SUBJECT: Adoption of the Recreation and Parks Advisory Board’s Subdivision
Review Committee Procedures. MEETING DATE: March 21, 2016

RECOMMENDATION: Adopt the procedures for the Subdivision Review Committee, a sub-
committee of the Recreation and Parks Advisory Board, as presented.
SUGGESTED MOTION: I move to adopt the Recreation and Parks Advisory Board’s Subdivision Review Committee Procedures.
BACKGROUND: On November 9, 2015 the Bozeman City Commission adopted the
Recreation and Parks Advisory Board Rules of Procedure. The Rules of Procedure establish the procedures for the Recreation and Parks Advisory Board and section 12 specifically addresses committees. The Subdivision Review Committee is currently the only standing committee of the
Recreation and Parks Advisory Board. While the committee abides by the Board’s Rules of
Procedure, the Board sees fit to establish particular procedures for governance and reporting of
the Subdivision Review Committee. The Recreation and Parks Advisory Board approved the Subdivision Review Committee Procedures at their January 14, 2016 board meeting.

ALTERNATIVES: As suggested by Commission. FISCAL EFFECTS: The Subdivision Review Committee Procedures call for increased staff
time and report creation.

SUBDIVISION REVIEW COMMITTEE PROCEDURES
Recital
Sec. 38.03.060. Of the Bozeman Municipal Code authorizes the RECREATION AND PARKS
ADVISORY BOARD to review Park Plans before final plat.
The practice has been for the RECREATION AND PARKS ADVISORY BOARD to delegate this
to a Subdivision Review Committee, which has been also reviewing informal applications and
preliminary plats as well as final plats. This subcommittee was implicitly approved by the Bozeman
City Commission upon their approval of the By Laws of the RECREATION AND PARKS
ADVISORY BOARD on November 9, 2015, specifically Section 12 thereof.
Proposed Procedures
Pursuant to Section 12 of the By Laws, the RECREATION AND PARKS ADVISORY BOARD
hereby provides the following rules and procedures for the Subdivision Review Committee:
1. Membership
Four board members, including the Chair, shall serve as voting volunteer members on the
Committee;
The Chair shall be nominated and confirmed by the full RPAB board and shall serve as chief liaison
between staff and the Committee on Committee matters and shall chair the Committee meetings. The
Chair shall report regularly to the full RPAB board on Committee matters. Should the Chair be
vacant or absent, the Chair (or Vice-Chair) of the full RPAB board shall designate an acting
Chair or serve as acting Chair.
A representative of the Gallatin Valley Land Trust and the Director of Recreation & Parks (or his
or her designee) shall serve as non-voting ex officio members.
A quorum shall consist of two voting members.
2. Meetings
Meeting times and places shall be determined after consultation with staff and all members of the
Committee and duly noticed as required by law.
Applicants shall receive a meeting notice contemporaneous with the noticing of subcommittee
members.
The agenda for the meeting shall be prepared by staff, subject to the review and approval of
the Chair.

Staff shall forward to the applicant any comments received and/or staff report upon receipt
or publication.
3. Procedure
For any matter coming before the Committee the procedure is as follows:
Staff presentation
Comments by the applicant
Open discussion by the Committee; staff to respond to questions posed by the Committee; applicant
to respond to questions posed by the Committee
Public comment
Motion & vote on Committee recommendations
Only serving members of the Committee may vote; if there is no quorum meeting reports shall either
be referred to the full RPAB board for approval or, if time does not allow, to the City Commission
with the additional annotation that a quorum was not present and that the report reflects a staff
recommendation.
Reports should be prepared by staff and reviewed by the Committee by email for approval.
