetings
Possibly form a working group to refine. What would it do?
- Create guiding statement for why INC exists
- Create list of SMART goals for INC to accomplish
Possibly use Executive committee members – Jennifer, Bob, Joe, Jessica
Jessica recommended adding Kathy
Jennifer appointed those five people to the subcommittee. We will work out a meeting
time offline.
5:50 NRO revision
Bob and Jessica prepared some possible revisions of the NRO.
1st reading of revisions.
Before May INC meeting, Bozeman will do legal review. Greg Sullivan may change
wording.
May 12 INC meeting – final review and vote for adoption
June 6 – 1st reading at City Commission meeting
June 13 – 2nd reading (consent item)
Jennifer’s comments: maybe change guideline for size from 100-500 to 100-600 or 700.
Change “citizens” to “residents”.
Discussed the reasons for suggesting size guidelines – maybe don’t need a maximum size
guideline. Discussed whether we would have a minimum suggested size. Seems to be
some consensus that it would be useful to have some minimum size guideline. Maybe
keep the 100 limit.
Copy language from bylaws – rather than “residents” or “citizens”, include businesses,
non-profits, etc.
Discussed whether we can exclude any additional mention about HOAs.

Mitch Overton will come to May meeting to discuss forestry and the ash borer.
INC rep roles and responsibilities.
Moving to new platform for web site.
Update from working group about INC goals.
Kagy Blvd. construction meeting on Apr. 21. MSU Stadium Club.
Cleanup Day Apr. 23 – 8 AM at Library. Signup at Bozeman.net/cleanupday
Bobcat Fest Apr. 29th, 5-8, downtown
Transportation Master Plan – next public meeting May 12th.
Our next meeting is also May 12th.
Cleanup Day – breakfast kickoff in large conf. room at Library. Can pick up kits there, or
in advance - can register online and indicate pick up in advance. Wed. – Fri. 2-5 PM.
Leave bags on curb and city will pick up. Green for recyclable, yellow for trash. Dump-
sters at Library and Fire Station 3 for big items.
Free eWaste day at Logan Landfill. 7:30-4:30 Apr. 23.
