These achievements have led the Carnegie Foundation for the Advancement of Teaching to recognize MSU as one of 96 research universities nationally with"very high research activity." Montana State University's Innovation Campus (MSUIC),sited adjacent to Montana State University in Bozeman,MT,will be a collaborative campus,designed to break down silos of and barriers raised in classrooms,field research and laboratory settings,while injecting a culture of entrepreneurship and innovation. The environment will also focus on accelerating technology transfer from the university laboratory to the marketplace, providing opportunities for economic growth and development and fostering MSU's national and international research competitiveness. MSU has strong ties to industry in the Bozeman area,particularly in the life science, aerospace,agriculture,engineering,information technology and photonics sectors and lists relationships with over 150 companies that span research support,licensing agreements, and consulting services.The concentration of research activity and development of technology-based companies is a significant contributor to Bozeman's vibrant entrepreneurial technology economy.The Innovation Campus will target natural clusters that have already formed through cooperative research relationships between the University and industry,such as photonics,optics and lasers, photovoltaic,Information technology,predictive analytics,social innovation,health care information technology, pharmaceutical,biofuels,agriculture,alternative energy,biofilms and nanotechnology, Formed through the Montana State University Alumni Foundation (MSUAF),the MSUIC is a 501(c)(3) non-profit organization. In full partnership with Montana State University,the MSU Innovation Campus has established goals: 1) To provide research and office space for public and private researchers and scientists to work collaboratively at one site where instructional and research facilities are designed and constructed to support research, entrepreneurial training and education for MSU's undergraduate and graduate students,staff and faculty; 2) To support cutting-edge research,intellectual property,technology transfer and commercialization activities coming from MSU's students, staff and faculty; and 3) To serve the State of Montana in order to improve Montana's economic advantage. 32 These goals mesh with those of MSU President Waded Cruzado who has three priorities that ultimately support the MSU Innovation Campus- 1) a focus on increasing capacity for competitive research funding,2) completion of major campus construction and renovation projects,and 3)the experience to support student and faculty success as entrepreneurs and business owners. In July 2013, Montana became the 5th region named by the Blackstone Charitable Foundation and opened the Blackstone Launchpad Entrepreneurship Center at MSU's Student Union in November 2013. This program is another resource that provides university students and faculty with a network of venture coaches and entrepreneurial support. The MSU Innovation Center will network with the Blackstone Launchpad Entrepreneurship Center to engage students and faculty with externships,research or employment opportunities that allow them to be exposed to opportunities as pre-trained hires or consultants to provide experience with business culture and business structure. In other words,the MSU Innovation Campus will be the"landing pad" for the Blackstone Launchpad. Companies are attracted to the wealth of education and training available in an Innovation Campus. The availability of student interns,graduate research assistants,and MSU faculty consultants may lead a company or entrepreneur to the next stage of business development.With access to experienced mentors,experts and engaged investors along with use of state-of-the-art laboratories,facilities and equipment,the Innovation Campus will appeal to start-up companies or those in early stages of product development. The State's Interest in the MSU Innovation Campus will focus on the natural outcomes of workforce education and training,the increase of high-tech startups that develop and strengthen clusters,the reversal of the brain drain to brain gain,and the recruitment and retention of the best and brightest. State policymakers measure the rise of the state's per capita income and average annual wages,Montana's profile as good place to do business, support for Angel and Venture Capital for startup and developing businesses,the rise of the multiplier effect as income moves throughout the state and region,and increased interest by global partners and markets. The MSU Innovation Campus has the potential for significant positive economic impacts to the community,the region,and the State of Montana. The components of the proposed project included within this application are: Municipal Water Services; New 8" pipe, consisting of 1,773 lineal feet,will be installed in Technology Boulevard.The new pipe will connect to the existing 8" terminations at each existing Technology Boulevard termination (east and west).The new Technology Boulevard water main will involve a water crossing under the unnamed tributary of Catron Creek. New 8" service stubs will be installed at 8 locations. Each 8" stub will terminate with a 2" blowoff assembly. New 6" fire hydrantassemblies will be installed at 4 locations. The new water lines are designed to meet DEQ Circular-1 requirements and City of Bozeman modifications for water transmission. Municipal Sewer Services: New 8" SDR35 PVC will be installed in Technology Boulevard and within a 30'utility easement that is located between Technology Boulevard and College Street aligned north and south. Per City of Bozeman design standards,a 12' all-weather access road will be provided within the easement, There are two proposed points of connection