REQUEST FOR PROPOSALS
for
2016 MATERIALS TESTING ONE YEAR TERM CONTRACT
The City of Bozeman (City) is seeking Proposals from firms qualified to provide professional engineering
services for materials testing on City projects that will be completed during the 2016 Construction
Season.
Copies of the proposed Scope of Services and consultant Qualifications Evaluation Criteria are available
at the Office of the City Engineer, P.O. Box 1230, 20 East Olive Street, Bozeman, Montana 59771-1230,
or by calling 406-582-2280 during normal business hours.
All Proposals must contain the following information:
1. Project management chart.
2. Specific current workloads of the proposed project team members.
3. At the discretion of the firm, no more than five (5) typewritten single-spaced pages more
fully describing the firm's qualifications.
4. At the discretion of the firm, a company brochure.
5. At the discretion of the firm, no more than five pages of examples of testing report
documents from recent projects demonstrating compliance with current AASHTO and
ASTM standards.
6. A completed and signed Non-Discrimination Affirmation Form
Five copies of the proposal must be submitted no later than 5:00 p.m. on Friday, March 4, 2016 to the City Clerk’s Office, City Hall, 121 North Rouse Avenue, Suite 202. Responses received after 5:00
p.m., on this date will not be considered.
Please write the name of the project on the front of the sealed Proposal.

Any submitting entity under this invitation to bid must sign and return the required affirmation stating
that they will not discriminate on the basis of race, color, religion, creed, sex, age, marital status, national
origin, or because of actual or perceived sexual orientation, gender identity or disability in the exercise of
contract should it be awarded to that entity. Each entity submitting under this notice shall also recognize
in writing the eventual contract will contain a provision prohibiting discrimination as described above and
this prohibition on discrimination shall apply to the hiring and treatment of the Contractor’s employees
and to all subcontracts.
The right is reserved to reject any or all proposals received, to waive informalities, to postpone the award
of the contract for a period of not to exceed Sixty (60) days, and to accept the bid which is in the best
interests of the Owner.

The City of Bozeman is requesting proposals from all interested parties for above referenced project.
Attached is a preliminary scope of services and Qualification Evaluation Criteria to aid you in the
completion of your proposal. The proposals should include the following:
1. Project management chart.

fully describing the firm’s qualifications.

5. At the discretion of the firm, no more than five pages of examples of testing report
documents from recent projects demonstrating compliance with current AASHTO
and ASTM standards.

