Miller INTRODUCTION The purpose of this task order is to allow Tetra Tech to continue semi-annual groundwater monitoring and monthly landfill gas (LFG) monitoring at the Bozeman Landfill through 2016. This task order also includes monitoring the LFG extraction system to insure optimal operation through 2016. The purpose of the monitoring activities is to maintain regulatory compliance. Groundwater monitoring wells were installed and a groundwater monitoring program was implemented beginning in 1981. Monitoring results have shown that groundwater quality has been impacted primarily by VOCs originating from the Bozeman Landfill's unlined waste cell. Ten additional monitoring wells were installed during 2014 and increased the total number of monitoring stations to 33. Monitoring results indicate a southwesterly to westerly groundwater flow. Tetrachloroethene has exceeded regulatory standards in groundwater, on City of Bozeman property but outside the landfill property. SCOPE OF SERVICES This task order includes the following work activities: ▪ Conduct two assessment groundwater monitoring events in June and December 2016 ▪ Continue oversight of landfill gas (LFG) extraction system operation between January and May 2016 ▪ Project management, June and December 2016 monitoring reports/ statistical analysis preparation The work activities are separated into the following tasks: Tetra Tech 1114 9. Landfill Gas Monitoring Task 1 includes five months of landfill gas (LFG) monitoring activities (from January to end of May 2016). By end of May 2016, it is expected that a new LFG thermal destruction system will be installed and operational. Therefore, routine monitoring may be expanded. LFG will be monitored at a number of locations for a variety of parameters, in part due to DEQ's required methane monitoring of the landfill and maintaining operation of the LFG extraction system in the landfill's unlined cell. Hence, several subtasks are proposed. Subtask 1-1 Monthly Perimeter Methane Monitoring Methane monitoring will be continued in landfill perimeter methane monitoring wells (designated BLG- wells) on a monthly schedule. Gas in these wells will be monitored for methane, carbon dioxide and oxygen (with remaining balance as nitrogen) in percent by volume using a LFG meter. Monitoring results will be entered into a database and forwarded to DEQ - Solid Waste Bureau and City of Bozeman, following each monitoring event. Subtask 1-2 Landfill Gas Extraction System Monitoring -- Flare and Well Field Monitoring To evaluate and maintain optimal operation, the LFG extraction system and flare will be monitored each month. This will likely necessitate weekly site visits to monitor and adjust operation and re- start the flare. The City of Bozeman's gas analyzer meter will be used to measure concentrations of methane, carbon dioxide, oxygen, nitrogen, and other gas parameters at the flare and in individual LEG extraction wells (labeled GW-wells) in the Unlined Cell. In addition, liquid levels will be monitored on a monthly basis in the 4,000 gallon condensate storage tank. Tetra Tech Solid Waste Remediation Specialists will review monitoring data and provide oversight/recommendations for maintaining optimal system operation. Tetra Tech personnel will conduct adjustments to the flare and individual LFG extraction wells, as necessary to maintain optimal operation. Subtask 1-3 Landfill Gas Extraction System Monitoring —Gas Sampling at Flare There will be two sampling events where a LFG sample will be collected at the flare station. These will occur during June and December 2016 to maintain compliance with the Bozeman Landfill's Air Quality Permit. In each monitoring event, LFG at the flare (before thermal destruction), will be sampled using a six liter SUMMA canister from an access port located between the blower and flare. A dedicated half-hour flow controller will be connected to the canister and access port. Each sample will be submitted to Eurofins Air Toxics, in California, for laboratory analysis of parameters listed in Table 1 of Air Quality Permit # 2951-00 (not included in this task order). Upon receiving the landfill gas analytical results, Tetra Tech will forward a copy of the lab report to the City of Bozeman and DEQ -Air and Waste Management Bureau. June 2016 Groundwater Monitoring An assessment groundwater monitoring event will be conducted in June 2016 as part of the routine groundwater monitoring at the Bozeman Landfill. Tetra Tech will perform groundwater monitoring in accordance with Tetra Tech's Groundwater Monitoring Sampling Analysis Plan. Groundwater monitoring will be conducted in existing groundwater monitoring wells or stations. A monitoring, sampling, and analysis matrix for the June 2016 monitoring event is presented in Table 1. Field parameter monitoring and collection of water samples will be conducted in 33 monitoring sites/wells as specified in Table 1. Water levels will be measured in all monitoring wells at the site. Wells will be purged prior to sampling. Field parameters including temperature, pH, specific conductivity, dissolved oxygen, and oxidation reduction potential will be measured at all stations where water samples will be collected. Field parameters will generally be measured during and at the conclusion of purging the monitoring wells. The purchase of a dedicated pump for one of the wells is included, in the event of a failure of one of the existing pumps. Water samples will be collected and shipped to Pace Analytical Laboratories (in Billings, Montana) for analysis of constituents shown in Table 1. The scope of analysis includes many of the constituents listed in Appendix I, 40 CFR Part 258 (July 1, 2008) in ARM 17.50.1306. Table 1 also reflects DEQ approved changes to the monitoring schedule of specified monitoring wells. Two quality assurance/quality control (QA/QC) samples will be collected and prepared during the June 2016 assessment monitoring event. These will be 1) a duplicate sample collected at a monitoring site and submitted for analysis of all constituents included in Table 1 and 2) a trip blank prepared by Pace Analytical Laboratories, shipped with the sample bottles, traveling with sample bottles in the field, and returned to the laboratory for analysis of VOCs. Task 3. December 2016 Groundwater Monitoring The second assessment groundwater monitoring event contained in this task order will be conducted in December 2016 as part of the routine groundwater monitoring at the Bozeman Landfill. Tetra Tech will perform groundwater monitoring in accordance with Tetra Tech's Groundwater Monitoring Sampling Analysis Plan. Groundwater monitoring will be conducted in existing groundwater monitoring wells or stations. The scope of the monitoring event will be similar to the June 2016 monitoring event with the exception of additional analyses for metals, anions, and nitrogen. A monitoring, sampling, and analysis matrix for the December 2016 monitoring event is presented in Table 2. Field parameter monitoring and collection of water samples will be conducted in 33 monitoring sites/wells as specified in Table 2. Water levels will be measured in all monitoring wells at the site. Wells will be purged prior to sampling. Field parameters including temperature, pH, and specific conductivity. Field parameters will generally be measured during and at the conclusion of purging the monitoring wells. Task 4 Project Management, Statistical Analysis, and Reporting Project management will include, scheduling of personnel, monitoring equipment/meters, and activities; communication with City of Bozeman and DEQ; data management; administration/invoicing; and task order preparation for 2017 monitoring activities. Following the completion of each groundwater monitoring event and receipt of laboratory results, DEQ will also be notified, in a letter, as to which monitoring stations have regulatory exceedances of VOCs, metals, and/or inorganic constituents. Monitoring data will be entered into the project database and a report will be prepared summarizing results of each monitoring event. A statistical analysis of analytical constituents exceeding the groundwater protection or regulatory standards will be conducted for each groundwater monitoring event (two events - June and December 2016). The statistical analysis will be conducted in accordance with DEQ requirements (ARM 17.50.1305 (7-11)). The report will also contain interpretations of the data. Conclusions and recommendations for further investigation and/or monitoring will be included.