to the City sewer mains. One located at the current east termination of Technology Boulevard and the other will be the existing main in College Street. In total 1707 lineal feet of 8" pipe will be installed, along with 14 manholes.The new sewer lines are designed to meet DEQ Circular-2 requirements and City of Bozeman modifications. Streets. Curbs and Gutter: Technology Boulevard length is approximately 1,761 lineal feet and South 27th Street is approximately 768 lineal feet. Technology Boulevard has a 60' right-of-way having two different widths: 35 feet wide for 1,2411ineal feet and 38 feet wide for 520 lineal feet. a 80 South 27th Street has a 80'right-of-way and driving lanes that are separated by a 15' boulevard for 768 lineal feet. Storm Sewer/Drainage: New 434 lineal feet of 18" and 372 lineal feet of 24" pipe will be installed in Technology Boulevard and South 27th Street. In addition, four City of Bozeman standard curb inlets, four City of Bozeman standard combination curb inlets, and three storm manholes will be installed. Three detention ponds areas will be graded. To do that,Montana State University and the region need a location where private sector investment can meet public sector-funded researchers. To do so,the proposed EDA investment will allow the MSU Foundation, working with Montana State University to establish a university-related research park. This is needed to provide the "on-ground"and "in-ground"infrastructure needed to make F additional investment in incubation space,laboratories,and other research facilities to spur innovation and entrepreneurship. Though the project is located within Bozeman,the proposed MSU innovation Campus will have beneficial economic impacts well beyond the immediate geographic region. 1 84 Northern Rocky Mountain CEDS: The proposed project is located in the southwestern region of Montana within the Northern Rocky Mountain Economic Development District. The district CEDS identifies seven primary goals to implement their strategy. Three of those goals listed on page 116 of the District CEDS are supported by this project. They are: Goal 1: Promote economic diversity,entrepreneur growth,and business retention and expansion throughout the District Goal 3: Expand the capabilities of a skilled,highly educated,permanent, and full time workforce for local businesses. Goal 5: Promote the use of technology to advance economic development In addition, the MSU Innovation Campus is specifically identified on page 188 as a priority project for the Northern Rocky Mountain EDD. Governor's Main Street Montana Project- Montana's Business Plan In April,2014,Governor Steve Bullock released the first report of Montana's Business Plan, the Main Street Montana Project. This report was developed following an exhaustive planning process that engaged over 4,000 Montanans throughout the state in regional meetings, on-line surveys,and other meetings during a twelve month period. This report specifically identified the following as it relates to this project: Page 36: "Goal:Strengthen role of universities as technology incubators through research, development,and commercialization". Specifically,the report calls for support of innovation and efforts to commercialize research as high priorities. In addition, Governor Bullock has expressed a high level of priority for this investment and has committed his staff and that of the Office of Commissioner of Higher Education to support this application and to further support the long term success of this project. City of Bozeman.Economic Development Plan The City of Bozeman identified the following Economic Values-things that are important to Bozeman's Economic future include: • Strengthen and further diversify the local economy • Increase economic activity • Create higher paying jobs 2 85 • Create high quality employment in Bozeman to match the high quality of life • Support our homegrown business community Specific recommendations and priorities of the City of Bozeman fall under the following 6 general economic development goals: 1. Support the expansion and retention of existing businesses and economic clusters that will continue to strengthen and diversify the economy and create higher paying jobs in Bozeman. 2. Maintain and upgrade infrastructure to support current and future needs of business. 3. Support education and workforce development initiatives to provide Bozeman with the qualified workers to meet the needs of business. 4. Leverage local,state and federal economic development resources to enhance economic growth in Bozeman. 5. Create a morecollaborative and effective working partnership between the business community and the City of Bozeman and effectively manage the City of Bowman's regulatory environment to accomplish goals without hindering business expansion and economic growth, 6. Maintain the high quality of life that is considered an important asset to the business community 3 86 A.3.c. Economic Development Needs Briefly describe the economic conditions of the region described in Al., as well as the economic adjustment problems or economic dislocations the region has experienced(or is about to experience)and the regional impact of these conditions. Economic Conditions Per capita income in the economic development district,for example, Much of the district suffers from excessively low per capita income. While Bozeman and Gallatin County do not have per capita income levels lower than 80%of the national average,two nearby cities within the labor market area of Bozeman, namely Belgrade,located 10 miles west of Bozeman and Livingston,located a mere 23 miles away from the project site in Park County,have per capita income levels of $19,169 (the PCI of residents are only 68%of the US average) and$22,524(the PCI of residents are only 77%of the US Average),respectively. Bozeman,being a commercial center of the Northern Rocky Mountain Economic Development District, provides employment for commuters from these and other communities in the district. Therefore,development of the MSU Innovation Campus will provide employment opportunities for unemployed and underemployed persons in those two economically distressed areas of the district. Furthermore,if similar data was available for other,smaller towns in the district, their per capital income would undoubtedly be less than 80%of the national average,as well. Economic Adjustment Problems **This one is not applicable since economic adjustment problems related to economic adjustment assistance. This project is under the EDA Public Works grant. it Yt 1 88 4.4. Investment(Project) Impact and Fit with EDA Funding Priorities Discuss how the proposed investment satisfies EDA's Investment Policy Guidelines as set forth in 13 CFR.