DRAFT MEETING MINUTES
Thursday, Feb. 11, 2016

Reviewed Dec. and Jan. minutes. Ginny moved to accept. Joe accepted. Motion passed
unanimously.
Tom Rogers – City projects and UDO (Unified Development Ordinance) update
Working on complete revision of City’s development code (ch. 38 of City’s code). Ordi-
nances for all residential and commercial development in the City. A team of three con-
sultants has been hired to help with process (from Seattle, Spokane, and Portland). 18
month program – three or four months in now. Phase 1: focus on midtown (N. 7th, part of
urban renewal district). Plan was adopted in 2006, but nothing has been done to date. Al-
so reorganizing ch. 38 of code. Adding some specs for other types and styles of housing
(other than single family homes and apartment buildings). Have held 23 public meetings
so far, including meeting last Tuesday. Close to releasing draft zoning district for mid-
town. Zoning commission, planning board, and City Commission will each review, start-
ing in March.
Phase 2: rest of City. NCOD, downtown.
Passed out some questionnaires that have been circulated.
Bozeman.net has a link to the UDC Code Update on the home page.
Midtown – roughly 5th to 9th. Main St. west to 15th.
Neighborhood input has been limited so far – would like to have a lot more.
Carson suggested that we submit information to Tom about what is important to INC
members, particularly as the department moves into phase 2 of the project.
4:55 Rick Hickson, City Engineer – Public Works Update
Working on update of transportation master plan for the City. Just finished growth alloca-
tion portion of plan. MDT is building a travel demand management model using data
gathered from various sources.
More emphasis on non-motorized travel in new plan. US Congress is not allocating any
new money for streets. It is up to municipalities to figure out how to fund transportation
network.
Have had around 30 public meetings with different groups regarding the TMP. Hoping to
wrap up the process in the fall. One way that input has been solicited is via Wikimaps in-
put on City web page. (bozemantmp.com) The group will continue to take comments.
Planning in progress on Kagy rebuild (between 19th and Willson).
N. Wallace rebuild from Lamme to the railroad tracks also in progress. Solicited a lot of
input from neighbors about improvements and problems. Commission has approved an
intent to form an SID. Money will come from the street reconstruction fund. 15% funded
by residents, 85% by community at large. 17 day protest period for the SID has started.
Rebuild of Rouse in progress – state project. From Main St. to Story Mill Rd. Two phas-
es, one from Oak to Story Mill, and the other from Main to Oak. Several houses are two
close to road and are being bought to acquire right of way. Nothing has been proposed for
the railroad crossing (other than rebuilding crossing).
5:15 Tom Thorpe – parking districts
Process of setting up a residential parking district. Currently two of these districts – high
school and university district.
Process of establishing district is in City Code 36-04-330. Two ways to submit request:
submit petition directly to City Commission, work with Parking Commission. Must de-
scribe district. Need to create signage, handle enforcement.
District set up to control traffic, promote tranquility between residents and traffic, reduce
noise, reduce litter.
For things like parking around parks, instituting some two hour parking zones.
Working on ways to encourage businesses (particularly construction downtown) to car-
pool or bus employees from out at the Fairgrounds or other parking areas.
Encourage people to attend parking commission meetings. City recently joined National
and International Parking Associations.

5:40 Mayor Taylor’s FYI
Thanks for State of Neighborhoods presentation.
Feb. 29 meeting will be doing goal setting. Feb. 22 meeting will solicit what people want
to see in the goals.
City working on strategic plan. There will be citizen participation in the development of
the plan. Try to help resolve tension between free enterprise and desire to steer develop-
ment.
5:50 Jessica’s Action Items
Recognize Loyal Gardens as a Neighborhood Association. Lisa Thompson will be the
INC representative. Meeting was held last week, properly noticed. Jessica has worked
with legal team to draft a bylaw template. Loyal Garden is an HOA, but will run neigh-
borhood association meeting concurrently with HOA meeting. Leadership structure: Pres-
ident, VP, Sec/Treasurer, and at-large member. Current officers are the HOA officers.
Separate set of bylaws for NA. Boundaries are the same as the existing HOA boundaries.
David moved to approve Loyal Gardens as a recognized neighborhood association. Felix
seconded. Motion passed unanimously.
Cooper Park approval will be on the agenda for March.
INC representative for Good Neighbor Committee.
Committee works with Dean of Students’ Office at MSU to improve transition from on-
campus to off-campus living. Kathy Powell was the rep previously, but we are looking
for a new rep. Meetings typically first Wednesday of the month from 3:30 – 5:00PM.
Reps from Police, Fire, University Police, Peak Property Management, Mike Hope,
Downtown Business Association, Jerry Perlinski (Town & Country).
Felix volunteered – Joe will serve as alternate.
FYI
Jessica will send out an email about goal setting.
Jessica will have info next time about coalition to reduce alcohol and substance abuse.
Working on using NextDoor as an online platform for communications.
Clean Up Bozeman will be Sat. Apr. 23. Doing breakfast kickoff at Library instead of
lunch at Bogert Park. In the event of inclement weather, kits will be available at any time,
and you won’t need to return them. Collection can be done any time as well – leave on
the curb and Solid Waste will pick them up.
Will move review of State of Neighborhoods to next meeting. Also Wendy Thomas and
David Fine (update on fiber).
