SUBJECT: 2007 Water Reclamation Facility (WRF) Upgrade – Phase I Expansion Project Amendment No. 6
MEETING DATE: January 25th, 2016
AGENDA ITEM TYPE: Consent
RECOMMENDATION: Approve and authorize City Manager to sign Amendment No 6 to the
Professional Services Agreement.
BACKGROUND: Attached is a copy of the partially executed Amendment No. 6 with HDR
Engineering, Inc. for the 2006 WRF Upgrade – Phase I Expansion Project.
This amendment covers seven different items. Items 2000 – Digester Control Building Biosolids
Loadout Truck Bay and Building Expansion, 2002 – DAF Modifications, 2003 – Biotrain No. 1
Modifications, and 2004 – Hot Water Heat Loop Evaluation are to complete a predesign/feasibility analysis and cost estimate for each of the items. This information will be
used by City Staff to schedule the improvements in future Capital Improvement Plans.
Items 2001 – Digester Control Building DSL and TWAS Sludge Piping Modifications and 2005
– Secondary Clarifier Launder Covers are to provide the City with the design drawing/sketches
and technical data needed to solicit quotes from contractors. City staff will put together the solicitation packages, obtain the quotes and perform the necessary construction observation to
complete the construction of the items.
Finally, Item 2006 – Digester No. 3 Corrective Action Assistance is to finalize and closeout the
construction contract for Digester No. 3 project. The contractor has just achieved substantial
completion on the project and we can now closeout our contract with the contactor, DEQ and the funding agencies. We anticipate the costs for this item will be recouped from the contractor
under the liquidated damages provisions of the contract.

ALTERNATIVES: As suggested by the City Commission
FISCAL EFFECTS: The estimated cost of this amendment is $96,782.60. This consists of $65,279 for Items 2000-2005, and $31,503.60 for Item 2006. Item 2006 is a construction phase

service which is paid for on a time and material basis so only the actual time spent will be
reimbursed.
