RE: Request For Qualifications for Tax Increment, Targeted Economic and
Urban Renewal District Consulting Services
It is a pleasure to submit our statement of qualifications for consulting services
to assist the City of Bozeman’s Department of Economic Development with
on-going activities in the Northeast Urban Renewal District, South Bozeman
Technology District, Bozeman Midtown Urban Renewal District and the North
Park Industrial District. CTA Architects Engineers is a multi-disciplined firm
established in Billings, Montana, in 1938. We are specialists in Tax Increment
Financing, Downtown Master Planning, Market Analysis, Mixed-Use Architecture,
and public engagement.
Members of our collaborative team have worked in the past on administering
TIF districts, developing urban master plans and growth policies, housing
plans, parks and recreation plans, streetscape plans, and public infrastructure
facility plans. Specifically, we are proposing a team of well qualified planners
who are committed to aiding the City in its mission to maximize the economic
development potential which will spur mid- to high wage job growth.
Our team understands the value of TIF’s not only in the City of Bozeman, but
elsewhere in the state. In addition to working on several redevelopment projects
within the City of Bozeman’s TIF districts, we are intimately familiar with the
regulations governing Tax Increment Finance Districts and Targeted Economic
Development Districts and are prepared to assist the City in any creation,
modification and sun-setting activities within the districts.

1. FIRM’S LEGAL NAME AND OVERVIEW
CTA Architects Engineers was established in Billings,
MT, in 1938 by Ralph Cushing and Everett Terrell – one
an architect, one an engineer. As the original leaders of
the firm, they realized the most effective and efficient
approach to provide professional services was to offer
an integrated and collaborative planning and design
approach. Today, the core philosophy of CTA centers
on that premise. As design, engineering, and planning
become more sophisticated, we continue to add
specialists to our staff to provide a complete and well-
balanced palette of design services for our clients. CTA
has 400+ staff members in 18 regional offices located
primarily in the Intermountain West.

2. STATEMENT OF EXPERIENCE AND
QUALIFICATIONS
CTA has experience to support the City of Bozeman
with consulting services for Tax Increment, Targeted
Economic and Urban Renewal District Consulting
Services. CTA provides a particular advantage for
the City of Bozeman due to our in-depth knowledge
of Bozeman supported by our diverse experience
throughout Montana. The team has the right
balance of expertise critical to broad success for
the districts. We have worked for numerous public
sector clients throughout Montana as well as
developers inside the City limits of Bozeman, and
understand the partnership opportunities these
districts provide to the public and private sector.
Currently, much of our planning work is focused on
one-year contracts for general planning services. We
currently have annual contracts in Montana with the
State of Montana, Stillwater and Carbon Counties
and the City of Laurel. In addition to these ongoing
service contracts, we also are contracted to complete
individual planning efforts. We are just completing
an Urban Renewal Plan in South Kalispell and were
part of Kalispell’s early efforts to obtain a TIGER Grant
in relationship to their Core Area Plan and TIF District.
Our delivery of services through this project will
be through a team approach. It is in this team
of experts that Bozeman will benefit from each
individual’s expertise. We are familiar with working
as an extension of City Staff to help achieve project
goals on an on-going basis.

