HomeMy WebLinkAbout04-11-16, Backus, Midtown RezoningApril 10. 2016 Bozeman City Commission 121 North Rouse Avenue Bozeman, MT 59715 Dear City Commissioners, Let me start out by saying when I first heard about the city’s plans to re-invigorate the N 7th Corridor, I was very excited. This area has been in need of re-invigoration for the last several years, and I believe reinvestment in the corridor stands to benefit many in our community in numerous ways. Furthermore, I am largely in favor of higher density development. However, since I have seen a map of the proposed changes, I am deeply concerned about the negative impact the proposed changes will have on my portion of the Northeast Neighborhood. Additionally, after attending the recent Bozeman Zoning Commission and Planning Board meeting, I am greatly disturbed by the denigrating attitudes displayed by some members of the board and commission towards the area I call home. The display of such disparaging attitudes makes me feel like due diligence was not given to the potential negative impacts the changes would have to the existing residential community to the east. Thus, I write to you to express my concerns. Specifically, I will focus on the area of the Proposed Mid- town Zoning that is closest to my home (see red square, attached map). The area consists of a portion of the block bordered on the west by N 5th, the east by N 3rd, the south by Peach Street, and the North by Tamarack (see blue polygon, attached map). In this block, I was pleased to see the BMX park and memorial gardens officially recognized as public land and hope the city plans to improve this existing parkland. However, I was not pleased by the R-5 designation for the remainder of the block. My biggest concerns for the block mentioned are;  The density and allowable building height under R5 in this small parcel will have a huge negative impact on the historic, residential character of the Northeast Neighborhood which lies less than one-half block to the east.  The increased traffic likely generated by a R5 designation, in conjunction with B2M designation of the area to the west, is simple not appropriate for a residential-collector street like Peach St, especially when Peach St. has dedicated bike lanes. Furthermore, I belief it would be in the best interest of all Bozeman residents if the City Commission would consider postponing the adoption of these modifications until  after the revised Master Transportation Plan is completed, vetted by the public , and approved by the commission;  further consideration is given to the impacts on the existing, historic adjacent residential areas; and  after the public has been given more opportunity to provide comment on the existing changes to the City Commission. For example, NENA does not meet until the May 5th. This will help preserve the residential character of the Northeast Neighborhood, whose western boundary is less than a block to the east.
