SUBJECT: Task Order - Soil Vapor Extraction (SVE) and Air Sparging System Construction Oversight

MEETING DATE: February 29, 2016
RECOMMENDATION: Authorize the City Manager to execute the attached Task Order for
resident project inspection at the Story Mill Landfill.
BACKGROUND: The City is currently installing the DEQ approved corrective measure at the Story Mill Landfill. Those measures consist of the installation of Air Sparging and Soil Vapor
Extraction Wells. The attached Task Order accounts for full time inspection at two drill rigs,
purchase of necessary piping and additional environmental monitoring for noise, odors and
selected gasses during the construction process. UNRESOLVED ISSUES: None.
FISCAL EFFECTS: The cost of this work will be $136,797.00. This work will be paid for with
the proceeds of the SRF loan. ALTERNATIVES: As suggested by the City Commission.

INTRODUCTION The City of Bozeman is currently implementing the selected alternative for remediation of the Bozeman Landfill. Tetra Tech is currently contracted to provide construction oversight and
other tasks during and after construction. Since the existing contract was completed, additional tasks including full time oversight, environmental monitoring and purchase of equipment and
materials have been requested by the City to be added to the contract.
SCOPE OF WORK
This scope of work covers the change from Tetra Tech providing part time construction
oversight to full time construction oversight, purchase of construction materials and environmental monitoring during construction that was not previously anticipated. Details of the
work are described in the following sections. TASK 200 BIDDING AND CONSTRUCTION OVERSIGHT
Tetra Tech’s original task order was developed prior to even the start of design of the project and it anticipated providing staff on a part-time basis for construction oversight and it was based
upon an estimated construction time of approximately 70 days. Now we know the contract period for CK May and work days to complete construction are closer to 114 days. Full time
oversight will not be required every day because there are planned periods when no work will
be underway. This will also require more project manager hours due to additional weekly meetings, oversight and reporting. There also are construction activities which will require more
than one oversight person to be on site at the same time (e.g., landfill gas, auger and air rotary
drilling overlaps). During the preconstruction meeting the City requested that Tetra Tech have staff on site on a full-time basis throughout the project. Hence, we have estimated an additional
320 hours of oversight time will be necessary.
TASK 600 PURCHASE SELECTED MATERIALS
Materials purchased for this task include approximately 680 linear feet of chlorinated PVC pipe for use in LFG well construction and ten well head assemblies also to be used in LFG well
construction. Purchase of pipe and valve materials was necessitated during an attempt to drill LFG wells ahead of the main construction contract. Itemized costs for these items are shown in Table 1.

TASK 700 ENVIRONMENTAL MONITORING
Environmental monitoring consisting of measuring noise, odors, and selected gases is being conducted during all phases of construction. Specialized equipment consisting of a weather
station and a ‘Nasal Ranger’ has been purchased and is being used. Other specialized equipment consisting of a four-gas monitor, flame ionization detector, and noise measuring smart phone applications are being used. Monitoring generally consists of measuring for the
presence of noise, odors and gases in and around the area where work is actively taking place and, if detected there, followed by additional monitoring around the periphery of the landfill. Frequency of measurements may vary over the course of construction depending on the
particular construction activities underway. For purposes of estimating a cost for this task, we have estimated that approximately 3 hours of monitoring per day will occur whenever there is excavation of any sort occurring on the project.
COMPENSATION
Estimated costs to complete tasks 600 and 700 are shown below. A breakdown of costs for these tasks is contained in the attached cost estimate. The original task orders (100-500) for this
contract are not to exceed $288,379. With the additional $136,797 of costs for the scope of work
outlined above under Task 200 and new Tasks 600 and 700, total charges for this contract are not to exceed $425,176. The services will be conducted on a lump sum basis as described in the April
15, 2014 Contract between the City and Tetra Tech. Special Conditions
