HomeMy WebLinkAboutC10. Ratify PSA with Security Companies
Commission Memorandum
REPORT TO: Honorable Mayor and City Commission
FROM: Rich McLane, Deputy Chief of Police
Chris Kukulski, City Manager
SUBJECT: Contracted services with security companies
MEETING DATE: February 22, 2016
AGENDA ITEM TYPE: Consent
RECOMMENDATION: Ratify Professional services agreements with All Secure Inc and Frontier Security & Consulting Security companies for 2016 and 2017 services.
BACKGROUND: Officers of the Bozeman Police Department respond several times per
month to situations where a person has attempted suicide or have been deemed a danger to
themselves or others. Many of these situations are not criminal, but mental health issues. These responses often involve subjects who have injured themselves, have drugs in their system or have consumed high amounts of alcohol. In order to determine final release or placement in
more secure locations, an evaluation must be done that often involves delays of 2-8 hours. These
delays require the person to be at Bozeman Deaconess Hospital and guarded to ensure they don’t
hurt themselves or others. These hours of monitoring can involve taking an officer off the street or require the City to pay
an officer overtime wages to provide this security and still keep adequate patrol response for
other emergency needs.
For several decades, the City has paid for certified, trained security guards to provide this service. This relationship has been invaluable at maintaining adequate call response and to
minimize fiscal impacts to the City.
There are two companies that expressed interest in providing this service in 2012 and both desire a continued relationship with the City. Other available security companies have been contacted and are not interested or able to provide this type of service.
FISCAL EFFECTS: The costs for services have been less than $10,000 per year and have been
a part of the police budget for several years. The savings in overtime and ability to remain available for other emergency calls is clearly offset by the costs for civilian security response.
ALTERNATIVES: As suggested by the City Commission.
