Flood Hazard Commission Memorandum REPORT TO: Honorable Mayor and City Commission FROM: Craig Woolard, Public Works Director Brian Heaston, Senior Engineer SUBJECT: Flood Hazard Management Overview MEETING DATE: January 11, 2016 AGENDA ITEM TYPE: Special Presentation KEY ISSUES AND RECOMMENDATIONS: The Commission will receive an overview of key concepts related to flood hazard management from the MT Dept of Natural Resources and Conservation (DNRC). The presentation will provide a knowledge foundation to better understand flood risk and floodplains, how floodplains are determined and identified on map products, and how these products are utilized to mitigate risk and regulate floodplain development. A second Special Presentation with the Commission is scheduled for January 25 where DNRC and FEMA staff will present the Bozeman Creek and Tributaries floodplain mapping project. A glimpse of the draft floodplain maps will occur at this second meeting along with an overview of required public engagement processes that must be completed over the next 12 to 18 months to finalize the floodplain maps. Policy matters related to floodplain development and regulation will be introduced at this second meeting as well as a suggested pathway for addressing policy concerns. We recommend that the foundations laid with the January 11 and January 25 meetings be employed by the Commission to establish future policy related to floodplain management and regulation. Specific requests for action will be brought to the Commission at a later time. ALTERNATIVES: As Suggested by the Commission. FISCAL EFFECTS: Not included with this Special Presentation.
