Please describe, in detail, the proposed project:
We are seeking funding to pay towards the salaries of 10 additional positions being created
at Montana Meat Co. (MMC). With these new positions, we will be able to expand our
current sales market (Montana, Idaho, and Washington) to include additional areas in
Montana, Idaho, Washington and Oregon.The funding we seek will help us accomplish the
following goals:
1. Maintain and develop successful supply chain management by establishing ourselves as a
reliable wholesale grass-fed meat distributor committed to quality and fulfillment in
Montana and the Northwestern United States. We want to maximize our sales and product
offering within our current market while establishing a network of potential resources and
clients out West. Maximizing our capabilities within our existing market will allow us the
flexibility to go out and obtain major clients in our target region (beginning with the
expansion of sales in Idaho and Washington). Establishing reliable clients in the new regions
will allow us to consider assigning more resources to researching and developing further
sales strategies and supply chain management in that area.
2. Triple our current product sales, and thereby a majority of all operations from 2015 by
investing in additional human capital, data management systems, distribution, and storage in
order to achieve economies of scale.These additional investments are required in order to
maintain good customer/vendor relationships and allow management to focus on quality
control, financial reporting, and overall business performance and functionality.
A description of the 10 positions has been included along with this application as Appendix F
C.
Please describe the Assisted Business:
Montana Meat Co. (MMC) is focused on bringing grass-fed, grass-finished, and all natural
meat products to customers that value those products. Our company uses long-standing
experience in ranching, processing, and butchery retail to develop a network of producers,
processors, and customers that fills the demand for Montana-raised grass-fed,grass-
finished, and natural meat, including, but not limited to: beet pork, bison, elk, and lamb.
Our customers consist mainly of grocery stores, health food markets, social institutions, and
high-end restaurants. MMC has successfully secured key clients to build a business based on
consistency in demand, geographic location, and market visibility.These Customers include
Montana State University-Bozeman, Real Food Store-Helena, 14 North Restaurant, among
others as cornerstone clients across the state. We have also secured clients in Idaho and
Washington, which is where over 50% of our sales income is generated from at this time.
MMC recognizes the need for a diverse customer base to increase sales generally, to reduce
risks from unexpected changes in customers' situations, and to ensure that as much value as
possible can be realized from the products available through MMC (i.e., the entire animal is
sold at its maximum value, ideally).
MMC currently has two full-time employees (including Garl), and two temporary, part-time

employees, each of whom is in charge of performing key functions that will allow for MMC
to achieve sustainable growth. However, in order to reach new markets and expand as a
company, additional employees are crucial.
Please explain what the BSTF financial assistance would be used(ex:equipment purchase, lease rate
reduction, etc.):
The BSTF financial assistance will be used towards the salaries of new positions.
Please identify the entities involved in completing the proposed project, including management of the
project/staff plan.
Prospera Business Network will help manage the project, and will remain as the lead point of
contact between BSTF, City of Bozeman, and MMC.
Carl Germann will be the lead point of contact for MMC. He will assign tasks to his staff or
contracted partnerships. Garl attended MSU-Bozeman for three years, pursuing a degree in
Sustainable Livestock Production.Though not formally schooled in business management,
sales and marketing, or product development, Garl sought out and developed these skills in
the course of establishing the foundation for the Montana Meat Co.from "real life"
experience. Carl's passion for land management proved cohesive to the mission of the
Montana Meat Company:to facilitate the marketing and distribution of locally raised and
organically produced meat products in an effort to promote innovative and sustainable
ranching practices on rangelands across the Northern Rockies.
Garl plans on utilizing the assistance of contracted grant writer and project manager from
The Dotted i, Breanna Polacik. Breanna has over 7 years experience in grant writing and
project management. She has been project manager for several multi-million dollar projects
that involved multiple partners and various funding sources. She will work closely with Garl
and the Administrative Assistant, Karen Francetich to see that the project remains on
schedule and adheres to the BSTF guidelines. Breanna will also work closely with the
assigned Prospera and BSTF staff.
Karen has recently joined MMC as a full time employee. She brings a wealth of knowledge
and experience in the finance department. She has 36 years of accounting experience. She
has been a controller for the past ten years, an office manager for the prior 20 years. Karen
will insure that the financial records are properly kept and easily accessible for
required reporting and site visits.

Garl uses his long-standing experience in ranching, processing, and butchery retail to
develop a network of producers, processors, and customers that provides Montana-raised
grass-fed natural meats. He was raised on his family's ranch in McAllister, MT and was
trained to function in a broad range of fields in the conventional cattle production industry.
In searching for a sustainable way to add value to their cattle, Garl found that selling grass-
fed natural meats directly to local markets can add a significant premium to their ranch's
cash crop.
MMC is very supportive of the Farm-to-table movement. According to Wikipedia, "Farm-to-
table(or farm-to-fork) refers to the stages of the production of food: harvesting, storage,
processing, packaging, sales, and consumption. Farm-to-table also refers to a movement
concerned with producing food locally and delivering that food to local consumers. Linked to
the local food movement,the movement is promoted by some in the agriculture, food
service, and restaurant communities. It may also be associated with organic farming
initiatives, sustainable agriculture, and community-supported agriculture.
Many farm-to-table advocates cite the works of Wendell Berry, Wes Jackson, Michael Pollan,
John Jeavons,Alice Waters,Joel Salatin, Erik Manning and others in their preference for the
freshest ingredients and in their attempts to educate their customers about the link between
farmers,farm communities, ancient food-production practices, and the food we eat.
Increasingly,the public backlash against genetically modified organisms in our food supply
has added a note of political activism to what had been, until recently, a largely aesthetic
movement.
The farm-to-table movement has arisen more or less concurrently with recent changes in
attitude about food safety, food freshness,food seasonality, and small-farm economics.
Advocates and practitioners of the farm-to-table model frequently cite as their motivations
the scarcity of fresh, local ingredients; the poor flavor of ingredients shipped from afar; the
poor nutritional integrity of shipped ingredients; the encroachment of genetically modified
foods into the food economy; the disappearance of small family farms; the disappearance of