Monica Plecker
Project Planner
Monica Plecker will provide the majority of expertise
on TIF District regulations, having recently authored
an updated TIF Manual through the state of Montana
along with her extensive work with TIF districts and
Special Improvement Districts (SIDs) in Laurel.
Monica has 4 years of experience in TIF district
administration in Montana. Prior to working for CTA,
she served as the Planning Director for the City of
Laurel where she was responsible for all aspects of TIF
administration. Specifically, she provided staff support
to the Laurel Urban Renewal Agency, administered
grant programs to make sure projects were in
compliance with urban renewal plans and other district
policies. She also worked directly with facilitated capital
projects and facilitated redevelopment projects with
district property owners and the City.
Using her knowledge of TIF districts and recognizing
needs relating to sun setting, Monica helped to develop
a capital projects funding strategy that considered
increment revenue, bonding capacity to create a 7 year
working plan. The plan has shown to be successful as
one project is currently under construction and the
other out to bid for spring construction.
Doug Riley
Project Planner
Doug Riley will play an integral role in assuring that the
project team understands the local community and the
complex regulatory environment of Bozeman.
Mr. Riley joined CTA as a Planner with over 22 years of
local government planning experience in Montana,
Colorado and Michigan. While primarily focusing on
development review and entitlement projects, his
experience also includes several special community
planning efforts and updates to growth management
plans. Doug served previously as a Senior Planner for
the City of Bozeman and has extensive knowledge of
regulations within the City of Bozeman.
EXPERIENCE AND QUALIFICATIONS OF PROJECT TEAM
Wayne Freeman, ASLA, RLA
Principal-In-Charge
Wayne Freeman will lead the team and provide a
consistent presence to the client in order to insure
CTA’s performance.
As an Associate Principal and Director of CTA Site,
Wayne is responsible for the firm’s civil engineering,
planning and landscape architecture ventures.
Wayne has 30 years of professional experience
in landscape architecture, land planning and
environmental planning. As the firm’s senior
practicing landscape architect, he often is the
principal in charge for complicated and diverse
projects that involve dozens of professional staff and
tens of millions of dollars in construction costs. In
addition to urban design and planning experience,
Wayne’s home office is Bozeman and he has worked
on numerous projects in the Bozeman area.
Brent Moore, AICP
Project Manager
Brent Moore will be the daily project manager,
and will work to insure lines of communication are
open between project team members, City Staff,
TIF District board members, elected and appointed
officials, and the public.
Brent is the Planning Group Manager, responsible for
managing community development activities related
to long range planning, growth management, and
development services. Brent’s work focuses on place-
making and public facilitation of complex issues
related to a community’s history and visions for
change. Brent is located in CTA’s Red Lodge, Montana
office.

Dave Dixon, AICP
Project Planner/GIS
Dave Dixon will assist in the development of plans
and GIS mapping within the districts as well as
providing insight from our experience beyond
Montana.
Dave is a Planner in CTA’s Denver, Colorado office.
Dave is particularly experienced with planning in the
cities and counties of the Rocky Mountain West. He
has assisted in current and comprehensive planning
for several communities and brings his mapping and
design specializations to the project team. Dave will
assist in all tasks, while specifically providing GIS,
public outreach, and document preparation for the
project.
Erik Garberg, pe
Civil Engineer
Erik Garberg will be available to provide insights into
big picture infrastructure issues.
As a Civil Engineer Erik’s background has touched on
all aspects of Civil/Municipal Engineering and Land
Development. His experience extends from working
with solid waste districts to earthen dam inspection.
He has worked for groups as varied as local airport
authorities to large scale private land developers. In
addition to his technical background Erik has spent
significant time developing public policy as a CIty of
Bozeman Planning Commissioner and on numerous
planning and zoning boards. This work provides him
insight into municipal finance and budgeting, public
process, and entitlements.
Stephanie Ray
Public Outreach Planner
Stephanie Ray will assist in facilitation of public
meetings. Here abilities to synthesize information and
build partnerships backed by a solid understanding
of public infrastructure issues will aid in the successful
adoption and implementation of plans.
Ms. Ray joined CTA as a Planner with over 15 years
of experience in local government planning and
project management. She has extensive experience
in public outreach and education, grant writing
and administration, and comprehensive planning.
In addition, Stephanie has developed a number
of facility plans focused on public infrastructure,
including transportation, stormwater, water and
wastewater plans.
Wes Baumgartner, asla, rla
Landscape Architect
Wes Baumgartner will insure that an eye for Design
remains a part of the overall vision for each of the
districts we serve.
Wes’ experience has been focused in the visioning
and design phases of projects. This focus includes
site planning, land use planning, master planning,
site layout, and conceptual design presentations. Wes
has worked on projects of various sizes and uses and
strives to bring individuality and appropriateness to
each. Wes has worked extensively on design issues in
a number of the TIF Districts around Bozeman.

Wayne is an Associate Principal and the Director of CTA
Site overseeing the company’s landscape architects,
civil engineers and planners. He has twenty-eight
years of experience in designing and building athletic
complexes. He has extensive experience in parks and
recreation and athletic field planning and design, urban
planning and design, environmental planning, land use
planning, corridor planning, design and redevelopment
at the community and regional scale. Wayne has also
been involved with more than 100 parks and recreation
projects ranging in size from 3-acre neighborhood parks
to regional athletic complexes of hundreds of acres.

