Res 4618 Funding TOPs Commission Memorandum REPORT TO: Honorable Mayor and City Commission FROM: Carolyn Poissant – Manager of Trails, Open Space, and Park Development Mitch Overton – Director of Parks and Recreation SUBJECT: Resolution 4618 - Bozeman Pond Park Expansion TOP Project MEETING DATE: December 7, 2015 AGENDA ITEM TYPE: Action RECOMMENDATION: Approve Resolution 4618, in order to authorize additional funding in the amount of $250,000 from the Trails, Open Space, and Parks (“TOP”) bond fund premium revenues for the Bozeman Pond Park Expansion Project. SUGGESTED MOTION: In consideration of all public input and information received to date, I hereby move to approve Resolution 4618 to authorize additional funding in the amount of $250,000 from the Trails, Open Space, and Parks Bond Fund premium revenues for design and construction of additional park and infrastructure improvements as part of the Bozeman Pond Park Expansion TOP Project. BACKGROUND: Resolution No. 4494 approved the allocation of Trails, Open Space and Parks (TOP) bond funding in an amount not to exceed $1,045,000 for the acquisition of park land and development of the Bozeman Pond Park Expansion Project (“Project”). Resolution 4494 indicated the primary goals of the Project are to include: 1) a five-acre natural park between the existing Bozeman Pond Park and Ravalli Road; 2) an off-leash dog exercise area; 3) a paved, shared-use path paralleling Fowler and natural surface trails; 4) restroom; and 5) parking lot. A conceptual plan (Attachment A-1) was provided as part of the TOP application, which was further refined during public input and city review processed to develop a final site plan (Attachment B). Project Components: The final site plan for the park includes all of the features shown of the conceptual plan, plus additional infrastructure that enhances the function of the park, specifically: • 2.1-acre fenced off-leash dog park • Outdoor classroom with natural play area • Pre-fabricated restroom building • 10-ft wide paved, multi-use path along Fowler connecting to the existing path at Huffine • Barrier-free accessible trails connecting park features and existing sidewalks • Park benches, waste receptacles, and park entry sign • Paved park entry and 27-space parking lot • Street light at Ravalli – Fowler intersection across from the park entry • Water main extension connecting to existing main in Pond Row 538 • New fire hydrant • Culvert for irrigation ditch • Landscaping and irrigation • Bridge and trail connection across pond outlet swale to existing Pond Row sidewalk • Stormwater detention for park improvements • Easement for existing well servicing property to the north (Hearts and Homes) and proposed land exchange (boundary line adjustment) to be completed via ordinance prior to obtaining building permits The Recreation and Parks Advisory Board approved the proposed Bozeman Pond Park Expansion Master Plan on April 9, 2015. At the Commission meeting held July 27, 2015, staff was directed by Commission to provide additional supporting documentation for not constructing Pond Row through the park and for the appropriate sizing of the parking lot. Variances for the construction of Fowler Road improvements and for not constructing the section of Pond Row through the park were submitted with the site plan application. The site plan was approved by the DRC. Justification for not constructing all of Pond Row is based on the fact that the street connection is not needed at this time due to the low intensity of use with the park development (vs. previous potential high-density housing) and for pedestrian safety considerations relative to park use. The right-of-way remains intact and a street connection could be completed if deemed necessary at some future date. A barrier-free path connection from Fowler Avenue through the park to the existing Pond Row sidewalk is provided. The proposed 27-space parking lot is consistent with standards utilized in the industry, which range from two spaces per acre for passive park use (18 spaces) to one space per 10,000 SF for active park use (30 spaces). Vehicle counters were placed at the main Bozeman Pond park entry, which accesses a 65-car parking lot, and peak hour trips averaged under 30, well below the 100 trip threshold for which a traffic study is recommended. Project Cost: The project’s main cost items are provided below, followed by the list of extra items not covered in the original concept plan budget. The full Engineer’s cost estimate is attached (Attachment C). Also, at the time the application was made, it was assumed most of the design and engineering could either be provided pro bono or done by staff. However, the public utilities and pavement in this project required technical design and engineering drawings and technical specifications, which necessitated contracting for professional services. Public Works and Parks staff will perform construction supervision and administer the construction contract to help reduce project costs. 540 UNRESOLVED ISSUES: Granting an easement for the existing well, which services the property to the north (Hearts and Homes) and a land exchange (boundary line adjustment) will be completed via Commission-approved ordinance. Surveying work is being provided pro bono by Allied Engineering, City staff will prepare the legal documents. ALTERNATIVES: Per Commission. FISCAL EFFECTS: The additional TOP funding allocation will allow the project to proceed as approved. The remaining TOP bond fund unallocated balance is $736,894 plus $484,780 in premium revenues, $1,221,674 total. The remaining balance will be $971,674. The Commission hereby authorizes additional funding in the amount of $,250,000 from the current balance of the Trails, Open Space and Parks Bond premium revenues to cover the design and construction of site improvements for the Bozeman Pond Park Expansion Project, Section 2 Amendment to Resolution 4494.
