Mayor Taylor will continue to be the INC liaison for another two years.
Enthusiastic about getting more neighborhoods on board.
Agenda changes – Thomas Thorpe and Rick Williams to talk about downtown parking
plan. Talk about Good Neighbor program.

Last night was first meeting to hear neighborhood concerns about parking. Downtown
employees are pushing into neighborhood parking north and south of main.
Issue with too many renters.
Issue with events downtown.
Original time frame around April to submit report. May push slightly following meeting
today with City Commission.
Different approaches to resolving issues – permit parking options.
Encourage alternative transportation modes.
Second Thursday of every month there is a parking commission meeting. 7:30 AM in
Commission chambers.
Data indicating more cars downtown every hour of the day (8:00 AM to 9:00 PM)
Parking garage approaching capacity (roof isn’t plowed most of the time) Probably 75%
full most of the time.
Some possible improvements in signage. Make sure it is apparent that you can park on
the streets off Main/Babcock/Mendenhall.
In the March/April timeframe, there may be opportunities to review lists of issues and
possible solutions.
Discussed options for remote parking and shuttles.
Jessica will distribute form to submit complaints about parking that can be submitted to
City Streets / Engineer.
Parking Dept. has web page off the City page.
Question about Wallace reconstruction – Jessica will follow up with Rick Hickson and
Craig Woollard.

5:10 Bozeman Police report – Bill Klundt
End of the year statistics: 49,000 calls for service (2014 was around 50k). 289 DUIs, 83
reported burglaries, 1666 motor vehicle accidents (419 in Nov-Dec).
300 residences / businesses fined for not shoveling (~$20k since Christmas)
City looking at alternative strategies for plowing
Current ordinance – 48 hours parking without moving. Usually don’t start ticketing until
5 days elapsed. Attempt to contact owner, then ticket. Towing takes quite a while longer.

Review of minutes from Dec. 10 meeting.
Joe moved to accept. Kirk seconded. Motion passed unanimously.

City requesting citizens fill out the national citizen survey online. Link from bo-
zeman.net. Responses will be used in strategic planning process.
Historic Preservation Board is accepting nominations for awards ceremony. Nomination
form must be completed by Feb. 12.
Sacajawea Middle School expansion meeting tonight from 6-8.
Cooper Park area is looking to form a neighborhood association. Main to Cleveland, S 4th
to alley between 9th and 10th. Hopefully have a vote for approval in March. Loyal Garden
subdivision is also interested. Jessica will present at their HOA meeting next week. Mid-
town is also trying to get going again. Main to Durston, 11th to Grand Ave.
5:40 State of Neighborhoods address
Jan. 25 – 30 min. public comment anticipated (Commission will vote to decide whether
to reclaim decision making / approval for site plan from Planning on Golden Gate con-
dominium plan by Loyal Garden). We are the next item on the agenda – probably around
6:30.
Year in review – departments that have spoken at INC meetings, percent of city repre-
sented, activities (block parties, luminaries, potlucks). Helping departments interact di-
rectly with neighborhoods (NCOD review, Transportation Master Plan, interaction with
neighborhoods on new developments like Heeb’s). New neighborhood coordinator.
Send any additional suggestions to Jessica.
Discussion about the NCOD and what the alternative might be.
Discussed goals to expand budget for neighborhood program. Add any performance
measures to evaluate progress on goals?
