Reappt Ped Commission Memorandum REPORT TO: Honorable Mayor and City Commission FROM: Pearl Michalson, Deputy City Clerk Stacy Ulmen CMC, City Clerk SUBJECT: (Re) Appointment to the Pedestrian and Traffic Safety Committee MEETING DATE: January 4, 2016 MEETING TYPE: Action RECOMMENDED MOTION: I move to re-appoint or appoint one member to the City Appointee position on the Pedestrian and Traffic Safety Committee that expired December 31, 2015 with a term updated and ending December 31, 2017. BACKGROUND: There is one City Appointee Position which expired on December 31st, 2015. The City of Bozeman, County of Gallatin, and the Bozeman School District established the Pedestrian and Traffic Safety Committee in an Interlocal Agreement dated December 22, 1976, and on file at the Gallatin County Clerk and Recorder's Office. Duties on this Committee advise all three of those governmental bodies on matters of both motorized and non-motorized travel safety in the greater Bozeman aria. Under an Interlocal Agreement dated February 6, 1990 the Pedestrian and Traffic Safety Committee added one additional duty (i.e., to serve as a sounding board for proposals advanced to the Transportation Coordinating Committee). The Committee's voting membership comes from four sources: (1) the City appoints two members, (2) the County appoints two members, (3) the Bozeman School District appoints two members, and (4) those six people can elect zero, one, or two additional At-Large voting members. This committee currently has one City appointee position with one re-applying member and one new Applicant. My passion is designing for all users and I strive to create roadways that are comfortable and safe for pedestrians and bicyclists. I feel this expertise, along 28 with my 6 years of experience on this committee, make me a good candidate to serve another two year term. I have worked as a transportation and trails professional for 25 years, including 5 years as the Bicycle and Pedestrian Coordinator for the City of Austin, TX. I bring 12 years as a Planning Consultant in multimodal transportation and trails, working for local, state, and regional agencies in over 10 states, conducting planning, public outreach, policy analysis, project management, and "planning-level" facility design (I've assisted engineers but am not one). I'm a Certified Planner (AICP), League of American Bicyclists Certified traffic skills instructor (LCI) and a former Registered Accessibility Specialist in TX. I want to help keep Bozeman livable as it continues it growth, and work toward transportation equity for all. But as I have bicycled, walked, and driven all over town since I moved back here last year, I see many intersections and streets that are in dire need of better traffic facilities such as sidewalks, curb ramps without snow/ice blocking them, mid-block crossings, context-sensitive roadway designs and traffic controls, etc.y devices, etc How did you hear about us?: colleagues serving on other boards 31
