Please see the attached wetlands map, WL-1, for reference. The Graf Street extension is proposed to cross five (5) W.U.S., including those associated with Mandeville Creek, Woward-Esgar Ditch, Figgins Creek, and two unnamed ditches. The impact at these crossings will include a culvert, and road and native fill materials. Additionally proposed is to fill small portions of the Mandeville Creek wetlands that jut out into the property, causing intensive skewing of the proposed trail along the west property line. Total impact to the W.U.S. area equals 10,263 square feet, or 0.23 acres. We propose to mitigate for the impact to the W.U.S. with purchase of mitigation credits. The primary watercourses within the parcel are ditches that do not contain surface water for a majority of the year. The Permittee (Yellowstone Theological Institute) intends to purchase mitigation credits from a “third-party provider” as specified in 33 CFR 332, in this case the Upper Yellowstone Mitigation Bank, to mitigate the Permittee’s impacts to the aquatic resources. The bank will be responsible for the off-site compensatory mitigation activities as required in the Permit and agrees to complete the off-site compensatory mitigation in accordance with the provision specified in the Mitigation Bank Agreement dated October 12, 2012, executed by the Corp District Commander on March 7, 2013.