MMC's growth positively impacts the city, county, and state through the creation of 10 new
jobs and through the tax revenue paid by the company. Our products are sourced from
nearly 50 ranches located in Montana, covering 12 different species of proteins.The coop
mentality of the company assists all of these local and sustainable producers by selling their
products, while offering quality product in the Northwestern states.
We do not anticipate any negative impacts from our job creation grant. In fact,the creation
of 10 positions in Gallatin County will greatly assist the economy by providing quality paying
jobs.
MMC's largest competitor in Montana is Yellowstone Grass-fed Beef that is also located in
Bozeman, MT and they work with 2 Montana ranches and serves only beef. Summit
Distribution is another competitor to MMC, they offer all of the same species of proteins,
however, to our knowledge, they do not offer grass-fed products.

Administration: $3,750 (5%) of the project budget will be used to pay the administration fee to Prospera
Business Network.This will come from the BSTF grant awarded to the City of Bozeman on behalf of the
Montana Meat Co. For each employee that is hired, $375 of the grant reimbursement will go to
Prospera.
Machinery/Equipment Purchase:$57,964 of the project budget was expended in May and June of 2015
(less than six months prior to this grant request)towards a necessary delivery vehicle that was upgraded
to provide refrigeration for delivery of products. Without this vehicle, the company's expansion would
not be moving forward. It is part of this project because some of the proposed positions will also utilize
this vehicle. Proof of purchase and payment can be made available upon approval of this grant funding.
Other/Employee Salary: $71,250 of the project budget is earmarked for reimbursement of wages and
benefits for the new full-time positions that are filled. For each employee that is hired, $7,125 of the
grant funding will be reimbursed to MMC.The break down of wages and benefits for each position can
be found in Appendix C.
Project costs for the match were verified by receipts from payment in May and June 2015 for the vehicle
and the refrigeration upgrades. Garl did thorough research to insure he was getting the best deal for the
vehicle he purchased by looking at 3 different dealerships before he made the investment. Garl and
Karen developed the wage rates for the new positions.
The Department will withhold ten percent(10%) of the total authorized award amount for
administration, until all tasks outlined in the contract have been completed and approved by the
Department.

(match) as described. Our matching contribution is from a vehicle and
refrigeration insert that I purchased less than six months before this application
is deemed complete. This vehicle and insert is required in order for Montana
Meat Co. to expand and thrive. As required by BSTF, we are complying with
meeting the 2:1 match, and providing at least $37,500 of the $75,000 grant
request. To be exact, the cost of the vehicle and required upgrades equals
$57,964.
If this funding is approved, I commit to hiring 10 new positions at Montana Meat

A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF BOZEMAN, 1
MONTANA, RELATING TO THE APPLICATION TO BIG SKY ECONOMIC
DEVELOPMENT TRUST FUND PROGRAM ADMINISTERED BY THE STATE OF
MONTANA, DEPARTMENT OF COMMERCE, ON BEHALF OF THE MONTANA
MEAT COMPANY,INC.
WHEREAS, the Bozeman City Commission is committed to facilitating economic
diversification in the City and the region; and
WHEREAS, the Bozeman City Commission is committed to facilitating mid- and high-
wage job creation and expansion,thus positively impacting the economy of the entire region; and
WHEREAS,the Montana Meat Company,Inc,desires to expand their business and create
additional agricultural-related jobs in Bozeman; and
WHEREAS, the City Commission values local agriculture and Montana-made products
and services and supports economic diversity; and
WHEREAS,the Montana Department of Commerce administers the Big Sky Economic
Development Trust Fund Category I job creation program, a state-funded program,to create good
paying jobs for Montana residents,promote long-team,stable economic growth in Montana,create
partnerships, expand existing businesses and provide a better life for future generations through
greater economic growth and prosperity in Montana; and
WHEREAS,the City Commission hereby authorizes and appoints The Prospero Business
Network to administer, on behalf of the City of Bozeman, all aspects of the Big Sky Trust Fund
Economic Development Category I grant and provide administrative support and other
responsibility for the management and appropriate reporting to the Montana Department of
Commerce.
NOW, THEREFORE, BE IT RESOLVED by the City Commission of the City of
Bozeman, Montana, the City agrees to submit an application, through The Prospero Business
Network, to the Montana Department of Commerce,Big Sky Economic Development Trust Fund
Program to assist the Montana Meat Company, Inc in their expansion project and that The
Prospero Business Network will manage all aspects of the grant.
PASSED AND APPROVED by the City Commission of the City of Bozeman,Montana,
at a regular session thereof held on the 2nd day of November,2015.