§30.1.8,as well as the WA funding priorities set forth in the application Federal Funding Opportunity(FF0)announcement on www.Grantsgov. The project will result in high paying jobs as a result of nurturing emerging technology based industries,i.e.,bio,photonics,etc. During the Winter 2015 presentation by the Bureau of Business and Economic Research (BBER), the following data was provided from their research: • The Montana Photonics Industry Alliance is a network of Montana optics and photonics companies,entrepreneurs,laboratories and universities,currently with 25+companies,employing 460 employees. • The Montana Photonics Industry Alliance is growing at 9%in 2014. • Long-Term Objective of the Alliance is to foster the growth of Montana optics and photonics companies, universities,and other organizations to achieve at least 1,000 photonics-related jobs by the end of 2024. By supporting the creation of higher paying jobs,the proposed investment will result in increasing the per capita income of the district. The low PCI in the region as evidenced by the PCI of Livington and Belgrade,which are within the labor market area of the project(i.e.is within the commuting distance and is supported by the data that people do commute to Bozeman from these communities),the project will result in higher paying jobs,thus increasing the PCI within the district. EDA Investment Priorities Through the competitive grant process outlined in this funding opportunity,all proposed projects are evaluated to determine the extent to which they align with EDA's investment priorities,create or retain high-quality jobs,leverage public and private resources, demonstrate the ability to start the proposed project promptly and use funds quickly and effectively,and provide a clear scope of work and specific,measurable outcomes. FDA's investment priorities are designed to provide an overarching framework to guide the agency's investment portfolio to ensure its investments have the greatest impact. Competitive applications will be responsive to the evaluation criteria listed in section V,A.2. of this FFO,and will align with at least one of the following investment priorities: 1. Collaborative Regional Innovation Projects that support the development and growth of innovation clusters based on existing Regional competitive strengths. Such initiatives must engage relevant stakeholders;facilitate j collaboration among urban,suburban,and rural (including tribal) areas; 1 90 provide stability for economic development through long-term intergovernmental and public/private collaboration;and support the growth of existing and emerging industries. Officially formed in 1995,The Optical Technology Center(OpTeC)at Montana State University is a virtual multi-disciplinary center that supports and advances education and research in optical science and engineering. OpTeC functions as the Montana optics cluster's primary information sharing and networking platform for MSU researchers and faculty,private industry and students. As part of this work in addition to an annual conference that features presentations from students,faculty and research staff on recent optics development at the university it also sponsors a colloquium over the course of the academic year that addresses a broad range of optics topics and promotes cross-disciplinary interactions of students,faculty,staff, and employees from optics cluster companies. Many of the companies,especially those formed since 2000,are staffed and led by scientists and engineers from MSU that were,and in many cases still are,active OpTeC participants. A number of these companies also have on-going research, intellectual property creation and licensing relationships with MSU and its faculty through the OpTeC conduit,as well as collaboration within the optic cluster. In 2014,the Montana Photonics Industry Alliance was formed as a network of Montana optics and photonics companies,entrepreneurs,laboratories and universities. The Montana Photonics Industry Alliance serves as a hub for Montana's optics and photonics companies,entrepreneurs,laboratories,and universities to commercialize,grow and sustain globally leading organizations that create high quality jobs and economic opportunity in Montana. There are 25 plus companies in the Gallatin County,many of which are outgrowing their locale, or are not well situated to take advantage of the proximity to the OpTeC located on Montana State University's campus. Thus,not effectively taking advantage of the R&D resources,help in areas such as intellectual property management, contracts administration,access to capital,recruiting strategic partners for continued applications development or market development,business- to-business services,and bandwidth limitations. The Innovation Campus will provide the necessary infrastructure required for these companies to expand their operations and use available resources to strengthen partnerships and R&D efforts. 