F. Consent 1. Authorize Payment of Accounts Payable Claims for Goods and Services (LaMeres) 2. Amendment 5 to the Professional Services Agreement with Morrison Maierle for the 2014 Wastewater Collection System Facility Plan Update (Murray) 3. Amendment 6 to the Professional Services Agreement with HDR Engineering for the 2007 Water Reclamation Facility (WRF) Upgrade Phase I Expansion Project (Murray) 4. Appoint Mayor Taylor and Commissioner Mehl to review the Depository Bonds and Pledged Securities as of December 31, 2015 (Clark) 5. Six (6) Temporary Access Agreements with Adjacent Property Owners to Allow Construction of Improvements Associated with the Bozeman Creek Enhancement at Bogert Park Trails, Open Space, and Parks Bond Project and Authorize the City Manager to sign the Appropriate Documents (Poissant) 6. Montana Department of Commerce Big Sky Economic Development Trust Fund Program Contract, Business Assistance Agreement and Management Plan and Authorize the City Manager, or their Designee, to Execute Additional Grant Documents required to Facilitate and Manage the Grant Award to Elixiter (Fontenot) 8. Findings of Fact and Order for the Gordon Mandeville State School Section Minor Subdivision Preliminary Plat, Application 15-449 (Rogers) 9. City of Bozeman Sunset Hills Cemetery and Lindley Park Water Conservation Project Grant Application to the Bureau of Reclamation WaterSMART Water Efficiency Grant Program FY 2016 (Leoniak) Consider the motion: I move to approve Consent Items 1-9 as submitted. Special Presentation- 2016 State of the Neighborhoods Address (Johnson) I. Policy Discussion- Bozeman Creek and Tributaries Draft Floodplain Maps and Land Use/Policy Considerations Related to Development occurring in the Floodplain (Heaston) *Large document. Will take a moment to download J. Action Items 1. Appeal of the Administrative Project Decision for the Streamline Sign Permit, Application 1522995 (Quasi-Judicial) (Krueger) Consider the motion: I move to [uphold], [amend] or [overturn] the administrative project decision for Sign Application 1522995 [and if overturned or amended] upon the finding that such final administrative decision was erroneous. 2. Consideration of Reclaiming Review Authority of Zoning Application No. 15531 for Development at 4835 Golden Gate Avenue (Quasi-Judicial) (Brekke) Consider the motion: I move that the City Commission reclaim review authority for Zoning Application No. 15531, a Site Plan and Certificate of Appropriateness application known as Golden Gate Condominiums, which is requesting to allow the construction of five multi-unit residential buildings with a total of 84 dwelling units, affiliated open space, landscaping and surface parking, and schedule this item for March 21, 2016. January 25, 2016, Bozeman City Commission Agenda Page 3 of 3 3. Easement Modification Agreement and License Agreement with NorthWestern Energy for Gas Pipeline in Story Mill Park (Poissant) Consider the motion for the Easement Modification Agreement: I hereby move to approve the Easement Modification Agreement with NorthWestern Energy for a revised pipeline alignment in Story Mill Community Park and authorize the City Manager to sign the appropriate documents. Consider the motion for the License Agreement: I hereby move to approve the License Agreement with NorthWestern Energy for a revised pipeline alignment in Story Mill Community Park and authorize the City Manager to sign the appropriate documents. Consider the motion for the Allocation of Funds: I hereby move to approve the allocation of $60,250, the amount of compensation received for the Northwestern Energy pipeline easement, for use in the construction of site work improvements for the Story Mill Community Park Trails, Open Space, and Parks Bond project. 4. Appointments to the Bozeman Tourism Business Improvement District (BTBID) Board of Trustees (Michalson/Ulmen) Consider the motion: I move to appoint Ashley Ogle and Eric Sheckleton to the Vacant positions on the Bozeman Tourism Business Improvement District Board of Trustees with one term expiring July 31, 2016 and another term expiring July 31, 2017. 5. (Re) Appointments to the Bozeman Area Bicycle Advisory Board (Michalson/Ulmen) Consider the motion: I move to (re) appoint up to five applicants to the positions on the Bozeman Area Bicycle Advisory Board that expired on December 31st, 2015. 6. Appointment to the Community Affordable Housing Advisory Board (CAHAB) (Michalson/Ulmen) Consider the motion: I move to appoint Sean Maloney to the vacant position on the Community Affordable Housing Advisory Board with a term ending June 30, 2017.
