Resolution 4681Page 1 of 1 Commission Memorandum REPORT TO: Honorable Mayor and City Commission FROM: Anna Rosenberry, Administrative Services Director SUBJECT: COMMISSION RESOLUTION NO. 4681 - A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF BOZEMAN, MONTANA, AMENDING FISCAL YEAR 2016 (FY16) LIBRARY DEPRECIATION RESERVE FUND BUDGET TO INCLUDE THE REPLACEMENT OF MEETING ROOM FURNITURE AT A TOTAL COST OF $20,000 MEETING DATE: March 7, 2016 AGENDA ITEM TYPE: Consent RECOMMENDATION: Approve Resolution No 4681 after taking public comment, with any modifications made by the Commission. BACKGROUND: Included in the Library Depreciation Reserve Fund’s Capital Improvement Plan for FY17-FY21 (approved in November 2015) was item LIB18 – Meeting Room Furniture Replacements for a total of $20,000. This project was scheduled for completion in the upcoming budget year (FY2017). The Library has requested to amend the FY2016 budget to include the replacement of the chairs now, so that the library will be better furnished when we host the national Library Journal design event in May 2016. The increased appropriation will be funding by using existing cash on hand, thereby reducing Fund Balance. It is estimated that fund balance will be $161,000 after the expenditure of this additional appropriation, and all other FY2016 appropriations. UNRESOLVED ISSUES: ALTERNATIVES: The Commission could choose to wait and budget for this replacement in FY2017, which begins July 1, 2016. Or, the Commission could choose not to fund the request at this time. FISCAL EFFECTS: Appropriations will be increased by $20,000, and fund balance will decrease by $20,000 in FY2016. Cash is currently available in the fund to make this purchase. Attachments: Revised - Resolution No. 4675 Report compiled on: 2-27-2016 167 - 1 - NOTICE OF PUBLIC HEARING FOR BUDGET AMENDMENT NOTICE IS HEREBY GIVEN that, pursuant to the provisions of Section 7-6-4021, Montana Code Annotated, the City Commission of the City of Bozeman, Montana will conduct a public hearing on amending the municipal budget for Fiscal Year 2015-2016, embodied in Commission Resolution No. 4681, at 6:00 pm on Monday, March 7th, at City Hall, 121 N. Rouse Avenue, Bozeman, Montana. A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF BOZEMAN, MONTANA, AMENDING FISCAL YEAR 2016 (FY16) LIBRARY DEPRECIATION RESERVE FUND BUDGET TO INCLUDE THE REPLACEMENT OF MEETING ROOM FURNITURE AT A TOTAL COST OF $20,000. WHEREAS, the City Commission did, on the 22nd day of June, 2015, after due and proper legal notice conduct a public hearing on and adopt Resolution No. 4602 - A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF BOZEMAN, MONTANA, APPROPRIATING FUNDS FOR VARIOUS BUDGET UNITS, AND FURTHER ESTIMATING REVENUE NECESSARY TO OPERATE AND MAINTAIN SERVICES OF MUNICIPAL GOVERNMENT FOR THE FISCAL YEAR ENDING JUNE 30, 2016; and WHEREAS, after all budgeted appropriations are fully expended, the Library Depreciation Reserve Fund is estimated to have an ending working capital balance of $181,000; and WHEREAS, on November 16, 2015 the City Commission approved the Library Depreciation Reserve Fund Capital Improvement Plan for Fiscal Years 2017-2021 which included item LIB18 – Meeting Room Furniture Replacements. These replacements were to be completed in Fiscal Year 2017 with cash on hand in the fund; and WHEREAS, there is a desire to replace these chairs before the beginning of Fiscal Year 2017; and WHEREAS, the City Commission did, on the 29th day of February 2016, after due and proper legal notice, conduct a public hearing on this proposed budget amendment. NOW, THEREFORE, BE IT RESOLVED by the City Commission of the City of Bozeman, 169 - 3 - Montana, to wit: Section 1 – Appropriation Additions The City Commission of the City of Bozeman, Montana, does hereby authorize additional expenditures in the Library Depreciation Reserve Fund: Library – Office Furniture $20,000 Total Additional Appropriations $20,000 Section 2 – Source of Funding for Appropriation Additions The increased appropriation will be funding by using existing cash on hand, thereby reducing Fund Balance. Section 3 Pursuant to Section 7-6-4030, M.C.A., this resolution, upon its passage, shall be in full force and effect on July 1, 2015. Section 4 That should it be found by any court of competent jurisdiction that any section, clause, portion, sentence, word, or phrase of this resolution is deemed to be contrary to any existing law or regulations, that in this instance, it is the intent of the City Commission of the City of Bozeman, Montana, that all other portions, sections, words, clauses, phrases, or paragraphs of this document shall remain in full force and effect.
