Statement of experience and qualifications of the firm
Janet Cornish, owner and principal of CDS of Montana has 36 years of experience in
the community development field and has worked on projects throughout the state of
Montana and the Pacific Northwest. She holds a B.A. Degree from the University of
Wisconsin in Political Science and an M.S. in Environmental Studies from the
University of Montana. In addition to her consulting work, Janet presents seminars in
proposal writing, organizational development, land use planning and non-profit
management in both academic and community settings. She is an expert in Tax
Increment Financing (TIF) and Growth Policy Planning. Janet has extensive expertise in
project management, public meeting design and facilitation, writing and editing,
strategic planning, organizational development and innovative approaches to project
financing. Subscribing to the notion that strong and viable organizations combined
with effective programs create stronger communities, Janet works with government
agencies, non-profits, and other publicly oriented entities to define, structure and fund
their efforts. Janet served as the first director of the Butte-Silver Bow Urban
Revitalization Agency and in that capacity developed the community’s first urban
renewal district with a tax increment financing provision.

Statement of experience and qualifications of the subcontractor
Lanette G. Windemaker, AICP, is a land use planning consultant who works with local
governments providing technical assistance in tax increment financing, land use
planning and growth policy development, zoning, subdivision, and the public process.
Since establishing herself as a land use planning consultant in 2002 in Bozeman, Lanette
has consulted on projects throughout the State of Montana. Prior to becoming a
consultant, Lanette Windemaker had more than 15 years of experience in the land use
planning field employed by the local governments of Gallatin County and the City of
Bozeman, Montana; Fairbanks Northstar Borough, Alaska; Prince William County,
Virginia; Riley County, Kansas; and the City of Colorado Springs, Colorado. Lanette has
a Masters of Regional and Community Planning from Kansas State University, and a
B.S. (Earth Science-Geographical Planning) from Montana State University. Lanette has
been a member of the American Institute of Certified Planners (AICP) since 1989. In
addition, she is a member of the Western Central Chapter of the American Planning
Association and the Montana Association of Planners since 1993.
District Development
Over the past three decades, Janet and Lanette have assisted local governments across
the state in the creation and expansion of various districts that utilize TIF. All of these
efforts have been funded either entirely by the local or state government agency or with
support, in some cases, provided by Technical Assistance Funds provided by the
Montana Department of Commerce through the Community Development Block Grant
(CDGB) program.
CDS of Montana has assisted communities across the state in creating 20 tax increment
districts, including two Targeted Economic Development Districts (TEDDs), in
Stevensville and in Bonner. In addition to our current work with the COB on the
Midtown URD and Plan and the Downtown URD Plan, we are also assisting the City of
Columbia Falls in establishing a TEDD and an Urban Renewal District. CDS prepared

the Statement of Infrastructure Deficiency and the Resolution of Necessity for the
proposed Lockwood TEDD.
The following table provides specific information on each TIF project we have
completed. All of the following districts have been certified by the Montana
Department of Revenue.

Demonstrated familiarity with the State statutes governing TIF/TED Districts in
Montana and other State-Wide Tax Increment Financing Experience
Janet and Lanette have been successful in obtaining certification from the Montana
Department of Revenue as having met the State statutes and administrative rules for all
urban renewal, industrial and targeted economic development district projects.
Janet is the author of Tax Increment Financing in Montana, a manual for local
governments, prepared in 2009 and updated in 2011 AND 2014 on behalf of the
Governor’s Office of Economic Development.

Janet works with the Montana Association of Counties, the Montana Association of
Planners, the Montana League of Cities and Towns, the Montana Economic Developers
Association and local governments across the state in monitoring changes to the tax
increment law that are made by the Montana Legislature each session. The most recent
statutory changes were made as a result of the adoption of Senate Bill 239 in the 2013
session and HB 289. HB 239 amended the Montana Urban Renewal Law (7-15-4201 and
4203 et seq. MCA) to allow just two types of districts that can use tax increment
financing, urban renewal and targeted economic development. The bill provides
consistency to city and county governments in creating these districts. HB 239 clarifies
the zoning requirement associated with the creation of TEDDs.
TIF Project Management Experience
As Director of the Urban Revitalization Agency in Butte, Montana from 1979 until 1988,
Janet was responsible for creating and managing the Uptown Urban Renewal TIF. She
also assisted the Butte-Silver Bow Local Government in creating two industrial TIFs,
one at the former Safeway Warehouse and one adjacent to the community of Ramsay,
MT.
More recently (2009-2015), Janet assisted Jefferson County, the Town of Whitehall, the
Town of Stevensville and the City of Great Falls in training citizen boards in managing
local TIF programs, including the establishment of a TIF revolving program for
Jefferson County
Demonstrated familiarity with the City of Bozeman’s Municipal Code and other
Regulatory Experience
In conjunction with their TIF projects, as well as stand-alone projects, Lanette and Janet
have the following experience working with zoning, subdivision and annexation
statutes:
• Lanette prepared amendments to the BMC/UDC for statutory subdivision
updates in 2015 and for essential services in 2014.
• Lanette is currently a subcontractor providing initial review of Bozeman
planning applications under the BMC/UDC.
• Lanette was a consultant to COB Planning Department from 2002 to 2009
reviewing planning applications under the BMC/UDC.
• CDS prepared and/or amended zoning regulations for Fort Benton, East Helena,
Sunlight in Jefferson County and Stevensville in association with the creation of
urban renewal and industrial districts in those communities.
• Lanette prepared annexations to Fort Benton, Stevensville and Bozeman
• Lanette prepared and amended subdivision regulations for Manhattan, Montana

Statement regarding any work, past or present, provided to the City of Bozeman on
any of the active TIF/TED Districts
Janet Cornish, principal of CDS and Lanette Windemaker, as a subcontractor to CDS,
are currently working on two projects for active urban renewal districts in the COB as
follows:
• Preparation of expansion to and major rewrite of the URD plan for the Midtown
Urban Renewal District, formerly known as the North Seventh Avenue URD.
Ordinance 1925, adopting the plan for the expanded district, will be considered
for final adoption by the Bozeman City Commission on November 16th, 2015
• Preparation of amendments to the URD plan for the Downtown URD. The
ordinance amending the plan is scheduled to go before the City Commission on
December 7th and 28th , 2015.
