1. Call Meetingto Order: Bob Wade Chainnan

2. Approval of Minutes: January 14, 2016 Meeting Minutes—Motioned and Approved [Yes: 8 /No: 0]
3. Changes to Agenda: Bob announced that Chris Saunders is first on the list to present but will be late
because of another meeting, and we will work him in when he gets here.
4. Open Public Comments: Mary Van Hall spoke briefly about all the wonderful work this board has
done since she was on the board, and then she introduced Marilee Brown from Citizens for Safer
Bozeman and Gallatin County who spoke about the work going on to create a multi-use trail between
Belgrade and Bozeman. She asked to be put on the board's agenda next month for a more detailed
presentation.

5. Announcements: Bob shared that he sent a thank you letter to the Optimist Club for their financial
support of the INFOBOZEMAN website over the past 10 years. That site has now been transferred to
the city's website.
6. Committee Report, Discussion and Action Items:
a) How the City Develops Park Land: Chris Saunders
- Chris Saunders provided handouts of his presentation including his Power Point,going into furtherI
explanation with examples. [Attached Handouts: RPAB 2 1 l_2016 parkland acquisition and
development, City of Bozeman Ordinances Article 27, and Montana Code Annotated 2015: Park
dedication requirement]

b) Subdivision Review Report: Carolyn Poissant
-Yellowstone Theological Institute: A private development for a campus on South 19`11. Only a
i
preliminary proposal at this point,no parkland dedication, mostly about trail connection.
-Pine Meadow (Durston & Valley): An inf ll development, had an L-shaped parkland and it came
back to the committee now as a rectangle shape, and are proposing a basketball court.
- Farran Apartments (on Tschache,north of Rose Park): This is a dense development that doesn't
have land left to devote to park land, so the discussion has been about park dedication improvements
in lieu off site. This could be a positive opportunity and add a significant difference to Rose Park.
c) Division&Gallatin Valley Land Trust Report: none
d) Trails, Open Space and Parks Committee Report: Stephanie Gray
- Stephanie shared that Don Beeman has replaced Bob Hawks as chair of the committee. Then she
explained that there is approximately$880K still available in the TOP funds. They have discussed
how to use it, but nothing has been decided, then she gave quick updates of the various TOP
projects. There was a discussion on the issue of how TOP fields were used for infrastructure. Bob
and Don were going to work on a letter to Commission regarding policy proposals and their opinions
of how the funds were used.
- Sports Park Master Plan: Carolyn Poissant
-- Carolyn explained the process so far and some of the options considered, using the diagram
included with our agenda.. The master plan is for multi use fields with lots of flexibility for the kinds
of activity and age levels. Phase 1 would be 4 of the 12 proposed fields plus the other items as
explained in her handout/attachment. The foundation doing fundraising has not met the donation
level ($976,100)expected by now based on the agreement with the city.
--Mitch commented that the size and cost are in line with a similar park in Idaho Falls and compared
it to the one in Missoula.
Motion made to accept the Master Plan Concept of the Sports Park. Voted Yes: 8/No: 0
e) Parks& Cemetery Superintendent Report: Thom White- absent
f) Parks&Recreation Director Report:Mitch Overton
- Mitch continued discussion about the Sports Park and the future maintenance that it will require,
along with the additional parks the city has acquired from HOA's and new subdivision parks. A
Parks Maintenance District would be a way of managing all the current parks and parts of the city
we don't yet maintain, and creates a fund of its own to pay for this work. This would take a couple
years to develop and bring to fruition. He explained how they're researching what other Montana
cities are doing to get comparisons. He described the process as implementing a resolution which

allows for a protest period from the community. If more than 10%protest, then it will go to a ballot. j
- Question arose about increased tax base and how that should be taking care of some of the
increased park costs, and Mayor Taylor gave an overview explanation. One problem has to do with j
deferred maintenance of various needs of the city,not just parks,and they seem to all need their
upgrades at the same time. He offered one idea for the Parks Maintenance District to begin with a
small section of the city to test the program and prove its value to the rest of the city before
implementing it city-wide. I
-Mitch shared the current activities of the Bridger Ski Foundation. They may come to present in
March or April, want to do some improvements to the trail,are interested in resurrecting the snow-
making process again,and making the Highland 10' asphalt trail connect to Golf Way and the open
space for roller skiing in the summer and for the rest of community as a multi use walking path.
- Relating to Parks,he and Thom have begun discussion with the MSU School of Engineering about
the repairs and maintenance for 66 "ped"bridges in the parks. This requires a lot of permitting and
engineering specifications. He spoke more about how well the City Works program is going and
giving us good data to use for efficiency and projecting future expenses.
- He mentioned the Father-Daughter Dance going on at the Story Mansion tonight, the rinks are not
doing well right now and had to cancel curling, and recreation is finishing up the spring and summer
program guide this week. Aquatics is still having some staffing issues,but we are looking at some
restructuring of that area that can be done internally.
g) City Commissioner Perspective: Carson Taylor
- Mayor Taylor welcomed the new board members, shared that he may not be here for the March
meeting, and thanked everyone for their service.
