Josh Waldo (Chief, Bozeman Fire Department) Wendy Thomas (City Community Development Director) Carson Taylor (Bozeman Deputy Mayor, INC Liaison) 4:32 Jennifer convened the meeting Review of minutes from Oct. 8 meeting. Kirk moved to accept. Ginny seconded. Motion passed unanimously. Public Comment: None Chuck Winn introduced new neighborhood coordinator, Jessica Johnson. Previously worked for the State. Started last week, attended MarLin neighborhood meeting her first night. 4:37 Bozeman Police report – Bill Klundt Handout – map of thefts Sept. vs. Oct. Can filter to different crimes, find addresses, etc. Coffee w/ a Cop next week @ Daily Coffee Bar on Oak & Rouse. Nov. 18, 11:00 AM – 1:00 PM. Christmas Stroll on Dec. 5. Will be distributing info, hot cider. Shop w/ a Cop Dec. 12 @ Target. Combining with County, Manhattan PD, Belgrade PD, MHP, and MSU Police. Kids are given gift cards, as are parents. Officers help kids shop. Afterwards, come to City Hall, have pizza (donated by Tarantino’s), wrap packages. Joe went for a ride-along with an officer recently – great experience. 4:50 Wendy Thomas – Community Planning Update Update on NCOD (Neighborhood Conservation Overlay District) draft report recommen- dations. Bozeman.net … departments … community development … NCOD evaluation. Link to the report on the page. Still a draft. Surveys are due by Nov. 16. Soliciting public comment through Nov. 23. Comments after that time can be passed to Commission, but won’t be included in report. City Commis- sion meeting on Dec. 14 will review recommendations. Four focus areas: Historic Preservation, Affordable Housing, Infill Development, Design Guidelines. Recommendation to change to design guidelines on a per-neighborhood ba- sis. Remove N. 7th from NCOD. Create a new district for N. 7th. Emphasis on strengthen- ing neighborhoods. Currently NCOD functions as a “neighborhood association” staffed by City. Shift to allowing City to assist neighborhood associations in adjusting guide- lines. Ground floor accessory dwelling units recommended. Recommending relaxing demolition restrictions to only apply to historic buildings or buildings in historic districts. Change “deviations” to something less offensive. Not many recommendations on affordable housing. Looking at historic property values while NCOD has been in place. Comments are really needed. Can submit comments to agenda@bozeman.net. Will be sent to City Planning and City Commission. If a neighborhood does not elect to establish guidelines for a historic district, current plan will revert to the default City zoning guidelines. Neighborhood should be able to decide how extensive the guidelines will be. Projected timelines will be established after Commission approval. NCOD would proba- bly stay in place for 5 years while programs are being developed. Recommendation about determining boundaries of neighborhoods to do something simi- lar to annexation process – if 50% of residents agree, create the district. Planning working with City Attorney’s office on final review of draft Demolition Ordi- nance. Meeting set up week of Thanksgiving to review. Should have the Ordinance avail- able in draft form for our next meeting (Dec. 10) 5:15 Josh Waldo – new Fire Chief Has been in Bozeman a little more than two months. Lifelong resident of E. Tennessee. Looking forward to attending meetings and events – wants to be engaged and involved with community. If there are any questions, contact Fire Dept. Question about status of Rental Safety Program. In last year, has done 141 inspections. Stalled due to lack of Fire Marshall. Interviews that position start next week. Hope to have person in place by January. Should get program started up again then. 5:20 Jessica Johnson – new Neighborhood Coordinator BPNA and NENA and SENA meetings coming up soon. Managed Home Program for the State previously, doing compliance and control for other housing programs. Prior to that, worked for Habitat for Humanity in Florida for two years. Taught 7th grade social studies in Tennessee. Born and raised in Mississippi. New study says that over 50% of U.S. citizens don’t know their neighbors. Jessica hopes to improve ease of access for all Bozeman’s citizens. Encourage more neighborhoods to become recognized NAs. Reviewing report on getting HOAs integrated into neighborhood association program. Hoping to have a strategic plan put together in time for next meeting. She plans to schedule times to meet with representatives from each neighborhood association. Kathy looking forward to resumption of the notices about development activities. Jessica planning weekly update emails. Looked at Community Development map on Bozeman.net. Shows all the development applications (everything that needs planning involvement) 5:30 Continuation of Neighborhood Recognition Ordinance Review Jessica has a discussion with City Attorney tomorrow about funding for neighborhood as- sociations. In subsection A, cross-reference section that has the minimum requirements. NA representatives might work to make sure they are soliciting input from neighbors to pass along to the City. Some neighborhood associations probably need to work on a designated alternate for the INC rep. Jessica will look at creating a template for the annual report. Is anything else needed to be done with sections D and E. Carson thought they seemed pretty harsh – maybe eliminate section E, since it is redundant with D to some extent. Suggestion is to move the part of E regarding INC reviewing and commenting before the last sentence of D. On agenda for third Monday of January for State of Neighborhoods address. Need to get info together in next INC meeting. 5:55 FYI Carson’s update – missed UNA meeting. Going to NENA meeting Thursday. Going to SENA meeting Dec. 8. Trying to build neighborhoods program over next two years. Ex- pects to be considering issue of neighborhood rentals (AirBnB and other arrangements) soon. Working on State of the City Address, including some comments about state of INC & neighborhood program. Figure out ways to get more citizen feedback from this channel and how to utilize it better. Address sometime in January or early Feb. Will redo the committee liaison appointments in that same time frame.
