DRAFT MEETING MINUTES

Review of minutes from Nov. 12 meeting.
Joe moved to accept. Ginny seconded. Motion passed unanimously.

Reviewed press release on Matthew Dobson stealing vehicles and goods in Bozeman.
Apprehended in Park County today. Stole at least twelve vehicles (Billings, Park County,
Bozeman). All were unlocked, several had keys in the cars. At least two different guns
recovered were in unlocked cars.
Mary Kay (“the snow angel”) is now on board for the winter to help with snow shoveling
issues.
Question about anti-idling. It is against state law to idle vehicle on a public street.
Question about parking on both sides of some streets – hard for two cars to pass in street,
especially when there’s snow.

Findings will be presented to Commission next Monday (only a report, not action item).
Final draft plan is available on the City web site. Recommendation is to phase out NCOD
in five years and establish historic districts, and to create design districts. Intended to ad-
dress uniqueness of each neighborhood. Kathy asked if that could be done within the cur-
rent NCOD. If NCOD is eliminated and a neighborhood doesn’t form a design district,
neighborhood reverts to basic zoning. Historic preservation and other issues would no
longer be criteria.
Question about what the goals of the commission are – historic preservation, infill, af-
fordability, other issues?
Jessica has talked to Wendy Thomas about this, and especially about issues with piece-
meal design districts.
Carson indicated that he would like to ensure that something takes the place of the
NCOD if it is being removed.
Some issues with the NCOD have been around how downtown can expand without los-
ing historic character.
Charlotte brought up issues in the NorthEast neighborhood with infill and parking on the
street.
Jennifer talked about “form-based codes” that take into account some issues like charac-
ter and age. This is a component of the consultants’ recommendations.
Discussed what are the issues with the NCOD, and whether it might be possible to tweak
it without letting it expire.
5:30 Carson Taylor’s FYI
Discussion of Law and Justice Center progress. Meeting with Joe Skinner of County
Commission. Working on more shared space, which should reduce cost. Discussions on
who will own the land, how they will share it, and how the bond issue(s) might be pre-
sented to voters. Possibly a condominium approach to ownership. Probably one big
bond, City will then do a levy to pay off the city-only portion.
Architects changed orientation of police station to be south-oriented for better passive so-
lar.
Process seems to be going well now.
Probably will go on the ballot in Nov. 2016. That might be the same time as the school
district is on the ballot for the new high school bond.
Carson will be sworn in as mayor on Jan. 4. They will probably assign liaisons to adviso-
ry boards at that time as well.
5:45 State of Neighborhoods Address
Carson’s suggestions: Don’t read the slides.
Jessica is getting some numbers about population in each neighborhood, percentage rep-
resentation of city’s population in recognized neighborhoods.
Reviewed priority items from last year’s state of neighborhoods.
First high priority item – rental property and absentee landlords. Agreed that this contin-
ues to be important. Might expand to include something about the AirBnB/VRBO issue.
Also discussed Town & Gown initiative, and maybe strengthening support for it.
Discussed statement about “higher density development”. Suggested to add “where ap-
propriate”.
Second high priority – street traffic and public transportation. Leave as is, but can remove
the bullet about a “community self reporting system” in place now. Should we include
something about the Transportation Master Plan? Maybe urge the Commission to have a
focus on safe neighborhoods (walkable, safety, good connection, multi-mode transporta-
tion) as it considers the changes to the TMP.
Would a subitem to include a goal for the City to encourage alternate mode transporta-
tion.
Acknowledge that we removed the item for community self-reporting because we feel it
was resolved satisfactorily.
Third item – Streetscape and infrastructure improvements in neighborhoods. Amend last
bullet to be “continue to provide incentives to encourage residents to repair sidewalks”.
Decided to include local option gas tax as a possible alternative to SIDs.
Should a high priority item be the NCOD alternative and retaining historic districts and
neighborhood character. Quality and integrity of neighborhoods.
Tabled remainder for next meeting, Jan. 14. Review in advance and send any suggestions
to Jessica.
State of Neighborhoods address scheduled at Commission meeting Jan. 25.
