1. Call Meeting to Order: Bob Wade, Chairman
2. Approval of Minutes: September 10, 2015 Meeting Minutes— Motion and Approved [Yes: 9 / No: 0]
3. Changes to Agenda: None
4. Open Public Comments: Two visitors from the Montana Conservation Corp introduced themselves
and said they had chosen this board to attend as one of their outside duties with MCC.
5. Announcements:
--Bob Wade asked for direction on getting the open student position listed and Marlo Kapsa's position
approved by the commission. Mitch Overton will follow up on Marlo's position.
--Bob explained we have 4 board positions opening up in January: Matt Hausauer,Mathew Parsons,
David Cook, and Sandy Dodge. Both David and Sandy said they would not be returning to the board.
6. Committee Report,Discussion and Action Items:
a) Division&Gallatin Valley Land Trust Report:
--The Snofill area is closed this week for work on the parking lot and could be open on Friday. Then
next week they will be doing work on the restrooms and expect to be open and functional on next
Friday.
--Then David Cook mentioned that the parking lot at Triple Tree has been full regularly and cars are
also parking along the street on both sides. He'd like them to look into the parking situation there.
The quarterly meeting with GVLT is coming up next week, and Mitch said he would bring it up to
them then.
--The Burke Park Bridge: Sometime this month at the base of Peet's Hill a bridge will be installed.
This was a cooperative effort of several groups, according to Salal,and will be a"show piece"at the
entrance to the park.

b) Trails, Open Space and Parks Committee Report:Sandy Dodge
-- The City Commission approved the Front Street Trail connection,making it a continuous trail
from the Walmart parking lot all the way to the new Story Mill Park,and eventually it will continue
to the"M."
-- There was no TOP Meeting in September. The next one is Oct. 22"'.
c) Story Mill RFQ Report—Stephanie Gray—absent, no report
d) Subdivision Review Report: Sandy Dodge [htlp://infobozeman.cony/Subdivisions.litml]
• The Springs Living—The property in Cattail Creek subdivision was originally zoned for
commercial and as such had no dedication requirement. They will be putting in an 80 unit
assisted living complex with almost 2 acres in park dedication. The rest of the subdivision is
built out and there isn't any room for additional parkland. Recommended cash in lieu of
approximately$65,000. A project is under way with MSU for a pavilion that could benefit from
some of that money.
• Poplar Terrace—Infill project on West Babcock between Michael Grove and Meriwether
Avenues. Proposal is for replacing an existing dwelling with 2 duplexes,which generates .09
acre dedication requirement. Recommended cash in lieu of$3100 to be applied to the Bozeman
Ponds expansion which is 2 blocks from their location.
• Remington Apartments—This 48 unit apartment complex near MSU is located on Remington at
South 22d. The dedication requirement is .45 acres of parkland plus .224 acres cash in lieu plus
additional cash in lieu for lack of street frontage. (Apartment parking cannot be counted as street
frontage.)
Applicant proposed a.3 acre park and$27,300 cash in lieu and plans to develop the park with
sports court,pavilion, BBQ grills,and picnic tables. This proposal would create an improvement
value above required improvements in excess of the cash in lieu requirement and they'd like to
be credited for it. The committee saw great value in this proposal and recommended approval.
The committee would like to see the city address the lack of parks in this area(between Main
and Graf, 19`h and Cottonwood)of 2.25 square miles that has 0 acres of park right now and
include it in the community plan.
Some discussion continued about the park needs throughout the city and the long term plans.
Brian Close asked Sandy if he was a liaison to TOP and what the board would need to do given
Sandy's exit from the board. Sandy explained that the rules require that someone from this board
also be on the TOP committee,so the board should make a recommendation to the commission
in the December agenda.
e) Parks&Cemetery Superintendent Report: Thom White—Absent
--Mitch spoke for Thom, sharing that Thom is currently working hard on City Works(asset!
management program),which is set to go live on Nov. 0. His department is working on the fall
work projects right now, shutting down water and irrigation systems.
f) Parks&Recreation Director Report: Mitch Overton
--Rec &Aquatics: Mitch gave everyone a handout that Elizabeth Hill and Jamie Saitta put together,
showing a comparison between Bogert Pool and Swim Center activity,the number of facility rentals,
and the registration numbers for programs over a 3 year period from 2013-2015.
-- Mitch shared information to make the board aware that the Boys&Girls Club is up for sale at
$1.9 million and how that could be a good opportunity for the city and the Story Mill Community
Park development which is adjacent to the club. It is zoned M1 for light manufacturing on 5.5 acres.
Mitch walked the building which is 10 years old,lightly used,and would have space for offices and
programs. At the same time,it would fit with the programs planned for Story Mill Park and could
supply infrastructure that will be needed like the parking lot and restrooms.
--Unified Development Code(UDC)rewrite: Portions of this affect Park and Rec. Chris Saunders,
the city's policy and planning manager,will be on the agenda for the November meeting to further
explain the recommendations.
--MTRPA Conference will take place Oct. 26-291h and so online registration is going on right now,
and the agenda is also online. The staff is busy putting this together.
g) City Commissioner Perspective: Carson Taylor
Comments: He hadn't heard before that Sandy Dodge and David Cook would be leaving the board
and offered suggestions to fill these positions.
h) Adopt A Park Update: Matt Parsons
We have signs being made. There are 4 parks. Matt said he would get the names of them.
7. F.Y.I./Discussion
a) Bob Wade brought up that we need another student member and need to recruit for one.
b) The Bylaws have been sent to the commission for approval.