2. Public/Private Partnerships Projects that use both public-and-private sector resources and leverage complementary investments by other government/public entities and/or nonprofits. Public Resources-The proposed investment will leverage considerable public resources including an initial investment by the State of Montana in electrical and gas distribution lines. In addition,the City of Bozeman is potentially offering substantial direct investment in the Innovation Campus by establishing a tax 2 91 increment financing district encompassing the Innovation Campus. Thirdly,the State of Montana through its Board of Investments infrastructure grants,and its loan and loan guarantee programs will complement the Montana Department of Commerce and Labor and Industry grants and loan for private businesses to become successfully established within the Innovation Campus over the years. CDFI and New Market Tax Credits through the Montana Communication Development Corporation will complement SBA and USDA/Rural Development financing programs in promoting private sector development, Private Sector Resources-Private sector resources will be attracted by the advanced level of public investment in infrastructure and the"shovel ready"nature of this investment. Without a strong commitment by the public sector,in this case,private sector investment in riskier and more problematic in getting a project from concept to completion. 3. National Strategic Priorities Projects that encourage job growth and business expansion in clean energy;green technologies,sustainable manufacturing; information technology infrastructure(for example broadband or smart grid);disaster mitigation and resiliency;access to capital for small-and- medium-sized and ethnically diverse enterprises;and innovations in science, health care,and alternative fuel technologies. Under this FFO,EDA especially encourages projects that support increasing manufacturing,including advanced manufacturing,manufacturing supply chains and foreign direct investment in manufacturing facilities;projects that assist communities severely impacted by the declining use of coal;projects aimed at EDA defines clusters as geographic concentrations of firms,workers and industries that do business with each other and have common needs for talent,technology,and infrastructure. Clusters are essentially networks of similar,synergistic,or complementary entities that are engaged in or with a particular industry sector;have active channels for business transactions and communication share specialized infrastructure,labor markets,and services;and leverage the region's unique competitive strengths to stimulate innovation and create jobs. Clusters may cross municipal,county,and other jurisdictional boundaries. The proposed investment will P p serve to provide a location for advanced and innovative manufacturing including,for example,the Takeda Norovirus Manufacturing facility. These and other manufacturers will seek out the Innovation Campus to undertake advanced manufacturing. o Advancing science and research parks or other technology transfer or commercialization centers. The proposed investment accomplishes exactly that-developing a university-related research park to be utilized to transfer j 3 92 technology and to commercialize technology being developed at Montana State University and also to provide job opportunities in the state for highly educated and trained graduates of the university system. o Clusters. The proposed investment will provide high-tech specialized facilities where optic companies will be able to expand their operations and provide additional high-tech high-paying jobs for those living in Gallatin, Park and Broadwater Counties. o Leverage the Region's unique competitive strengths. As Montana's leading Tier 1 Research Institution, Montana State University,will provide research opportunities to support public/private partnerships and opportunities in order to enhance efforts in the area of optics and remote sensing(OpTeC- public entity partnerning with private optic companies),and in the area of molecular and bioscience (Takeda-private partnering with MSU),just to name a few of many opportunities to leverage the regions unique competitive strengths. 4. Global Competitiveness Projects that support high-growth businesses and innovation-based entrepreneurs to expand and compete in global markets, especially investments that expand U.S.exports,encourage foreign direct investment,and promote the repatriation of jobs back to the U.S. Forty percent of sales of Montana Optics Companies are outside the U.S.and the Montana Optics Companies participate in numerous international optics alliances and collaborations covering North America,Europe,the Pacific Rim and Australia. Their activities include information exchange among researchers,rotating summer schools,employee exchange and internship programs,and expansion of global markets in the areas of lasers,remote sensing,diodes,and lenses (just to name a few areas). The Innovation Campus is located on land adjacent to Montana State University. The location is the most logical place to undertake building the required infrastructure to support the growth of the optics cluster in Montana. The Innovation Campus will support high-growth businesses and innovation-based entrepreneurs to expand and compete in the global markets. A place where education-related and research connections,exchanges,and exports will support Montana Optic Companies and their foreign partners to expand U.S.exports, encourage foreign direct investment and promote jobs back to the U.S. 5. Environmentally-Sustainable Development Projects that promote job creation and economic prosperity through enhancing environmental quality and developing and Implementing green products,processes,places,and buildings as part of the green economy. This includes support for energy- efficient green technologies.
