Commission Memorandum
REPORT TO: Honorable Mayor and City Commission

SUBJECT: Proposed rezoning of certain properties along and south of West Lamme
Street from R-4 to the proposed R-5 (Residential High Density Mixed Use
District) which were removed from proposed rezoning at provisional adoption of Ordinance 1943 (Midtown Zone Map Amendment).

RECOMMENDATION: At the City Commission discretion.
RECOMMENDED MOTION: “I move to direct the City Manager to take all required steps to present the Commission with an ordinance amending the zoning of properties along and south of West Lamme Street from R-4 to the proposed R-5 for a public hearing to occur on Monday, May
23, 2016.”
BACKGROUND: The City Commission held a public hearing on April 11, 2016 to
provisionally adopted Ordinance 1943; the Midtown Zone Map Amendment. The Commission moved to remove certain R-5 properties from the map amendment including an area south of Lamme Street bounded by N 11th Avenue on the west and N 8th Avenue to the east and the
existing B-2 District (future B-2M) boundary on the south. The areas removed from the original
map amendment remain at their existing zoning classification of R-4 (High Density Residential
District).
At the second reading of Ordinance No. 1943 on April 25, 2016 the Commission discussed re-evaluating the decision to remove this area from the zone map amendment. This action item is to
allow formal action by the Commission to direct staff to bring forward a properly noticed
Lamme Street Zone Map Amendment (see Exhibit) for consideration on May 23, 2016.
This action is a part of the comprehensive evaluation and update of Chapter 38 of the Unified Development Code (UDC). In addition, on April 5, 2016 the Zoning Commission voted 7:1 to recommend that the City Commission approve the Midtown Zone Map Amendment as
submitted. The property the Commission is considering re-evaluating was included in the
Zoning Commission’s recommendation.
