Box 1230 Bozeman, MT 59771-1230 Re: Pine Meadows Major Subdivision Preliminary Plat Application Number 16041 Dear Planning Board and City Commissioners: Thank you for allowing us the privilege of commenting on the new Pine Meadows Subdivision formally known since 1967 at the Zoning District Smith Subdivision. We received the Staff report on March 31 after 5 P.M. What a very short notice to respond to this life changing subdivision. On Page 26 #38.41.060.A.15 Land Use Total front footage on Valley Dr is 1295 plus or minus sidewalk. 1295.00' Mr. Horner is taking 210.46' - 210.46' City of Bozeman Parkland - 120.79' City of Bozeman Retention pond - 30.00' W. Villard Street - 60.00' Total footage for 17 lots 873.75 Mr. Homer's lot will be 33956 sq ft. The average for the 17 lots will be 6,698 sq ft. His lot will be 5 times larger than the other 17. The total acreage for the 17 lots is 2.67 acres or an average of 6.1 houses per acre as compared to 2 houses per acre on the west side of Valley Dr. The 17 additional lots in Pine Meadows are a 212% increase of high density houses in our Smith Subdivision. 17 lots is an increase of 81% of all the 21 houses on Valley Dr. As to paving Valley Dr., traffic will increase a thousand fold. 17 new houses with minimum of 2 cars each plus the race thru pass thru traffic from New Holland, Durston, W. Villard, and Babcock. If the speed limit is 25 mph, you can bet the cars will try for 40 mph. Page 2 Plat# 16041 Pine Meadows Subdivision The issue of storm water and contaminants from the east side of Valley Dr. flowing down the west side of Valley Dr. needs to be addressed. If this water floods down our driveways, yards, or into our crawl spaces or daylight basements, you need to fix the problem, you created it. There has been no cooperation, no consideration, and no compromise with the residents who have lived on Valley Dr., some more than 40 years. We chose Valley Dr. in 1984 to build a home for our young family. We chose Valley Dr., because of the location and covenants that are sacrosanct. In Montana the covenants follow the land. Mr. Horner has misinformed us throughout the process by saying W. Villard would not go through to Valley Dr, and telling us we had to annex to Bozeman. He wants us to help pay for his development even though he is destroying our neighborhood. Your Planning and Development department and other city departments involved have never made an effort to consider our covenants. You want $70,000 from each of us to help pay for new sewer and water mains, and maybe a snowplow job once a year. Mr. Homer's alternative plan to pay $43,000 in return for a paved road is insulting to our intelligence. Bozeman and Mr. Horner are destroying the beauty and harmony of our Smith Subdivision. The City of Bozeman has destroyed what at one time was a beautiful, gracious, friendly town. Bozeman has become over crowded, over priced, overly ugly.