Proposals must be received by close of business on Friday, March 4, 2016 or they will not be
considered. The city will review the documents and make the selection based solely on the written
proposals.
CITY OF BOZEMAN
2016 MATERIALS TESTING ONE YEAR TERM CONTRACT
PRELIMINARY SCOPE OF SERVICES The City of Bozeman is seeking project specific proposals from qualified firms for engineering
services to provide materials testing for City projects that will be completed during the 2016
construction season. The current list of anticipated projects includes:
• 2015/16 Water Renovations Project
• CTEP Citywide Sidewalks Project
• 2016 Street Improvements Project
• 2016 Curb Replacement Project
• 2016 Stormwater Improvements Project
These projects may or may not proceed to construction, and through the course of the construction season, additional projects may be added. The Professional Services Agreement
that is negotiated with the successful respondent will not be based on projects, but rather on
components of testing. The successful firm will be “on call” throughout the course of the 2016
construction season and expected to respond when testing is needed.
The following are the City’s standard testing requirements that will be incorporated into the
scope of work for selected firm:
1. Tests in accordance with methods prescribed by AASHTO for theoretical maximum
density, optimum moisture content, sieve analysis, and AASTO and USCS classifications for the sub-base course, crushed base course, pit run, and native backfill and subgrade
material within the right-of-way. This information shall be required for all public sewer
main, water main, storm drain and street extensions.
2. In-place field density tests. In-place density tests for trenches shall be done on each lift of backfill material. Trench backfill tests shall be done within the first 100 feet of a
mainline trench operation and at no more than 200-foot intervals thereafter. All service
lateral trench backfills shall be tested. Compaction testing around all manholes and valve
boxes shall be done independently of the main line. In-place density tests for roadways
shall, at a minimum, be required at intervals of 50 feet. Tests for roadways shall be provided for subgrade, sub-base course and/or pit run, and crushed base course
materials. A minimum of the top 6 inches of subgrade which are to be paved or covered
with curb, gutter, or sidewalk, shall be field density tested. All trench backfill material in
improved areas and all embankments shall be compacted for the full depth and shall be
compacted to 95% of the theoretical maximum proctor density as determined by AASHTO-T-99. This information shall be required for all public sewer main, water
main, storm drain, and street extensions.
3. A minimum of one “field Marshall Test” per 2000 tons of mixture placed to check for
variations from the job-mix formula. This information shall be required for all public street extensions.
4. Asphalt core samples for bituminous pavement in the public right-of-way. Four core
sample shall be required for every 1000 tons of mixture placed, with a minimum of three
samples for projects that use less than 1000 tons. Provide a certified laboratory report from the samples taken as to thickness and actual density. Testing laboratories shall meet
the requirements of ASTM D3666 (Evaluating and Qualifying Agencies Testing and
Inspecting Bituminous Paving Materials). The core holes shall be patched with hot plant
mix asphalt. This information shall be required for all public street extensions.
5. Portland cement concrete tests for concrete placed in the public right-of-way and concrete
incorporated into public infrastructure improvements. One set of tests shall be required
for every 50 cubic yards of concrete placed with a minimum of one set of tests per
project. The concrete shall be sampled, specimens made, and compliance determined in
accordance with the following:
Sampling Fresh Concrete ASTM C-172
Slump ASTM C-143 or AASHTO T119
Air Content ASTM C-231 or C-173 or C-138 or AASHTO T152
Compressive Strength ASTM C-39 or AASHTO T22 Making and Curing Test ASTM C-31 or AASHTO T23
Specimens in the Field
Sampling and testing shall be done by persons that are currently certified as ACI
Concrete Field Testing Technicians, Grade 1. This information shall be required for all public street extensions.
6. All testing documentation shall include, at a minimum, the criteria specified in the
“required reporting” section of the pertinent ASTM or AASHTO standard.
Proposals must clearly indicate the firm's staffing, and current and projected work load
commitments.
Proposals must clearly identify any elements of the proposed scope of work that would not be
provided by the respondent. Any sub-consultants to be used must be identified along with a description of the past working history between the firms. This information will be used to
evaluate the possibility of multiple contracts/consultants to accomplish the complete scope of
work.
QUALIFICATIONS EVALUATION CRITERIA
Respondents to requests for proposals shall be evaluated on the following criteria and the requirements of 18-8-201 et seq. MCA with the selection committee choosing, in its opinion, the
most qualified firm to provide the services required for the proposed project.
• The qualifications of professional personnel to be assigned to the project.
• Related experience on similar projects;
• Ability to meet testing demands with 24 hour notice;
• Ability to perform and document all required testing per ASTM/AASHTO standards;
• Location of firm in relation to project;
• Present and projected workloads; and
• Recent and current work for the City of Bozeman.
The selection of finalists to be interviewed will be made by a selection committee representing
the City of Bozeman. The selection will be based on an evaluation of the written responses to the request for proposals. Award will be made following contract negotiations to the most qualified firm at a price which the City determines to be fair and reasonable taking into account
the estimated value of services to be rendered, as well as the scope, complexity and professional
nature thereof.
If the City is unable to negotiate a satisfactory contract with the firm initially selected at a price the agency deems to be fair and reasonable, negotiations with that firm will be formally
terminated and the agency shall select another firm, in accordance with 18-8-204 MCA, and
continue until an agreement is reached or the process is terminated.
All proposals must be submitted complete and contain the information required as stated in the "Request for Proposals."
