XVI. Report by Rocky Mountain Security on Bridger Garage (Stewart Cook). Stewart Cook (Rocky Mountain Security) gave a report on some of the incidents that Rocky
Mountain officers have seen in the parking garage since they started patrolling March 24th.

XVII. Review of parking plan update and timeline.
Tom went over the tentative time line for the Rick Williams report.

Anna Rosenberry went over the budget report for FY17 and an estimate into FY21.

XIX. FY 2017 Budget Adoption.
Anna informed the Parking Commission that May 23rd is when the budget will go in front of the City Commission. June 20th will be the final approval with the City Commission.

XXI. New business. David Fine (Economic Development Specialist) spoke about the development of Midtown.
Cyndy suggested that the Parking Commission start thinking about setting up a new Resident parking
district in midtown.
Chuck announced to the BPC that the City Manager has approved Hawthorne School to use the Commission room starting the end of August for two Kindergarten classes. BPC will have to meet at a different time or start using the Gallatin County Commission Room.

Parking Manager’s Report
The garage has been swept and the stairwells have will be pressure washed and cleaned. The decision to
remove the pay on foot machine will be carried out as soon as time permits. In May I hope to be able to
complete the crack repairs needed and continue beautification efforts.
Garage use statistics show a drop in our hourly parkers in April. I do not know any reason why this has
occurred but it seems to be similar to past years. I hope to see an increase in the summer months as our
tourist season begins.
Validation and hotel use remains the same. The Element has let me know that their summer is
rapidly booking the hotel to capacity; this may or may not increase their validation usage. It is the first
summer with the hotel online, ergo the use of their garage validations will remain fluid.
Exhibit 2
Revenues are still below expectations, but I am confident our staff is working hard to manage parking in
the city. WE hit 81% of our expected revenue with half staff for most of the year. I believe we will show
marked improvement in FY17.
Expenditures to date:
Crack repairs and credit card software updates still need to be accomplished in May and I am working to
get that done.
Exhibit 2
The parking report is out to the public and I am being interviewed by local media. If any member
of the commission would be willing to sit for an interview with the press I think it would increase
the exposure of the Parking Commission.
Stakeholder meetings about the draft plan are scheduled for early June 2016. All meetings will
be open to the general public and held at Bozeman City Hall (121 North Rouse) in the City
Commission Room.
• June 8 7:00 PM presentation of the parking plan to neighborhoods and general public.
• June 9 7:30 AM presentation of the parking plan to the Bozeman Parking Commission.
• June 9 1:30 PM presentation of the parking plan to business stake holders.
The final draft of the plan is expected to be completed in June 2016 with the final plan
presented to the City Commission on July 18, 2016. (Subject to change)

1-Apr 0:17 Parking Garage Electrical room in the basement south west was found unlocked.
2-Apr 2:54 Parking Garage
One male sleeping in the north stairwell and 2 teenagers sitting in
their car on the top level. All left when asked. Conducted walk-
through. No other violations observed. Area cleared and secured. No
further action.
2-Apr 1:30 Parking Garage One male found on the top level sleeping next to a car. He left when
asked. Area cleared and secured. No further action.
3-Apr 23:01 Parking Garage One male sleeping in the basement north stairwell. He left when
asked. Area cleared and secured. No further action.
3-Apr 2:53 Parking Garage One male sleeping in the south west upper level stairwell. He left
when asked. Area cleared and secured. No further action.
4-Apr 22:15 Parking Garage
Found one male in the north basement stairwell. He left when asked.
Conducted inspection, no other violation. Area secured no further
action.
4-Apr 2:30 Parking Garage
Same African American Male (Robert) with a Dolphins jacket was
sleeping in south east stairwell. Called BPD, warned again and left.
Conducted inspection, no other violation. Area secured no further
action.
5-Apr 22:29 Parking Garage
Found Jordan Fritz in the north stairwell and was asked to leave. Boz.
PD and AMR arrived for a medical call with Austin who was one of the
two male that left Streamline.
6-Apr 20:34 Parking Garage
Three males skate boarding on the fourth floor. Became very angry
but left. No other violations observed. Area cleared and secured. No
further action.
9-Apr 1:33 Parking Garage
Arrived to witness a female driving a Penske moving truck which was
too tall, the truck made contact with the ceiling of the parking garage.
She then put the truck in reverse and backed into a concrete median.
Notified BPD.
9-Apr 1:38 Parking Garage Drove to the top level of the parking garage and observed 3 Males
push a 200 gal. Water tank off the top level into the alley. Notified
BPD who arrived at 0202. Conducted inspection, no other violation.
Area secured no further action.
11-Apr 23:30 Parking Garage
2 Females on the upper level having a picnic. Both left when asked.
Conducted inspection, no other violation. Area secured no further
action.
11-Apr 2:40 Parking Garage
Top level of the parking garage found a Dodge van with blankets taped
to the windows. Informed occupant that they could not stay and must
leave. Conducted inspection, no other violation. Area secured no
further action.
12-Apr 23:20 Parking Garage
Two individuals, one male and one female skateboarding on the top
level. They both left when asked. Conducted inspection, no other
violation. Area secured no further action.
13-Apr 0:04 Parking Garage One male sleeping in the basement north stairwell. He left when
asked. Area cleared and secured. No further action.
16-Apr 0:11 Parking Garage One male sleeping in the south east lower level stairwell. He left when
asked. Area cleared and secured. No further action.
15-Apr 0:54 Parking Garage
Found a backpack and a purse in the south west stair well. Found
another backpack in the south east stair well. Called BPD to come and
pick up all items. Conducted walk-through. No other violations
observed. Area cleared and secured. No further action.
22-Apr 23:41 Parking Garage New Graffiti and feces in the fourth floor stairwell. Reported to
dispatch.
27-Apr 20:43 Parking Garage
Found one male in the south west 4th floor stairwell drawing on the
floor with chalk. He left when asked. Area cleared and secured. No
further action.
28-Apr 20:34 Parking Garage Found a male in a wheel chair sleeping in the 1st floor north stairwell.
He left when asked. Area cleared and secured. No further action.