CTA’s team is familiar with the City of Bozeman’s
municipal code having designed and permitted
many development projects within the City which
required knowledge in navigating the City code.
One of the team’s biggest assets is Doug Riley. Doug
brings to the table an intimate knowledge of the
City of Bozeman, the municipal code and economic
development efforts. Doug’s experience includes
over 7 years’ experience as a City Staff Planner
who worked daily with all aspects of the Municipal
Code in regards to Planning and Development. His
experience also includes 1.5 additional years in the
private sector working with the Municipal Code in

Murdoch’s Corporate Headquarters
CTA also recently completed the Annexation and
Rezoning of the Murdoch’s Corporate Headquarters
Property on N. 7th Avenue which included working
with the City to ensure its inclusion into the revised
N. 7th Urban Renewal District boundaries. This
included CTA attending a meeting of the N. 7th
Urban Renewal Board to present the Murdoch’s
project to discuss the benefits of including the
property/project into the revised TIF District. CTA
worked closely with the municipal code and design

STATE STATUTES
Billings Tax Increment Finance District
Big Sky EDA hired CTA to assist them in revitalizing
the East Transition Zone as referred to in the
Downtown Billings’ Framework Plan. This need was
spurred by the deterioration of the infrastructure
and the under-utilization of many properties within
the district. CTA was hired to rally support, facilitate
meetings, and write the Urban Renewal Plan based
on the desires of local property and business owners
and create the new TIF district. CTA contacted
the property owners in order to build consensus,
gathered ideas on what they want the revitalization
to be for their district, and wrote and presented the
urban renewal plan to the steering committee. The
TIF district is now operating.

Laurel Urban Renewal District
CTA is currently under contract to the City of Laurel
for planning services which includes tasks related to
the TIF District. Prior to joining CTA Monica served
as the TIF administrator where she spent four years
administering and carrying out activities related
to the Laurel Urban Renewal District. Activities
related to the Laurel TIF district include grant
implementation policy and grant administration,
coordination of capital projects, implementation of
TIF EXPERIENCE IN MONTANA
demolition funds for TIF redevelopment projects,
authoring two zoning overlay districts to carry out
the goals of the Urban Renewal Plan as it relates to
the redevelopment. CTA is currently under contract
to the City of Laurel for planning services which
include tasks related to the TIF District.
South Kalispell Urban Renewal District
In 2014, CTA was hired by the City of Kalispell to
further the planning effort within the greater South
Kalispell Urban Renewal Planning area. This large
land planning exercise encompassed approximately
720 acres and is the beneficiary of one of the City’s
Tax Increment Financing Districts (TIFD). The TIFD
comprises approximately 266 acres and includes
the City of Kalispell Airport. Formation of the TIFD in
1996 continues to provide the City with a funding
mechanism for the Airport so that the City can
focus on the primary goals of the Airport such as
increased safety and economic sustainability. While
completing the South Kalispell Urban Renewal
Plan, CTA worked closely with the City and the
community to incorporate the use of TIFD funding as
a tool to enhance and expand various development
alternatives within the TIFD boundary.

to create a separate urban renewal agency the
guide provides steps for determining structure
and the required information that must be part
of the ordinance establishing the urban renewal
agency and guiding factors for the organization and
operation of the agency.
This manual will prove to be a valuable tool for
district creation and administration. The guide is
intended to be used not only for creation but as a

Prior to Creating the District
Proper Planning
Before a community is ready to create a district, there
must be tools in place to support the district and
ensure its success.
Growth Policy: A growth policy is an official public
document adopted and used by the local government
as a guide for decisions regarding the physical
development of a community. Growth policies
evaluate and provide guidance on the many facets
of local government including land-use, economic
development and housing. All of which could have
an influence on the proposed district.
Zoning: It is important for the local community to
make sure the appropriate zoning measures are in
place to support the redevelopment of the district.
If zoning is not in place in the proposed district the
community will need to develop a zoning ordinance
for the district prior to its creation. This is also a
requirements of a TEDD, even if the location of the
proposed TEDD is not located within an incorporated
area. Zone Changes must occur in accordance with
the provision provided in Montana Code Annotated.

