To the City Commissioners,
We have lived at 915 S. 3 d for 38 years and have seen many changes in our neighborhood, which
includes 304 W. Cleveland. While we appreciate Ian's willingness to go through the city process for a
Conditional Use Permit (CUP) our concern is over the permit itself. Because a CUP attaches to the land
in perpetuity and passes to future owner's, we view it as spot zoning. We believe there should be
consideration for the R-1 zoning designation and the fact that the subject property falls within the Bon
Ton Historic District.
A CUP does not provide for oversight or periodic review of a VRBO. We would ask that the City not
consider any property for a CUP for a VRBO until the following procedures have been put in place.
1. Grant approval for a VRBO to the present owner. The designation would expire upon a change
in ownership, ie not to go with the land.
2. Grant approval for a specific period of time such as 1 or 2 years.
3. Require periodic review of any designated VRBO's for impact to the neighborhood and
saturation levels of a neighborhood.
