NorthWest Energy Commission Memorandum REPORT TO: Honorable Mayor and City Commission FROM: Rick Hixson, City Engineer SUBJECT: NorthWestern Energy Customer Agreement, Improved Electric Service to Story Mill Landfill AGENDA ITEM TYPE: Consent MEETING DATE: April 18, 2016 RECOMMENDATION: Authorize the Director of Public Works to execute a Customer Agreement with NorthWestern Energy to extend a new 3 phase 277/480 V power line and transformers to the Story Mill Landfill. BACKGROUND: We are in the process of installing the Montana Department of Environmental Quality (MDEQ) approved corrective measures at the Story Mill Landfill. This includes the installation of both air injection wells and soil vapor extraction wells at the landfill boundary, as well as a new flare to destroy the collected vapors. At the present time we are only extracting and destroying landfill gas from the unlined cell itself. The system being installed now will both inject and extract soil gas which will require a great deal more energy in the form of a larger electric compressor. This compressor requires 3 phase power and the current service is only single phase. UNRESOLVED ISSUES: None. FISCAL EFFECTS: The cost of the new power line is $27,750.00. This will be paid for using the State Revolving Fund (SRF) loan we have gotten from DNRC. ALTERNATIVES: As suggested by the City Commission.