district should help to clearly define the appropriate
area along with consideration of transportation
infrastructure, types of land use and evaluation of
deficiencies in infrastructure or the identification of

Important questions to consider when determining a
district boundary:
1. Does the proposed district include an area
large enough for multiple development or
redevelopment opportunities to occur?
2. Is the proposed district taking advantage of
new investment that will not benefit from
participating in the district?
3. Does the size of the district place a financial
strain on other taxing jurisdictions?
Public Involvement
Once a community has decided there is reasonable
need and the infrastructure to support such a district,
it is important to provide opportunities for public
input. A variety of stakeholders should be included
and it is important to note that more than one meeting
might be appropriate. These meetings should serve
as a way to provide information about TIF districts
and how they can satisfy the needs of the community.
It is recommended information be provided on what
can and can’t be funded by TIF dollars. Instead, focus
on how the district can help implement planning
measures, like downtown plans or goals identified in
the local growth policy or fund the construction of
new infrastructure or the improvements of existing

Finalizing the Boundary
The boundary is then finalized and all property
information for proper notice compiled.
(Note: A boundary may be changed as a community moves through the process if further analysis and findings support it.)
• Create an accurate map depicting the district
boundary in its entirety. Be sure to include all
adjacent rights-of-ways.
• Compose a legal description of the boundary
• Compile Property Tax Information (centrally
assessed and personal) for all property owners
within the district, including geocode and TAXID.
This information will be key in providing proper
notice to all property owners within the proposed
district. This is a requirement once the governing
body is ready to consider an ordinance creating
the district and adoption of the Urban Renewal or
Comprehensive Development Plan.

Local Government Action
Resolution of Necessity
Prior to proposing an ordinance to create the district
or holding a public hearing, the local governing body
shall, by resolution, pass a Resolution of Necessity. Any
documentation of blight or infrastructure deficiency
must be attached.
TIF District TEDD
Findings should be presented in the
Resolution of Necessity specifically stating
that one or more blighted areas occur within
the community and the rehabilitation and/or
redevelopment is necessary in the interest of
public health.

District Development Plan
When creating a district the community must prepare
and formally adopt a written development plan
specifically for the proposed District. These plans
can take many different shapes, for instance, in an
urban TIF district the plan may be an Urban Renewal
Plan. For the creation of a TEDD, a Comprehensive
Development Plan would be required.
Before the local governing body can adopt these
plans, they must be reviewed and recommended
by the Planning Board for the jurisdiction where the
proposed district is located. Before adopting the plan,
a public hearing must be held and written notice
must be provided to all property owners within the
district (MCA 7-15-4215).

5. STATEMENT REGARDING WORK
PROVIDED TO THE CITY ON ACTIVE
TIF/TED DISTRICTS
North 7th Improvements:
CTA teamed with Allied Engineering Services to
develop design concepts for a 1.5 mile section
along N 7th Street through Bozeman, MT. CTA’s role
included corridor character development of three
distinct areas and a pedestrian and vehicular lighting
study. Character development included working
closely with the Board’s needs and desires, working
with jurisdictional partners and then collaborating to
create a vision for all owners to embrace.
Typical intersection designs, right-of-way layout,
and site furnishings and plantings were included
with this development. The lighting study included
assessing existing lighting levels and evaluating
new fixture types based upon style, height, quantity,
safety and clarity, install cost, and life-cycle costs.
NORTH 7TH TAX INCREMENT FINANCE DISTRICT
North 7th Zoning Overlay District:
CTA teamed with Clarion and Associates to develop
ordinance changes to the City of Bozeman’s Unified
Development Code specifically to address zoning
code language related to M-1 and B-2 zoning
district. The goals of this project were to simplify
the redevelopment process for properties within the
North 7th district by creating a regulatory framework
that addressed access, parking, landscaping and
signage. CTA’s role included existing code evaluation
in relation to the Urban Renewal Plan and other
planning documents as well as development of
design standards. Associated tasks included public
meeting facilitation for project workshops.
